Mr. Speaker, I can report to the House that I have not viewed the film in question and I assume the same can be said about most members.
This is certainly one of those very serious cases where I would very much like to shorten the arm's length relationship which exists with the Canada Council and other agencies.
When the Mulroney appointed Canada Council members approved this grant some six years ago and when the Mike Harris Conservatives approved a similar grant some five or six years ago, I think they were seized of the arm's length policy which I am sure we would not want to put at risk for the sake of one bad decision.

Mr. Speaker, I thank the hon. member, who has himself shown how much collaboration is possible when there is a desire to settle something.
I can assure him that we will work together. The heritage in Chicoutimi is one that is now known throughout the world, thanks to the strength of character of the people of the Saguenay in coming through this flood which is now famous around the world.

Mr. Speaker, everyone in Canada, and everywhere in the world, saw that little white house being threatened by the flood waters.
This afternoon we are awaiting a call from the Mayor of Chicoutimi, and we are going to try to work together closely to develop this heritage, which belongs not only to Chicoutimi and the Saguenay region but also to Quebec and to Canada.

Mr. Speaker, here is a political party looking for problems. I have here a question put by the hon. member for Québec on June 22, 1995, in which her party was specifically asking that the Museum of Science and Technology publish the magazine in French.
Now, they are blaming us because the magazine is published in French, while four years ago they were blaming us because it was not published in French.

Mr. Speaker, I think it is safe to say that we have had some very positive exchanges with our American counterparts. I think they understand that Canadian content is our main preoccupation.
We believe the table has been set for the Americans to make a proposal, if they wish to do so, which would address the question of majority Canadian content. Having the table set does not mean our guests will bring the wine. Unless it is wine from a majority Canadian vineyard, they should take a rain check on dinner.

I would just say that I strongly support captioning in French, English and a number of other languages to make television accessible. I will follow up on the member's request with the CRTC.

Mr. Speaker, there is only one government that is not interested in Canada and that is the Government of Quebec.
I have written to the Quebec culture minister on a number of occasions to invite her to take part with Canada internationally. They have refused, because they refuse to be part of the sovereign delegation of Canada.
