The second group of petitioners are requesting that the Government of Canada not amend federal legislation to include the undefined phrase of sexual orientation. The petitioners are troubled about not defining the phrase of sexual orientation. They have a legitimate concern that such a broad term could include all kinds of sexual behaviour.

Mr. Speaker, I have three petitions to present today on behalf of the constituents of Simcoe Centre.
The first petition requests that Parliament pass legislation to strengthen the Young Offenders Act including publishing the names of young offenders, lowering the age of application and transferring serious offenders to adult court.

Mr. Speaker, since this is red book revival and review week, let me quote from "Governing With Integrity", page 91:
If government is to play a positive role in society, as it must, honesty and integrity in our political institutions must be restored.
A response by our Deputy Prime Minister during question period on Monday strained both of these.
The Deputy Prime Minister said I received a letter which I never had. The letter she referred to was not a letter but a fax addressed to her and I was not shown as receiving a copy, nor did I. She claimed the letter she had was from a member of the Reform Party. In fact this person is not a member of the Reform Party and never has been.
Earlier the Deputy Prime Minister attacked some of my colleagues for faxing her office on behalf of constituents. Now she attacks me for not doing that. Rather than answer the question about where the $23 million for flags is coming from we get doubletalk and distortions.
The Deputy Prime Minister bragged that she kicked butt on January 17, but it is clear she did not learn a thing.

The final petition, Madam Speaker, deals with changes to the coat of arms of Canada. The petitioners are concerned about the secrecy which surrounded the process and request that all future changes proposed to official symbols be open to wide public consultation.

Madam Speaker, the third petition concerns age of consent laws. The petitioners ask that Parliament set the age of consent at 18 years to protect children from sexual exploitation and abuse.

Employment Insurance October 9th, 1996
Mr. Speaker, the finance minister talks about the first year in office. The first year in office the debt was at $490 billion. It is approaching $600 billion and we still have 18 per cent unemployment among our youth.
The employment insurance system discriminates against young people, even those with jobs. Full time students are forced to pay premiums even though by law they are never able to collect those benefits. Premiums are monies they badly need for texts and tuition. Will the new Minister of Human Resources Development act immediately to exempt full time students from paying premiums for insurance they cannot collect?

Mr. Speaker, this is family week and Canadians want to know what the Liberals are doing for families who continue to support their children who cannot find jobs.
Recently the finance minister admitted that employment insurance works as a deterrent to new hiring. With the huge surplus built up in the EI fund, when will the new Minister of Human Resources Development announce a cut in the premiums so that Canadian youth can find the jobs they are so desperately seeking?

Mr. Speaker, the final petition is on the subject of Bill C-205, the private member's bill presented by the member for Scarborough West. The petitioners request that the House enact Bill C-205 to prevent criminals profiting from their crimes.
