Mr. Speaker, as I said yesterday, the discussions our Prime Minister will have with his American and Mexican counterparts will cover a large number of subjects.

Certainly it is possible that this could be on the agenda, just as we may ask the United States what it is doing to tighten up and toughen up its system, bearing in mind the three million or four million illegal immigrants who entered that country from places other than Canada.

Mr. Speaker, the premise of the hon. member's question is totally unfounded. He is wrong in reaching a conclusion that any ministers have broken the law. When one decides that the law has been broken there has to be a trial by a court, not the unwarranted assertion by a desperate member of the fifth and failing party.

Mr. Speaker, I think I am just speaking in terms of constitutional reality but we are interested in hearing the views of provinces. They will be consulted.

By the way, the provinces have their own direct role in this. Are they attending to the security of the documents they issue like drivers' licences? Are they ensuring the security of provincially regulated infrastructure? Let them assure us that they are doing their job. I know we are doing our job.

Mr. Speaker, as the Minister of National Defence pointed out, it is not only possible but necessary to at one in the same time fight against terrorism and provide support for Afghan refugees.

Mr. Speaker, we know there is legislation before our parliament to tighten up our refugee and immigration system. We know that further announcements have been made by the Minister of Citizenship and Immigration. There is other legislation before the House.

I think we are acting very vigorously and responsibly as are our partners, like the United States. They have to tighten up their laws too based on the facts and evidence we know about in the press.

Mr. Speaker, this is a wholly federal jurisdiction. The federal government will assume its responsibilities, even if it wishes to seek the opinions of the opposition parties or the provinces.

Mr. Speaker, the Prime Minister did not announce at the APEC summit any change of policy. He simply said that the government would be carrying on talks with Mexico and the United States on a number of areas to work jointly on the fight against terrorism. It could be that border issues would come up during these discussions, but there has been no decision made on any change of policy. My hon. friend is mistaken.

Mr. Speaker, the hon. member has raised an important issue, but she should not try to mix this up with the basic issue that we have been talking about in question period today, which is what should we be doing and how should we be doing it to protect the health of Canadians against anthrax. That is the priority issue here.

What she is talking about deserves attention, but she should not mix up the two.

Mr. Speaker, I did not say that the government had made application under section 19(1). I simply pointed out that the use of it did not require a national emergency to be declared. I would ask the leader of the fifth party if he would get a better person to prepare his questions. That one was totally ridiculous.

Mr. Speaker, the premise behind the hon. member's question is incorrect.

No drug, patented or generic, is sold in Canada without government approval.

I therefore again ask why the Bloc is not interested in the health of Canadians. It should be our priority, for Quebecers and all other Canadians.
