Mr. Speaker, I have the honour to present the second report of the Standing Committee on Procedure and House Affairs regarding the membership and associate membership of various committees. If the House gives its consent I intend to move concurrence in the second report later this day.

Madam Speaker, I congratulate you on taking the chair. All of us from New Brunswick are very proud of you as you fulfil your new responsibilities.

I am pleased to present on behalf of motorists in and around the Windsor, Ontario area the enclosed petition with 37 names from Windsor, Amherstburg, Kingsville, Essex county, La Salle and Tecumseh, Ontario. They request that Parliament not increase the excise tax on gasoline.

Mr. Speaker, pursuant to Standing Order 36(8), I have the honour to table, in both official languages, the government's responses to six petitions presented during the first session.

[Federal Elections, Fees, Tariff, March 4th, 1996]

Mr. Speaker, in accordance with subsection 198(3) of the Canada Elections Act, and pursuant to Standing Order 32(2), I wish to table, in both official languages, copies of recent amendments to the Federal Elections, Fees, Tariff. Pursuant to Standing Order 32(5), this document should be deemed permanently referred to the Standing Committee on Procedure and House Affairs.

[Business Of The House, March 1st, 1996]

Mr. Speaker, I appreciate, as I often do, the views of my learned colleague. The only difficulty I have is this. What about the human investment in time, energy and the quality of the debate that was advanced prior to prorogation?

I would like to ask my hon. colleague if he would comment on that one specific issue. Is it not a valid comment that there were significant investments made in bringing people to Ottawa or having our committees travel throughout the country? Would it not be a pity to lose all of the very good work that was done by all members on all sides of the House and particularly at the committee level? I ask my hon. colleague to comment on that aspect.

[Business Of The House, March 1st, 1996]

Mr. Speaker, I was wondering if my hon. colleague would want to share his views on the cost issues. I am not talking about financial costs. I am talking about the human costs of the various committees that participated throughout the previous session. I know that many of our constituents throughout the country have invested a great deal of time and effort in coming forward to share their views on various matters before committees at various stages.

I was curious about what are the hon. member's views or his party's views on the subject of costs and whether it is something that should be given consideration.
