Mr. Speaker, we are putting in place a fair, open and transparent process. On top of that we are going to save over $1.5 billion from what her party would have inflicted upon us if we had proceeded with its particular proposal.

We are going through a period of time where we have asked the various competitive prospects to tell us about the letter of interest that we have put out and to tell us about the requests for proposals in draft form. We are awaiting their further comments on the matter. We will assess it at that time and determine if we need to make any changes. We all want to have a fair, open and transparent process.

Mr. Speaker, this matter is fully under investigation. As I indicated a few moments ago, we want to get to the bottom of the matter.

Regarding the allegation about the two companies getting information, neither one of them got any contracts whatsoever.

This matter is still being fully examined and will be reported on fully. Meanwhile, the investigation is still very much afloat, even though the Tories certainly sunk in their time in dealing with it.

Mr. Speaker, I have confidence that the provost marshal, General Samson, will get to the bottom of this matter. We will soon see from the results of the investigation what will be done in this case. We take this matter most seriously.

I do note that most of the contracts were investigated and most of the work was done during the time that the hon. member's party was in government.

A full investigation has been occurring, is occurring and will continue until we get the information that we require to take the appropriate action. It is not true that any cutting of resources has resulted in any less of an investigation. That would not be an appropriate thing to do and that is not what we are doing at all.

These frigates have provided great service to the Canadian forces since they were brought in in the early 1990s.

Mr. Speaker, a number of allegations were made and most of them were found not to be true. There are some that are still under investigation. In fact, the two companies, and I do not know which ones they were, which are alleged to have had information did not get contracts.

I think it is fair to say that overall we should put this in the context of saying this is one of the largest and one of the most complex procurement projects ever undertaken in this country. Out of it we got 12 state of the art world class frigates and it was all done under budget and on schedule.

Mr. Speaker, the $30 million being referred to was in fact restored. There is nothing that is prejudicing the reserve restructuring. We want to revitalize the reserves. That is why I commissioned the report from Mr. Fraser and his team. I think he has come in with an excellent set of recommendations that will become the foundation for the revitalization program.
