Questions On The Order Paper November 2nd, 1995

Concerning CPC, for the most recent available 12-month period, ( a ) what was the detailed cost breakdown of all expenditures on hospitality for customers and other business clients, with particular reference to private boxes and season tickets at professional sports stadiums and arenas, including expenditures paid out through employee expense claims, and (b) what were the expense claims for the top four Canada post executives in Vancouver, Calgary, Edmonton, Regina, Winnipeg, Toronto, Ottawa and Montreal?

Mr. Speaker, holding rallies in the country is a far cry from good strategy.

My question is again for the Prime Minister. Will the Prime Minister commit today to a process to ensure more authority for the provinces by giving them the tools to pursue their distinctiveness by decentralizing powers equally in the federation, in particular in areas like tourism, culture, language and natural resources? Give an answer, for a change.

Mr. Speaker, for two very long years now we have watched the Prime Minister and the government overspend by $80 billion. We have watched them snooze while people fear for their safety on the streets. We have watched them sleepwalk to the edge of a cliff in Quebec. It is time for a wake up call over there.

My question is for the Prime Minister. Are we doomed to repeat the endless distinct society debate that 30 years of negotiations could not resolve? If so, how does he plan to convince nine other premiers that it is in their best interest to sign on to inequality?

Immigration And Refugee Board October 30th, 1995

Mr. Speaker, I have good news and bad news today.

The good news is that Bounjan Inthavong, that bad guy from Laos who participated in the murder of young Kirby Martin by beating him with a baseball bat has been deported. The minister of immigration assisted me in that deportation and I thank him for that. I hope the next time it will not take a year and a half to get his act in gear.

The bad news is that there are many more to deport, like Karel Kral and Hector Lopez. Standing in the way of these deportations is an inept, incompetent refugee board.

Most Canadians do not know this but these refugee boards are not required to look at criminal convictions of non-Canadians at refugee hearings, only the consequences of sending them back to the receiving countries-

Mr. Speaker, yes, they are banning all clinics. It is good to have an answer. It is like the answers we get from the minister of public works and the minister of culture.

Why is the minister not demanding that Quebec stop charging facility fees on privately run abortion clinics?

And we hear the nonsense that goes on over there along with it. That is not very comforting to the families who have lost people waiting in line for health care.

I would like a straightforward answer for a change from the minister. Is the Minister of Health intent on banning all private clinics in Canada? Just a yes or no, nice and simple. Can she answer?

Mr. Speaker, as the discussion goes back and forth with the Minister of Health, I hear her saying that Canadians get the very best choice.

Government Contracts October 18th, 1995

Mr. Speaker, this morning's headline reads: "Probe into contracts given to bureaucrat's relatives miffs Dingwall". Apparently the minister is unhap-

py with the lack of action taken against bureaucrats who were caught giving government work to friends and relatives.

The minister should know how internal probes feel by now. This summer he asked his employees to clear him of charges of steering lucrative contracts to a campaign contributor who just happened to be the golfing buddy of the Prime Minister.

The internal whitewash declared the minister clean even though a letter from the minister's office blatantly directed a government agency to do business with this sole bidder and then asked the agency to confirm progress.

We know how internal probes feel. Take two aspirins and call the ethics counsellor in the morning. We know how that feels too. It is not very satisfying over here.

Employment Equity Act October 6th, 1995

Mr. Speaker, if this member were doing his job we would not have to travel to his riding.

If that member realizes what is going on down there and the problems they are having and the people we talked about, he would not be in the House whining about it.

He is trying to do exactly what is going on in the House. He is trying to turn a situation where we were looking at some real problems of crime in his riding into a racial issue. That is what is wrong.

We have been talking to the solicitor general about the crime problem in this area and we have been getting very poor answers. There has been no recognition from the government, no real action to curb it. We have been down in the member's riding because we were asked to go. If he does not like the way we travel, that is really just too bad.

I belong to a party that goes out and talks to the people rather than these pompous Liberals who complain that Reformers are in their ridings dealing with issues. They turn a crime issue into a racial issue. That is exactly what is wrong. He has a crime issue in his riding.

They do not have the courage to deal with the crime because they are so sensitive about something they call a racial issue.
