Professional Services Contracts December 1st, 1998

Mr. Speaker, there are completely valid reasons for sole sourcing, such as when only one supplier is able to provide the professional services.

It is therefore possible to sole source for reasons that are in the public's interest. But, I repeat, we have already corrected the error pointed out by the auditor general and, since 1995, we have increased the number of contracts that go through competitive bidding from 55% to over 80%.

Mr. Speaker, the auditor general's observations are based on 1995 figures . We agree completely that 55% of contracts being awarded without competitive bidding is a percentage that had to be improved.

And improve it we did. Once the problem was identified, the necessary action was taken and now over 80% of professional services contracts go through the competitive bidding process.

Mr. Speaker, in this matter it was the government that asked the RCMP to intervene. The RCMP has intervened and has made a full inquiry.

The government made available to the RCMP all the information we had. After it made a full inquiry it went to court and a judgment was rendered.

Mr. Speaker, Bill C-44 has cleaned up a mess left by the Conservatives because of such patronage over their various years.

Out of 3,000 people named by order in council we have cut over 800 and we have saved millions of dollars by doing it.

Mr. Speaker, Bill C-44 contains a number of measures that deal with accountability. Bill C-44 looks at the Canadian Race Relations Foundation just as it looks at all the other agencies. It is being treated quite fairly.

Mr. Speaker, the Treasury Board is sparing no effort to be ready for January 1, 2000. At present, on government-wide critical systems, the government is 70% ready.

However, we will not leave anything to chance. We are continuing our efforts and we are hoping that in the next few months we will be able to complete work on all the critical systems in the government so that Canadian voters will be well served.

I announced last week that the government would amend that section in Bill C-44 so that CBC is seen to be as it is with all the possible freedom in its operational and program requirements.

Mr. Speaker, I am very glad to confirm that we have reached an agreement with 90% of our civil servants. It lasted 18 months and it was difficult, but it is an excellent agreement.

I am also glad to say that in that same agreement we have put into place now the pay equity for the future, the structure necessary to implement it, so that there will no further gender bias against women in our pay scales for the future. This is an extraordinarily important achievement.

This agreement is to be ratified between December 6 and 16. We will be able to pay the amounts within a few weeks after the ratification.
