Mr. Speaker, discussions are under way concerning ferry service not covered by a constitutional guarantee like the services between Newfoundland and harbours in other Atlantic provinces and in Quebec. No decision has been made, in spite of what the Bloc Quebecois is telling the public and this House.

Mr. Speaker, the current proposal would not apply to the Quebec City-Lévis ferry because the kind of intraharbour transit services provided in the Quebec City harbour would be exempt.

Mr. Speaker, as regards the icebreaking fee structure, we did follow the committee's advice. The committee was made up of 10 members. Seven were from the Great Lakes and the St. Lawrence. There were people from Ontario and Quebec.

They proposed a rate scale. We accepted it. This is exactly what happened.

Mr. Speaker, the fee schedule we are proposing was developed by an industry-led committee, most of whose members represented the St. Lawrence and Great Lakes region. At the time, the committee thought it had achieved the most satisfactory compromise for all regions and all users.

Mr. Speaker, uniformity of measurement for legal lobsters is an important objective. We have put in place a number of measures in many different lobster harvesting areas of maritime Canada to achieve that. Nevertheless for historic reasons and sometimes because of the requests of the fishermen themselves, it has not been possible to reach a single uniform size across the entire board.

I certainly appreciate the hon. member's interest in making sure we arrive at that situation just as soon as we can.

Government Appointments November 2nd, 1998

Mr. Speaker, the member asked me a question which he knows full well I cannot answer for the reason that privacy provisions prevent us from commenting on severance packages or anything else of that like.

With respect to his comments about patronage, I can assure him that we are not following the practice of the previous Tory government which was awash with patronage.

Mr. Speaker, Mr. Fewchuk has resigned as president of the Freshwater Fish Marketing Corporation.

I intend to seek a replacement for him in due course. I will announce that person's name to the House when in fact I have chosen such person.
