Mr. Speaker, I have already been advised by the Clerk of the Privy Council that among the 30 documents that were certified as subject to prohibition under the

Canada Evidence Act, there are no documents referring to the time when John Turner was the leader.

Mr. Speaker, I categorically deny the claim of the hon. member. In fact, the former minister of health, who could shed some light on the situation, stated publicly that she would be very happy to testify before the Krever commission.

Unfortunately, the commission's counsel made a decision not to call any previous ministers. I would advise the hon. member that if he is quite serious about getting to the bottom of the matter, he might advise the commission to rethink its decision not to call any ministers to testify before the inquiry.

Mr. Speaker, the government has every intention of assisting the Krever commission in getting to the bottom of the events surrounding the tainted blood scandal. In fact, it was the commission's lawyer, in December of 1985, who made the decision not to call previous ministers of health to testify before the inquiry.

Mr. Speaker, I want to inform the House that on November 27 the agreement was signed establishing the first contracts under the Canadian television production fund. There are a range of projects including: "B.C. Times" in British Columbia; "Cotter's Wilderness Trail" from Alberta; "Wind at My Back II" from Ontario; and "le Théâtre dans tous ses états du Québec". There are $160 million worth of applications.

Members of the Reform Party will be happy to know that this new fund will lead to 30,000 direct and indirect jobs in what is an incredibly vibrant and growing industry, the Canadian film business.

Mr. Speaker, nobody wants to get to

the bottom of the issue surrounding the blood scandal more than the government. The commissioner has the capacity to compel any previous minister to testify. I believe at least one previous minister of health has made a public statement suggesting that she would like to go before the commission to provide information.

The fact is that commission counsel has suggested that her testimony is not necessary. If any clarification can be brought to the matter, I am sure that the commission and Mr. Krever will do their best to compel those witnesses to come forward and put all the facts on the table.

Mr. Speaker, section 39 of the Canada Evidence Act requires the Prime Minister to respect cabinet confidentiality. There is however nothing preventing the commission itself from inquiring upon anyone it would like to subpoena to have testify.

Mr. Speaker, I think every Canadian is anxiously awaiting the results of the Krever commission.

I would hope that all Canadians, including the members of the opposition, understand that the government has absolutely no interest in protecting the government of Brian Mulroney. This government however does respect the fact that under section 39 of the Canada Evidence Act previous cabinets do have the right to cabinet confidentiality. The only time that right under section 39 has been set aside has been in the specific case of a minister who is facing criminal charges.
