Mr. Speaker, I believe we are wasting an enormous amount of time when, really, there is a very simple solution to it all.

The motion should be considered as a whole. Any one of the names listed in the motion is therefore part of the motion. One of these people has already said there will not be unanimous consent. Therefore, the whole motion is not admissible because his name is part of the motion.

Points of Order February 6th, 2004

Mr. Speaker, on a point of order.

First, the hon. member opposite cannot take it upon himself to create an exception to one of our standing orders. Second, I think your statement was extremely clear, Mr. Speaker. Third, the hon. member has many other means and mechanisms available to him under our standing orders for presenting such a motion. Therefore, I do not see why we would waste the precious time of this House on such a frivolous matter.

Mr. Speaker, are we to understand that this is a motion for which the hon. member wishes no debate and for which he seeks unanimous consent? I did not understand the question he asked.

Business of the House February 5th, 2004

Mr. Speaker, I am pleased to announce that, this afternoon, we will resume debate on the Address in Reply to the Speech from the Throne.

Tomorrow, we will begin consideration of the motion in my name on the process to reinstate the bills from the last session. Given that this is a procedural motion, I hope it can be dealt with quickly.

If that is the case, we will consider a motion for referral to committee before the second reading of the bill introduced this morning to amend the Radiocommunication Act.

If the debate on the reinstatement motion is not concluded tomorrow, the House will resume consideration of this motion until it is concluded. We will then return to the debate on the Address.

This work will take us to the middle of next week by which time the government will have introduced bills that the House will want to consider quickly, given their urgency.

I am glad my colleague made reference to last night's take note debate. We can look into the possibilities, if we need to have another debate on this issue or perhaps continue the take note debate.

With respect to break week, I already asked my colleague in no uncertain terms to consider sitting later into the evenings, if necessary, to be sure to accomplish everything that needs to get done. Depending on one's view, he pleasantly or unpleasantly declined.

Mr. Speaker, I thought that the plan of action was very clear. Votes concerning the throne speech, basic policy and budget matters are traditionally confidence votes. Therefore, it will be a whipped vote, as usual.

Mr. Speaker, first I would like to congratulate my colleague for his determination in fighting for the names. I must say that many MPs are affected by this legislation. All MPs affected by the changes have been contacted individually.

We are going to reintroduce Bill C-53. The effective date will be different for obvious reasons. The bill will indeed be reintroduced. I can confirm that for my colleague.

Mr. Speaker, the important date is the date on which I published the report. The report was published on January 28, as a result of the work I had done all through January this year. It is perfectly clear. Let us not blame other people for what they should not have or could not have done. I was the person responsible for it. I published that quite clearly. The rest is of no significance whatever.

Yesterday, the Prime Minister announced that the Auditor General was going to look into the matter. They rejected this for one simple reason: truth and facts do not interest them; they are only interested in politics.
