The Budget March 21st, 1997

Mr. Speaker, with reference to Ways and Means Proceedings No. 15 concerning the budgetary policy of the government, I think if you seek it you will find that there is consent for the following motion:

That at 2.15 p.m. or when no member rises to speak, that the question on Ways and Means Proceedings No. 15 be deemed to have been put, a recorded division demanded and the vote deferred until the conclusion of the time allocated to Government Orders on Monday, April 7, 1997; and that following the adoption of this order, the Chair will not receive any quorum calls or dilatory motions for the remainder of this day's sitting.

Mr. Speaker, I have the honour to present the 61st report of the Standing Committee on Procedure and House Affairs regarding the guidelines with respect to conduct during question period in the House.

The committee unanimously recommends that a question be not ruled out of order on the sole basis that it anticipates orders of the day.

I also have the honour to present the 62nd report of the Standing Committee on Procedure and House Affairs regarding its order of reference from the House of Commons on Thursday, February 20, 1997, in relation to the main estimates for the fiscal year ending March 31, 1998 with regard to vote 20 under privy council Chief Electoral Officer.

The committee reports the same.

Mr. Speaker, I believe you will find there is unanimous consent for the following motion. There has been very good co-operation among all of the parties. On behalf of the government I wish to thank my colleagues on all sides of the House for their co-operation.

I move:

That the motion to amend the motion for second reading of Bill C-82 be deemed to have been withdrawn and the motion for second reading and reference to committee of the said bill be deemed to have been put and a division demanded and deferred to 5 p.m. this day.

That all questions necessary to dispose of the report stage and the third reading stage of Bill C-81 be deemed to have been put and adopted.

That all questions necessary for the disposal of the consideration of Senate amendments to Bill C-70 be deemed to have been put, and a division thereon requested and deferred to 5 p.m. this day.

And that no later than 4.59 p.m. this day, any proceedings before the House be interrupted and all questions necessary to dispose of the third reading stage of Bill C-32 be put without further debate or amendment.

Committee on Procedure and House Affairs regarding the selection of votable items.

Pursuant to Standing Order 92, this report is deemed adopted on presentation.

In addition, Mr. Speaker, I have the honour to present the 60th report of the Standing Committee on Procedure and House Affairs, regarding the membership of the Standing Committees on Industry and on National Defence and Veterans Affairs.
