Montreal Neurological Institute March 5th, 1996

Mr. Speaker, the Montreal Neurological Institute has developed a new and unique working tool for detecting brain tumours: magnetic resonance spectroscopy. This is a diagnostic procedure that is both safe and painless.

With traditional methods, the rate of success for preoperative diagnosis is 78 per cent. This new method of detection raises the success rate to 99 per cent. The accuracy of these new tests will help relieve patient uncertainty, as well as reducing costs and length of care.

The Bloc Quebecois offers its congratulations to Drs. Arnold, Preul and Carmanos and their colleagues in neurosurgery for their discovery, which again offers proof of the innovative genius of Quebecers in the health field.

The Late Odette Pinard November 28th, 1995

Mr. Speaker, today, we mourn the senseless death of Odette Pinard, an officer in the Montreal Urban Community police department.

A mother of three young children, Mrs. Pinard had worked as a police officer for nearly 10 years. She could have looked forward to a successful career in the Montreal Urban Community police department.

I would like to offer our sincere condolences to her family, her friends and all her colleagues in Montreal. Her death reminds us of both the fragility of life and the difficult work done every day by police officers, particularly those in our major centres.

When we ask the police to help us and protect our communities, our homes and our lives, we are in fact asking policemen and women to do a job, sometimes at the cost of their lives. Odette Pinard's death reminds us of their courage and dedication, for which we are all grateful.

Referendum Campaign September 27th, 1995

Mr. Speaker, even though there are no partisan signs on it, last night vandals spray painted the No slogan on my home. Unfortunately, it seems that I am not the only victim of this type of rather excessive argument from frenzied partisans. There is no question that acts like the one committed on my property are a direct result of the excessive and intolerant comments we have heard in the past few days from spokespersons for the federalist side.

The comments by Garcia, Maciocia and others, who talk of treason and of crushing their opponents, have no place in a civilized and democratic debate. It is high time, before the referendum campaign turns sour, for Daniel Johnson to show courage by calling his spokespersons to order and clearly dissociating himself from their comments and provocative gestures. Since the Prime Minister allowed himself to say: "They will get clobbered", it is obvious that some of his supporters are taking him literally.

Mr. Speaker, following the failure of the previous government's strategy of excessive taxes on cigarettes, and given the court's questioning of the obligation to display a health warning, what is left of the tobacco strategy?

Mr. Speaker, my question is also for the Minister of Health.

The Supreme Court finally rendered its decision on the Tobacco Products Control Act. The court concluded that the total ban on the advertising of tobacco products was unconstitutional, and it also questioned the legality of forcing companies to display a health warning on cigarette packages.

Since tobacco companies have decided, for the time being, to comply with the Tobacco Products Control Act, when does the minister intend to meet with these manufacturers, to ensure that we do not go back to the situation that existed before?

Bovine Somatotropin June 22nd, 1995

Mr. Speaker, I will certainly excuse the Prime Minister for not being up to date on the issue. But, in fact, if Health Canada gives its approval, agriculture will need two years to set up a system. That is why the agriculture committee, in addition to the health committee, this morning, demanded an indeterminate ban on this substance.

Given that this is the last question we will be able to ask on the issue, I am going to ask the Prime Minister a genuine question, a simple question. Why must our children drink anything other than real milk, with no artificial hormones added?

Mr. Speaker, my question is for the Prime Minister.

If the use of somatotropin is authorized in Canada, consumers will demand that the milk produced using this hormone be labelled to distinguish it from unadulterated milk. Our children have the right to drink real milk with no hormones.

Will the Prime Minister acknowledge that if Health Canada authorizes the sale of somatotropin, either of two things will happen: citizens will either be confronted with a done deed and will have no choice but to consume the milk produced with the synthetic hormone, or they will have to pay more for the milk they are used to drinking in order to fund the cost of keeping two separate distribution networks for milk?

Mr. Speaker, the minister does not even recognize the work of the heath committee, which is unanimous regarding the issue. The agriculture committee has declared war and is demanding that Health Canada make its studies public and the minister is taking no action.

Will the Prime Minister acknowledge that people have the right to drink the most natural milk possible, and that by refusing to extend the moratorium, he is exposing consumers to the risk of unknowingly drinking milk tainted with hormones, without knowing the real impact that this will have on the health of humans and animals?

Mr. Speaker, my question is for the Prime Minister. The Fédération nationale des associations de consommateurs du Québec and the Canadian Council, which represent over 300 organizations, have joined forces with dairy producers and processors to demand that the federal government renew the moratorium on bovine somatotropin, which will end in nine days.

Since the ministers of agriculture and health have been waffling for months on this important issue, I would ask the Prime Minister whether he intends to follow up on the request of consumer associations, the dairy industry and even the Standing Committee on Health to impose a strict moratorium for an indeterminate period on the use of somatotropin? It is up to him to set down the rules.

Mr. Speaker, how does the minister explain a letter dated October 2, 1986 from Health Canada signed by Mr. Mitchel, the director of the Bureau of Veterinary Drugs, permitting milk made with synthetic somatotropin to be marketed as unprocessed milk without any warning to consumers?
