Mr. Speaker, I have only had this particular job for the past approximately four months but it seems to me that in light of the complexities of this matter, it is not unreasonable to assume that investigations take some time.

I repeat, under the circumstances I hope the hon. member will agree in terms of fairness to all concerned that it would not be appropriate for me to comment further.

Mr. Speaker, the RCMP has been assisting the FBI in its investigations. Furthermore, investigations are going on into similar allegations in Canada. Under the circumstances, I am sure the hon. member will agree it would not be appropriate for me to comment further.

Business Of The House March 10th, 1994

Mr. Speaker, today the House will conclude the budget debate.

Tomorrow, Friday, the House will consider Bill C-5 regarding the customs tariff and Bill C-6 concerning oil and gas operations.

Next week, Monday, Wednesday and Thursday shall be allotted days. On Tuesday of next week the House will consider a motion by the Minister of Foreign Affairs to establish a special joint committee of this House and the other place to review Canada's foreign policy.

The business for Friday, March 18, next week will be legislation to be announced later.

Having given that statement of House business, I would like to say that there has been consultation and I believe if you seek the view of the House you will find agreement that the Minister of Foreign Affairs be allowed to revert to the period of Statements by Ministers to make a statement and opposition critics can reply. Therefore, considering the consultation that has taken place, I would like to seek unanimous consent for my colleague the Minister of Foreign Affairs to make his statement.

Madam Speaker, I again reject the premise of the hon. member's question. The budget is not an attack on RCMP constables or any group of public servants.

However, I will be happy to review this matter with the President of the Treasury Board. I have greater confidence in the morale of the RCMP than the member. I am sure that is the case for all members on this side of the House.

Madam Speaker, I do not accept the hon. member's premise that this budget targets the salaries of RCMP constables. The budget deals with a freeze of salaries of public servants generally while maintaining their employment which is not the case for a lot of people in the private sector, although we are working to create jobs for Canadians generally.

I will be happy to review the situation with the President of the Treasury Board.

Mr. Speaker, I wonder why the hon. member keeps on raising the Mohawk issue instead of asking questions on criminal activity in this country. If he were really interested in fighting crime across the nation, he would use different wordings in his questions.

Mr. Speaker, according to the same report, police forces, including the RCMP, have already seized about one hundred weapons which had been supplied by that same network presently standing trial in the United States.

It is because this government is quite aware of the problems connected with major smuggling networks, dealing not only in cigarettes but also in firearms, that it launched an anti-smuggling action plan only three months after it came to power. We intend to enforce the law everywhere in Canada and I am confident that the RCMP took all appropriate measures in this instance.

Mr. Speaker, in the first place, the consultant study that he spoke about was commissioned and started by the previous government.

Second, the commission which my hon. friend is complaining about is one that has to be set up after each election, according to a law passed by Parliament. The government cannot ignore a decision of Parliament to set up such a commission after each election.

My hon. friend asked for the cost of this. This is a detailed technical question which he probably should have put on the Order Paper. In order to respond to him in a full and courteous way, I will take his question as notice and get him the information as soon as possible. In future I suggest that he check on the requirements of the law before asking that type of questionable question.

Mr. Speaker, the commission the hon. member spoke about is required to be set up after each election.

The government met the requirements of the law in setting up the commission. I am sure the study that the hon. member refers to will be a very useful input into the work of the commission.
