Mr. Speaker, the problem with this minister is that she is constantly in a reacting mode, instead of being proactive.

The Immigration and Refugee Board of Canada has offices across the country.

What new initiatives has the minister implemented to protect Canadians across the country against the fraudulent and criminal activities that seem to be taking place in her department?

Mr. Speaker, the RCMP last month raided the offices of the Immigration and Refugee Board of Canada on corruption charges.

We know that the minister will give us her standard answer of how she cannot comment because there is an ongoing investigation, but would she tell us what new measures she has taken to prevent corruption in her department?

Tax Point Transfer November 19th, 2001

Mr. Speaker, Quebec is not the only province that wants a debate on the transfer of tax points. Several other provinces also support this idea since the Liberal government unilaterally made deep cuts to social transfers.

Why is the Liberal government incapable of exercising true, flexible and co-operative federalism by initiating a nationwide debate on the transfer of tax points?

Mr. Speaker, all political parties in Quebec are in agreement about asking the federal government to transfer tax points so that provinces can fully fund programs in their jurisdictions.

Will the Prime Minister and the Minister of Finance listen, for once, to the wishes of their own province and seriously consider the issue of tax point transfer?

Mr. Speaker, I will take that as a qualified no.

We expect to get some indication. I personally would like to have this indication outside in the form of briefings rather than here in question period.

Could the finance minister give us some indication of how many organizations' assets have been seized, how many individuals' assets have been seized and what are the amounts?

Mr. Speaker, on the issue of terrorist assets, President Bush has just signed a new executive order adding 62 organizations and individuals to that list. We expect to get some indication whether any of these organizations or individuals are Canadian. There is one company and one individual on the list with Canadian addresses.

Has the finance minister seized the assets of Al-Barakat North America Inc. or an individual by the name of Liban Oussan, yes or no?

Mr. Speaker, how are these real concerns about Canada-U.S. security treated by this government? The foreign affairs minister in fact tries to blame the media for the concerns and then he takes a fictional program The West Wing and says it is responsible for this unusual reaction in the U.S.

The government has not acted on combined passenger lists. It has not acted on combined visas. It has not acted on detaining bogus refugees. I would like to know what exactly has it acted on?

Mr. Speaker, last week we asked the government to take even the most modest of steps to assure Canadians and Americans on the issue of continental security. Yesterday at a meeting with a U.S. congressman a practical suggestion came up and I would like to propose it to the government.

The suggestion was that we have a harmonized list of countries where both the U.S. and Canada would look for visas. Would the government look at that very practical suggestion and accept something that would improve continental security? Yes or no.

Mr. Speaker, there is a choice opportunity to do that and it is right now, and not wait for the U.S.

There is another thing going on. Liberals have been musing about an economic union with the U.S. In fact, the Liberal member of the finance committee has mused publicly about that. Does the Prime Minister agree with that individual Liberal member that we should have an economic union with the U.S.? Yes or no.

Mr. Speaker, last week they insulted the people of B.C. and now we get nothing but insults from the Prime Minister again.

The Canadian Alliance has proposed and is supporting a security perimeter with the U.S. Many Canadians agree with that position. Will the Prime Minister stop fooling around with our border and get down to serious and fundamental change for the safety and security of all Canadians and for the U.S.?
