Civil Marriage Act June 27th, 2005

Mr. Speaker, my position on this has been clear, even before the nomination for candidate process. During last year's election my position continued to be consistently and concisely stated.

I believe in retaining the traditional definition of marriage. I also believe that constitutional guarantees of religious freedom must be protected. That is why, simply and basically, I will support those who wish to retain those traditional values.

My support for this comes from the past 27 years of elected office. As a ward alderman, as a councillor at large and as mayor I was witness to many hundreds of anniversaries celebrating the institution of marriage. It is impossible not to share those values.

In representing the wishes of my constituents who live in Thunder Bay--Rainy River, a riding that stretches from the Manitoba border in the west to the Minnesota border in the southeast, I am representing their concerns and feelings.

The recent amendments enhancing religious freedoms, I believe, would go a long way to conciliation in recognizing the issues presented by churches and spiritual groups.

Clause 3 states:

It is recognized that officials of religious groups are free to refuse to perform marriages that are not in accordance with their religious beliefs.

Clause 3.1 states:

For greater certainty, no person or organization shall be deprived of any benefit, or be subject to any obligation or sanction, under any law of the Parliament of Canada solely by reason of their exercise, in respect of marriage between persons of the same sex, of the freedom of conscience and religion guaranteed under the Canadian Charter of Rights and Freedoms or the expression of their beliefs in respect of marriage as the union of a man and woman to the exclusion of all others based on that guaranteed freedom.

I feel that is good legislation.

Over the past many months my four offices in Fort Francis, Atikokan, Thunder Bay and Ottawa have received thousands of communications. Cases of fax paper have been used and boxes of letterhead paper and envelopes have been used to reply to the constituents of Thunder Bay--Rainy River.

I do not possess the resources to personally reply to the innumerable amount of communications from those who do not reside in my riding but over the past few months I have presented three petitions to the Clerk of the House of Commons reading into the record that two were against civil marriage and one was in favour, reflecting what I believe is the general trend of a two-third split in people's feelings in my riding and generally across the country.

My offices average 1,500 e-mail a week, the largest percentage of course coming from outside my riding. I have received thousands of letters from all over the country and have personally replied to everyone in my riding, whether they are for or against the bill.

I regret not having a chance to speak to this bill previously but when I was ready to speak prior to second reading my time was preempted by international events. The vast majority of people, of course, understand that. I appreciate the opportunity now to go on the record.

I have had numerous scheduled meetings and of course thousands of opinions offered as I encounter my constituents. The one thing that is certain is that there are few yet undecided on this issue.

With eight provinces and one territory having made their legal decisions, there does not seem to be any argument left in anybody's mind that could possibly change someone else's mind.

From a federal perspective, my constituents would like to see this matter decided openly, democratically, fairly and, within reason, promptly. They have heard the debates but, more important, they have had a chance to convey their expressions to me, their elected representative.

Not everyone will be pleased but in my riding we have numerous other issues, mostly economic, that require their turn at the podium.

On paper, the numbers I have received in hard copy, that is, paper, such as letters, petitions, faxes or email, are as follows: against, 2,425, totalling 96% against; and for, 90, or 4%.

In reality, telephone calls, meetings and personal expressions from face to face encounters would even the numbers, I believe, to something closer to the Defend Marriage Canada's national marriage referendum.

Regarding that referendum, as of today, June 27, 141,229 votes have been cast with 62% opposed to the bill. My personal feeling is that in Thunder Bay—Rainy River we are close to this 60-40 split. After all these tens of thousands of Canadians letting me know how they feel, I am ready to cast my vote in democratic representation.

Although my position has been deemed worthy of public recording and most of my constituents who follow media recording are aware of my position, for some who hold extreme points of view that may never be enough.

I will take this vote and the responsibility it carries very seriously. I cannot, however, carry it with any phobic or hateful reaction. I am for the traditional definition and I do so to represent my constituents. I am for the protection of religious freedoms and believe the bill, with its enhanced amendments, would do that.

This topic has divided our country. Whether the legislation passes or fails in the forthcoming vote, there will remain some serious rifts on this volatile subject. The outcome of the vote is not a foregone conclusion, as third readings cannot be predicted absolutely.

As legislators, it will be our role to be the peacemakers, to build the bridges and restore the values of tolerance and respect for the opinions of others. The passion of these debates confirms that civil marriage will continue to spark considerable discussion for many years to come. As a rights issue, there seems to be a considerable desire to reach an understanding.

Region of Festivals June 20th, 2005

Mr. Speaker, the riding of Thunder Bay—Rainy River is indeed a region of festivals. Throughout the year and especially during the beautiful summer months, communities across the riding host a variety of themed events. Of note are the upcoming Thundering Women Festival, the Atikokan Outers 40th anniversary reunion, the Thunder Bay Blues Festival, the Fort Frances Canadian Bass Championship, Pinewood Sports Days, Chapple Days, the home of Chapple pie, the Morson Bass Classic, and the Rainy River Giant Pumpkin Festival. In addition, the Seine River, Lac La Croix, Fort William and Stanjikoming first nations will each host a powwow.

I am pleased to take this opportunity to congratulate the thousands of volunteers across the riding who organize these events in an effort to enhance our communities and increase tourism. I would also like to invite my fellow parliamentarians and indeed all Canadians to visit our region of festivals and enjoy the northern hospitality of Thunder Bay—Rainy River.

Police Youth Corps June 14th, 2005

Mr. Speaker, it is my distinct pleasure to rise today to congratulate the Thunder Bay Police Youth Corps on its 12th anniversary.

The Thunder Bay Police Youth Corps was created in 1994 with the vision of enhancing the experience of local youth with law enforcement organizations and the community. The youth corps is a non-profit, fully volunteer organization with a chain of command that mirrors the Thunder Bay police service.

The cadets, aged 13 to 19, are introduced to many aspects of a police officer's job, including fingerprinting, radio procedures and parade drill. Their motto of “Lead By Example” is not just a motto but a way of life for anyone involved with the youth corps, which is one of the few remaining police youth corps in Canada.

Please join me in congratulating Commanding Officer Charles Meeking and his fellow officers, the board of directors and the cadets of the Thunder Bay Police Youth Corps.

Outers Program June 10th, 2005

Mr. Speaker, I am pleased to rise today to congratulate the Atikokan High School on the 40th anniversary of their Outers Program. It is the longest running outdoor adventure education program in a publicly funded school in Canada. Atikokan is a wonderful community in the heart of Quetico.

This program is designed to present physical and emotional challenges beyond that which an average individual encounters in everyday experiences. This develops confidence and self-reliance while demonstrating the importance of creating good interpersonal relationships and teamwork to overcome adversity.

Since its inception in 1965, there have been over 2,500 graduates. The Outers Program remains the cornerstone of the educational experience at Atikokan High School and is the single most influential experience in the lives of high school students. It has been described as a rite of passage and a cultural icon. It has become a part of Atikokan's heritage. This natural progression has made the program part of the fabric of this community.

Landscape Architecture June 8th, 2005

Mr. Speaker, I rise in the House today to congratulate Kay-Nah-Chi-Wah-Nung Historical Centre in Stratton, Ontario, and architects Hilderman Thomas Frank Cram of Winnipeg, Manitoba, who were recently recognized by the Canadian Society of Landscape Architects with a regional citation award.

These awards of excellence recognize and encourage excellence in all aspects of the landscape architecture profession. I recently had the opportunity to visit the centre with Chief Albert Hunter of the Rainy River First Nation and was truly impressed by this massive impressive collection of aboriginal history and the beautiful landscape.

Also known as Manitou Mounds, this place was at the centre of a continent-wide aboriginal trading network. Kay-Nah-Chi-Wah-Nung is sacred to the Ojibway and to other first peoples of North America, thus marking an enduring spirituality.

I ask all members to please join me in congratulating Kay-Nah-Chi-Wah-Nung Historical Centre on this prestigious award.

Business of Supply May 31st, 2005

Mr. Chair, as chairman of the Subcommittee on the Status of Persons with Disabilities, I am pleased to preface my question to the minister with a few brief remarks.

A defining feature of our nation is our commitment to equality for all. Canadian citizenship is firmly anchored in the principle that every man, woman and child in Canada has a right to expect dignity, justice and fairness in every respect of their everyday lives. We believe everyone has the right to live, learn, work and play an active part in the community and enjoy the responsibilities and benefits of belonging.

The Government of Canada believes profoundly that all individuals should be able to participate in and contribute to society. That is why we work hard to equip Canadians with the tools, resources and opportunities they need to achieve their potential. It is why we make special efforts to ensure no one is left behind.

The people of my riding of Thunder Bay--Rainy River are extremely supportive of these goals. Our track record in advancing the inclusion of Canadians with disabilities reinforces that commitment. Canada was one of the first countries in the world to enshrine the rights of persons with disabilities in its Charter of Rights and Freedoms.

In the last 25 years the Government of Canada has taken significant steps, particularly in the areas of employment, income and taxation to help Canadians with disabilities overcome many barriers to inclusion. Direct program spending, tax measures, regulations, community support and of course the Canada pension plan disability program mark Canada as a global leader in supporting citizens with a disability, as well as their families.

More than one in five Canadians is affected by a disability. Some 3.6 million Canadians have a disability, while another 2.8 million act as caregivers to family members and friends with a disability or a long term health condition. As our population ages, these numbers will grow significantly since the incidence of disabilities increases in later life. Ensuring the full inclusion of Canadians with disabilities and their families is not only a socially laudable goal but increasingly an economic imperative.

Recognizing this, the Government of Canada has worked in unison with provincial and territorial governments, the voluntary and private sectors, and individual Canadians to build a comprehensive, long term strategy to fully include Canadians with disabilities in all facets of society. Strong federal-provincial-territorial relations have been the pillars of this progress, particularly in increasing employment, income and disability supports for persons with disabilities.

Canada's ministers responsible for social services continue to focus on disability as a collective priority. For its part, the Government of Canada is taking steps to ensure the full participation of people with disabilities within the federal public service. There are government-wide policies in place to create inclusive barrier-free environments.

Our goals are and have been strongly supported by the work of parliamentarians who have played a key role in enhancing the government's understanding of disability issues and informing next steps. Parliamentarians are the front line contacts and liaison between the government and the disabled communities. They are the vital advocates bringing forward the difficulties that their constituents experience. Through the work of committees, members of Parliament also help to identify solutions to these problems and work to overcome obstacles that limit the contributions of Canadians with disabilities to their communities.

In particular, the efforts and research of the Subcommittee on the Status of Persons with Disabilities have provided a venue that enables members of disabled communities and stakeholders to tell government what is working, what is not, and how things can be improved. This role is crucial to developing strong policies and programs.

It is largely due to past recommendations of the Subcommittee on the Status of Persons With Disabilities that the government is actively engaged in such initiatives as simplifying the application process for the Canada pension plan disability benefit; implementing automatic reinstatement whereby CPP disability beneficiaries who leave benefits to return to work can request to have their benefits restarted if they are unable to continue working due to a recurrence of their disability within two years; and improving the income tax benefits and applications processes for persons with disabilities.

Previous work and recommendations dating from 1996 by the federal task force on disability issues have also been pivotal in guiding Government of Canada actions, with the majority of its recommendations adopted in areas such as employment and community supports. Past task force advice has been vital to furthering advancements on disability issues, including the development of the pivotal federal, provincial and territorial policy framework outlined in the text “In unison” in 1998, on which we continue to base our policy approaches.

New funds and new programs resulting from these efforts have meant new opportunities for Canadians with disabilities. Individuals and their families, students, entrepreneurs, athletes and disability organizations have all benefited from these new opportunities over the past few years. These gains show tremendous progress and the great many things that parliamentarians, the Government of Canada, disability organizations and most important, persons with disabilities can achieve when we work collaboratively to improve life opportunities.

While we are making headway, there is still a long way to go to ensuring the full inclusion and equality of people with disabilities.

People of my riding of Thunder Bay--Rainy River and indeed all Canadians realize that in order to achieve full inclusion and equality, we need to remove the remaining barriers that prevent persons with disabilities from enjoying realities others take for granted. We need to ensure that the gains we have made do not make us complacent.

There are many issues remaining to be addressed. Individuals with disabilities remain among the poorest members of society. Far too many continue to face transportation, accommodation, education, employment and attitudinal barriers that prevent them from achieving their full potential. That is unacceptable to the Government of Canada and indeed to all Canadians. We certainly can and must do better.

This is not something the federal government can achieve alone, nor would it be a wise approach. No single sector has all the right answers, nor does it have the necessary resources. We need the input and support of a broad range of partners, provinces and territories, disability organizations, municipalities, communities and the voluntary and corporate sectors to move this agenda forward.

Meeting this collective challenge is essential, not only because it is the right thing to do but also because it is key to addressing many other social and economic issues. Success in addressing poverty, homelessness, economic growth, livable cities, quality health care, violence and crime, child care, strengthening aboriginal communities and seniors issues all require to a great extent the inclusion of people with disabilities.

In an aging society, renewed and concerted action on disabilities is crucial to Canada's future well-being. What is required is a policy and program approach that is citizen centred, flexible, inclusive and clearly set within a social development framework. All federal government agencies and all orders of government need to incorporate disability issues into their policy and program planning. We cannot just look at what we do under a disability banner, but rather, how we bring disability issues into all the files dominating the public agenda. This is the key to inclusion.

Action in this area must not only be a government-wide but a nation-wide priority. Revitalizing our initiatives targeted to Canadians with disabilities will require building public momentum and doing a better job of reaching out to all potential partners so that we can move simultaneously on several parallel fronts.

To do this the Government of Canada, working in partnership with the provinces and territories and the disabled community, has embarked on a process to develop a 10 year plan of action. Work is under way to refocus our efforts to foster stronger linkages with other policy priorities and to develop more effective policy and program responses that will increase the inclusion of Canadians with disabilities within the decade. This work is far from complete. We are seeking ideas and innovations from all quarters as we take on this vitally important task.

I congratulate the minister on his personal commitment to making the issues of the disabled front of mind in his department and in cabinet. Given the significance of this issue to economic growth and social cohesion, I would ask the minister to outline some of the steps he believes need to be taken to continue advancing this agenda.

Budget Implementation Act, 2005 May 17th, 2005

Madam Speaker, in terms of philosophy, I agree there are considerable benefits to what the member has suggested.

Clearly, the implementation can be done in tandem to address the needs for tax cuts. When we try to total the billions in tax cuts that have occurred since 1993, when we first started to wrestle our way out under those horrendous inherited annual deficits, we have made considerable progress.

Probably this is one fact that all Canadians would like to know is in terms of tax cuts versus our investment in infrastructure. We were paying 38¢ or 39¢ on every dollar in debt interest charges. We are paying 18¢ now. That additional 20¢ on the dollar allows us to invest in programs to rebuild our country and to invest in the future.

I truly hope that clarifies it for the member.

Budget Implementation Act, 2005 May 17th, 2005

Madam Speaker, on at least two fronts, the first being the disability section, that money would come into effect immediately. On very many of those sections people have been waiting for that.

On the other hand, we know that Canadians have implored, in a non-partisan way, all parties to ensure that the budget is passed. If they live in a community, a municipality, a first nation of any size, they will have already heard from their elected representatives, municipally, to get this budget passed as soon as possible so the flow of funds can begin. The infrastructure funds, the gas tax, the GST rebate, which is already underway, are all part of this and are considerable evidence of the willingness to get this money into the system.

The economy right now is begging for the budget to be passed to end the uncertainty, so the infusion of support for infrastructure to communities and the benefits for people, such as seniors, children, the disabled, the very poorest. can be received as soon as possible.

Now that I have clarified that, I hope the member will vote for the budget on Thursday.

Budget Implementation Act, 2005 May 17th, 2005

Madam Speaker, today I will be addressing a part of the budget that has not received very much attention, which is the impact it will have on Canadians with disabilities.

We know that hon. members opposite already support significant parts of this budget, such as the Atlantic accords, the increased support for the military and now the veterans charter. Many also actually support the whistleblower legislation under Bill C-11 which is now being drafted to protect federal employees. Therefore, it should be very easy for them to support the budget solely on the basis of what it will do for Canadians with disabilities.

I am also personally pleased that members of the Conservative Party see the benefits to Canadians on many other factors. I sincerely welcome their professed public support for the government's budget for Kyoto and the environment, for cities and communities, for the gas tax for municipalities and for first nations, for our child care agreements with the provinces and territories, for post-secondary funding, and for the GST rebate which has been promised to be honoured and now totals $600 million annually to communities of all sizes. I welcome their support for pensioners getting increased benefits, for our plans for affordable housing and making real progress on homelessness, and for improvements to the Income Tax Act which will take 860,000 Canadians off the tax rolls. Those who are least able to afford paying income tax will no longer have to do that. This includes 240,000 seniors on fixed incomes.

I know that they will support our proposals for even more aid for our farmers and agricultural sectors. We thank them for supporting the increase in funding for federal development agencies. For the people of Thunder Bay--Rainy River, it would mean significant benefits especially in the areas of broadband services, telemedicine and distance education.

If there ever were a budget that would tackle poverty head on, this is it. What I will speak to is the potential tragedy that would happen if this budget did not pass and how detrimentally it would affect persons with disabilities.

The Conservatives and the separatists will hurt hundreds of thousands of Canadians with disabilities if they stop these improvements, so I ask them now to help pass this budget. Since they agree with most of it already and have publicly stated their intent to honour many parts of it, it should be very easy, once I have finished speaking, for them to agree that this budget is one of the best ever.

In December 2004 a task force recommended improvements to the tax treatment of Canadians with disabilities and their families. The task force was composed of representatives from the disabled communities across the country. Its 25 recommendations resulted in a series of changes that will result in a $107 million investment in this budget year, should the budget pass. This would grow to $122 million by 2009, again should the budget pass.

In essence, the recommendations will broaden and clarify the eligibility criteria of the disability tax credit. It will expand the list of disability supports allowable under the disability supports deduction. It will increase the maximum credit under the refundable medical expense supplement from $571 to $750 per year. It will increase the child disability benefit, moving claims from $1,681 to $2,000 per year. It will double the amount that caregivers may claim for medical expenses under the disability tax credit from $5,000 to $10,000. It will make a $6 million investment with $1 million ongoing funding to help the CNIB enhance its library services across the country.

This is one report. Often in government we hear of reports gathering dust or being put on the shelf. Regarding the recommendations of the technical advisory committee, we know for certain that the report did not have time to gather dust or even make it to the shelf. It is action-oriented and it has been implemented as recommended, suggested and spoken to by the Minister of Finance. Whether it happens depends on the members opposite. I realize there are no representatives from the Conservative Party listening to me now, but I hope they will read this in Hansard .

Let us just talk about it.

Seventy million dollars is already in place as part of ongoing measures for the disabled. Therefore, the budget plan contains $37 million in new measures for persons with disabilities, $37 million more this year along to help address those needs and to take people off support and to continue to allow them a dignified normalization of life to which they are entitled.

I will go over a few of those things. All through the budget debate many other issues seem to have taken more spotlight. Once members have a chance to realize how significant these are to people with disabilities, then I am sure that we will gain even more support for the budget.

Let us talk about recommendation 3.2. It states:

The cost of such items--

To some of us they may seem like small things and things that many people take for granted, but they had not been considered before. This is where the committee, again, composed of representatives throughout the disabled communities of Canada made their suggestion. It goes on to state:

--as job coaches and readers, Braille note taker, page turners, print readers, voice-operated software, memory books, assistive devices used to access computer technology and similar disability-related expenses be added to the list of expenses recognized by the deduction.

That estimate of cost was $5 million a year. It was accepted. It can be implemented. It will be a promised kept if the budget passes.

The next one recommended that the maximum credit under the refundable medical expense supplement be increased from $562 to $1,000 and continue to be indexed to the cost of living. The cost of this is $20 million a year. It was accepted by the Minister of Finance and I thank him for his very receptive response to the recommendations of the committee. We also thank his department and staff for implementing this. It is a promise that will be kept if the budget can be passed.

When we talk about limiting the expenses claimable under the medical expense tax credit by care givers from $5,000 to $10,000 for those with dependant relatives eligible for this credit, at an the estimated cost $5 million a year. It was accepted and it will be implemented. It is a promise that will be kept if the budget passes with the support of the House.

Recommendation 4.3 suggested that the federal government increase the amount of the child disability benefit by $600 to raise the total maximum benefit from $1,653 to $2,253 and that this amount continue to be indexed to the cost of living. This indexing becomes very important in this section, particularly so disabled people do not have to worry about constantly coming back to us. This will cost $15 million annually, again accepted by the committee, accepted by the minister, willing to be implemented, a promised kept if we can get support for the budget to see it turn into reality.

As chair of the committee, I ask all members of the House to not destroy the benefits addressed in this part of the budget. We are well on the way to formulating our first national disabilities act.

Now that members have been asked within the provisions of civility, order, decorum and respect to support the budget, they have to understand that if it is not supported how many pensioners, seniors, children and others with disabilities will be detrimentally affected. If for no other reason members do not want to support the budget, this section alone would make it worth their while for the good will and benefit to Canadians with disabilities.

I know in my riding when I was mayor and when I first decided and was encouraged to run, community groups that represented the disabled organizations took a lot of time to help me to push the provincial government into passing its first disabilities act. Those people now are still being represented. I have seen, as the chair of our subcommittee on disabilities, that there is widespread support.

We are so close to having this come to fruition. Many recommendations of our task force representing the entire nation have been accepted so willingly, so promptly and so effectively. It troubles me greatly to think that Thursday night people would vote against the budget and cause so much damage to people with disabilities. Therefore, I ask members now--

Thunder Bay Bombers May 10th, 2005

Mr. Speaker, it gives me great pride to rise today to congratulate the members of the Thunder Bay Bombers senior men's hockey team on their Allan Cup win. Two provinces and two time zones away from home, this team made the incredible and improbable a complete reality in a four to three overtime victory.

Thunder Bay has now claimed the Allan Cup a record 10 times. This remarkable win brings the national championship back to Thunder Bay and the province of Ontario for the first time in 16 years.

The Thunder Bay Bombers represent nearly every facet of hockey in the community of Thunder Bay. Team members include former Lakehead University Thunderwolves, pro players, alumni of the former Thunder Bay Junior Flyers, and minor hockey coaches.

Please join me in congratulating the Thunder Bay Bombers in another of a long series of Allan Cup victories.
