Can we have two motions the same? It seems ludicrous to me that it was already sent there. How could we then send the very same motion back again? Let us just do it.

After he asked his question and received an answer from the government the Minister of Fisheries and Oceans pointed at me, the member for Beaver River, my seatmate from Calgary Southwest, and my colleague from Calgary West who had asked the question and said: "You're an ass, you're an ass and you're an ass".

Mr. Speaker, regardless of who did what, we need to get on with this.

This needs to move forward, not backward. Let us not cast aspersions and blame. Let us move forward. This process is being totally held up. On August 25 all the premiers with the exception of the Quebec premier urged the Prime Minister to tell the Minister of the Environment to meet with her counterparts and get on with this draft agreement.

Next Monday the minister will meet with these counterparts again in Whitehorse. Will she stay at the meeting and will she commit to producing a draft agreement and get on with it?

Mr. Speaker, a landmark agreement on harmonizing environmental issues is floundering.

The minister has blamed the provinces, especially Alberta. According to a recent CCME publication, she knows the federal government walked out, not the provinces, contrary to what she said.

Will the minister now admit she stalled this process and apologize to the provinces?

Health Care October 18th, 1995

Mr. Speaker, so yes, she is admitting accessibility is being violated and that these lines are getting shorter because people are going to the States, not because the health care system is getting any better.

The health minister should open her eyes and take a good look at the health care system. If she did she would see these massive reductions in hospital closures and Canadians buying American waiting list insurance to stay alive. This is ridiculous.

What specific action does she plan to take to reduce the waiting lists to ensure Canadians are getting the most advanced, the most effective and the most timely medical attention available?

Mr. Speaker, the health minister is fond of saying health care should not depend on the size of one's wallet. What about the size of the waiting list? For a hip replacement in Manitoba it is 61 weeks; 1,200 Ontarians waiting for heart bypasses; a 44-day delay in radiation for breast cancer treatment, three times longer than the medical college says is acceptable. People are dying on these waiting lists.

When will the minister even admit there is a serious problem with the health care system and that she is causing the violation of the principle of accessibility in the Canada Health Act?

Mr. Speaker, I have a question. I know we are applying votes in the interest of saving time and that is great. However I am wondering about the members who leave.

There were members who voted on the first one. Will there names automatically appear? Who knows who has left? Can they leave after one vote and then just have their names on the list for the rest of the night?

Mr. Speaker, I ask for clarification on the last tabling of a document. If documents are to be tabled a minister is allowed to do that during Routine Proceedings.

A government backbencher from Ottawa-Vanier asked for a document to be tabled. When I tried to table something last week Your Honour asked for unanimous consent. What is the problem here?
