Mr. Speaker, the government is not considering using back to work legislation. Federal mediators who have been working with the parties since last week have asked the parties to return to mediation, and they will do so later today.
I invite employees and management to come to the table and negotiate a new positive collective agreement.

Mr. Speaker, I will stand up as Minister of Labour and defend the Canada Labour Code any time because it was done by the employees and the employers and this part of the House is very proud of that.

Mr. Speaker, I can assure the hon. member that under part I of the Canada Labour Code if employees feel that somebody is out there doing their work, they can bring their complaint to the Canada Industrial Relations Board.

Mr. Speaker, I was attending a meeting in Ottawa as regional minister with the Irvings. I was booked on a commercial flight. They offered to take me home to Moncton as they were going to Saint John.
On an oversight I should have phoned the ethics counsellor and he would have told me that I had to pay the Irvings. It was an oversight. I apologize to the House and I apologize to all Canadians. It was an oversight on my part.
Labour October 7th, 2003
Mr. Speaker, as Canada's Minister of Labour, I have chaired the conference for the last two years. In Salvador I handed over the chair of the conference to the Brazil minister of labour.
At the conference, labour ministers from 34 countries in the Americas adopted a declaration and action plan that focused on poverty reduction and creating decent work in the hemisphere.
The conference addresses some key issues of our time and I am pleased that Brazil will continue Canada's initiative to actively involve business--

Mr. Speaker, as a native New Brunswicker, I am aware of the need for HRDC to make a decision. I want to tell the House and Canadians, especially those in Quebec and New Brunswick, that discussions are underway and that a decision will be made soon.
Airline Industry June 11th, 2003
Mr. Speaker, I am pleased to announce to the House that the parties involved in the Nav Canada-CATCA dispute yesterday reached a tentative agreement. This agreement is subject to ratification by the union membership and we hope to have the results before the end of June.
I would like to thank the Federal Mediation and Conciliation Service for its hard work in assisting the parties and helping them reach this agreement. I would also like to thank my colleague, the Minister of Transport, for his support during this very sensitive labour dispute.

Mr. Speaker, the HRDC minister is working very closely with other ministers. As hon. members know, we have put money into economic development to deal with the softwood lumber issue.
The Secretary of State referred earlier to developments in Quebec and elsewhere. We will continue to work in partnership to ensure that employees are very well protected.
