Mr. Speaker, last week, the Minister of Human Resources Development said that the company had moved to Shawinigan because there were no sites available in Rosemont. But there are charges filed against 3393062 Canada Inc. showing that there were indeed sites.

What is the truth of the matter? Was the minister in the dark or did she once again not tell the House the whole story?

Mr. Speaker, in a press release issued 9 p.m. Friday, the department announced that it was engaging a Toronto firm to investigate the Rosemont case and giving it one week to submit its report. What this boils down to is the government having itself investigated by a firm of its choosing. A sham investigation.

If this not a good old Liberal method of burying embarrassing affairs?

Mr. Speaker, let us continue this little horror story.

The company started its business by creating five jobs. On March 19, 1998, it invoiced HRDC for the five jobs. On April 14, 1998, the firm was paid the amount of $165,984 for the 42 jobs it was to create.

Can the Deputy Prime Minister confirm these facts?

Is this not simply a case of taking grants allocated to the riding of the member who approved the project and transferring them to the Prime Minister's riding?

Mr. Speaker, I remind the minister that the company and the promoter had pledged to create jobs in the riding of Rosemont, more specifically at 5800 Saint-Denis Street.

Why then did the minister not at least inform the member that, due to changes that occurred in the process, the grant would no longer go to the riding of Rosemont but to the riding of Saint-Maurice instead?

Why did the minister use me and my office to approve a project, when the $165,984 earmarked to create jobs in the riding of Rosemont went to Saint-Maurice, the Prime Minister's riding?

Mr. Speaker, on October 27, 1997, a project was submitted to me for approval, under the transitional jobs fund, to create 106 jobs. On December 16, HRDC approved the creation of 42 jobs. To my astonishment, I learned yesterday from the human resources branch in my riding that these jobs were created not in the riding of Rosemont, but in Saint-Maurice.

How can the minister justify that jobs allocated to my riding of Rosemont went to the riding of Saint-Maurice, which is represented by the Prime Minister?

The document is an article published in Le Devoir on December 4, entitled “Quebecers don't want Ottawa to get involved”.

Mr. Speaker, I have here part of the report entitled “Rapport sur l'intégrité territoriale du Québec dans l'hypothèse de l'accession à la souveraineté”, a document that was tabled with the Commission d'étude des questions afférentes à la souveraineté, in May 1992, in the Quebec National Assembly.

It reads “The territory is well defined. The existing limits constitute the borders of the new nation”.
