Mr. Speaker, I will be in Washington shortly to meet with Secretary Ridge to discuss, among other things, the implementation of the entry-exit system that the United States had enacted some time ago.

I hope we can find some ways in which our actions can help facilitate the implementation of the plan which they have a legal obligation to establish.

Mr. Speaker, as the hon. member will know, the Prime Minister was intending to go to Washington to receive an award for his own personal achievements. It was his decision that it was not an appropriate time for him to visit Washington for that purpose, particularly while American men and women are engaged in a war.

Mr. Speaker, how ironic that the Leader of the Opposition would be talking about independence so soon after he told Newsworld :

There has never been a time in our history where we have not been more dependent on the United States and its allies...So the government cannot claim independence now.

We are much less willing to concede Canadian independence than the Leader of the Opposition.

Mr. Speaker, it may have been noticed by the hon. member that we are not combatants at the present time, as we were in 1990-91. He will know that if there is information which we believe would be helpful to certain senior parliamentarians in conducting themselves in the House of Commons, those matters will be dealt with on a case by case basis.

Mr. Speaker, we share the view that was expressed in the House as follows:

Of all countries, Canada should not be ambiguous about our respect for the United Nations and for international law. We should be clear now that we will act only within the context of initiatives sanctioned by the Security Council.

Mr. Speaker, over a year ago we entered into an action plan with the United States that has been implemented on both sides of the border toward creating a smart border. We have seen significant progress in the creation and the implementation of the NEXUS and FAST programs to ensure that regular crossings of the border are unimpeded as a result of the special measures and the technology available to us.

It is clear that issues related to security will remain top of mind and on both sides of the border we will need to take the measures necessary to--

Mr. Speaker, I would like to say that I have already had the opportunity to speak today with Secretary Ridge. His officials spoke to our officials yesterday evening before the President gave his speech.

We have made the necessary arrangements between organizations on both sides of the border to ensure that trade will continue and that the level of security will be adequate for each of us.

Infrastructure February 25th, 2003

Mr. Speaker, we went through this last week and the answer remains the same. Or the infrastructure funding that had been previously allocated in the past two budgets, much of it remains still to be committed. This was a top-up of $2 billion of strategic infrastructure, $1 billion for community based infrastructure, and committed the government to maintaining that funding with those down payments over a period of the next 10 years.
