Mr. Speaker, we are of course talking about two different issues when we refer to the National Archives and the National Library. Three years ago, it was decided that it would be a good thing to merge these two institutions to present to the general public everything is part of the wealth of historical information belonging to the National Archives and the National Library. This is what we will do.

[Cultural Policy, October 21st, 2002]

Mr. Speaker, it is clear that the consensus that has been achieved at the International Network for Cultural Policy, including for the first time the government of China's presence, in the search for convention to deal with cultural diversity outside the WTO is that there is a growing world belief that to have true globalization we need to have a dialogue among cultures. One of the ways of ensuring that is an instrument which was subsequently endorsed at the Sommet de la francophonie and for which Canada is a founding partner. The INCP has been working very hard and will continue to work toward an international protection for all the world's voices.

Mr. Speaker, this bill is in the same form as Bill C-48 from the first session of this Parliament and, in accordance with the special order of the House of October 7, 2002, I request that it be reinstated at the same stage that it had reached at the time of prorogation.

[Heritage Canada, October 9th, 2002]

Mr. Speaker, as a result in large measure of the work of the member for Vancouver Quadra, in November 2001 we were able to certify the collection for donation purposes at an appraised value of $3.4 million.

We are establishing a tax credit process. I have to say that this is a collection that should never be lost to Canada. As a result of the work of our government and, in particular, the British Columbia caucus, we will be acquiring the necessary financing to make sure this collection stays in British Columbia and in Canada.

I want to thank, in particular, Herb Auerbach who has been an incredible supporter in this incredible initiative.

Mr. Speaker, I would like to ask the House for unanimous consent on the following motion, which has been discussed with all parties, regarding Alexander Graham Bell. I move:

This House affirms that Alexander Graham Bell of Brantford, Ontario and Baddeck, Nova Scotia is the inventor of the telephone.

Mr. Speaker, this is one planted question that will bear fruit.

The member for Haldimand--Norfolk--Brant has raised a very important point. It has also been raised by my colleague from Brantford and by members on all sides of the House.

I am very pleased to report that right after question period I hope we will be able to table a unanimous resolution of all members of the House recognizing the fact that the real inventor of the telephone was indeed Alexander Graham Bell.

[Question No. 166, June 20th, 2002]

(a) The plan for this property is to revert it back to a natural state as per the Gatineau Park master plan.

(b) The work performed by Aqua Terre Solutions Inc. was for environmental assessment purposes only. A total of 18 test pits were excavated and associated soil sampling was completed as part of the phase II environmental site assessment. Soil samples were collected, logged and submitted to a laboratory for analysis.

(c) Subsequent to the destruction by fire of the residence and the removal of the debris, the objectives of the investigation included: Identify existing or historical potential environmental concerns at or in the vicinity of the site; Identify the nature and extent of potential contamination; Quantify and delineate the horizontal and vertical extent of potential contamination; Identify and recommend remedial actions if necessary; and Provide an estimated cost for the recommended remedial action(s).
