Mr. Speaker, with respect to assistance to the aviation industry, I have said on a number of occasions that we have to treat everyone fairly. We are looking at the situation. We are assessing the facts. We are meeting with the airlines. We want to make sure that before any taxpayer dollars are put forward the costs are indeed justified.

Mr. Speaker, as I have stated a number of times, we are putting in measures on a frequent basis to deal with this very difficult problem of security at airports.

Today I announced that Transport Canada is purchasing advanced explosive detection systems as an aviation security measure. The purchase of this equipment is an important step forward and we have accelerated this process to respond to the current security situation as a result of the events of September 11.

Mr. Speaker, this does follow from the last question. The fact is that we did respond to the decision by the international insurers that they would no longer provide levels of war risk liability currently in place. If we had not done anything about it, it would have meant that all airports and all airlines in this country would have been shut down as of midnight tonight. A similar occurrence would have occurred right around the world.

That is why on Saturday I announced, on behalf of the government, indemnity for third party war and terrorism liabilities for essential aviation service operators in Canada for a period of 90 days while everyone negotiates with the lenders.

Mr. Speaker, no decision has been reached on financial assistance to the airline industry, outside of Saturday's announcement by me related to insurance.

Mr. Speaker, there is no doubt that what happened on September 11 will change the nature of air travel and our deportment across the country when we travel. That is why these measures that we have announced will be in force indefinitely.

We believe that there should be more enhanced measures. I hope to be announcing enhanced measures as the days go ahead. As to the cost, I think it is more important to deal with the security at this time rather than worry about the cost.

Mr. Speaker, I am surprised the right hon. member can make that assertion in the House. It seems to me that members on both sides have been preoccupied with this question for the last seven days. In fact we have had three days of debate.

I do not know whether this is a problem that is peculiar to the right hon. member for Calgary Centre or is a general problem. I would think that it is the former.

Mr. Speaker, the hon. member criticizes my answer to the hon. member from the Alliance who posed the question initially. All I said was that he had his facts wrong.

I do not know where the hon. member has been for the last week, Mr. Speaker. He must have travelled from his constituency. The fact is that we have put in place extremely tight security measures. I have said that we do not preclude bringing in further measures.

I met yesterday with members of the Air Transport Association who have been working with us. This is a group that represents the airline industry and we are working, not just on a daily basis but on an hourly basis, to evaluate security and to ensure that whatever measures need to be taken are put in place.

Mr. Speaker, before September 11 security was rigorous both at airports and onboard planes. Certainly after that time things have been tightened up considerably.

We do not talk about specific planes or specific incidences of security for obvious reasons. However, I wish to say that the hon. member does not have his facts correct.
