Status of Women May 26th, 2010

Mr. Speaker, I know that this government supports the wishes of Canadians. We want to reduce the 40% of deaths of newborns that occur within one month of their birth. We want to reduce the 30% of children who are most affected by malnutrition, who are born with and will grow up to have mental deficiencies, blindness and stunting. We know we can reduce the one-third of children who will die of pneumonia and diarrhea before the age of five.

That is what Canadians want our G8 initiative to be about, saving the lives of mothers and children.

Mr. Speaker, as the Prime Minister has clearly indicated, the government has no intention of supporting any changes in the current legislation on that issue. In fact, we encourage all parties in the House to support our efforts at the G8 to save the lives of mothers and children. We know what the tools are. We know that we can prevent their deaths. In fact, we want to save more lives with our international assistance.

Mr. Speaker, we understand our responsibilities as government. We have decided the issue in the House of Commons. We know Canadians do not want the debate to be opened again. We also know Canadians want to make a difference in the lives of mothers and children in developing countries. We know they want us to support cost effective, evidence-based actions that we know can prevent their deaths and save more lives of mothers and children. That is what Canadians want us to do.

Mr. Speaker, as I already indicated, there is no intention to open up the debate on that issue. The Prime Minister has been very clear. There is no support to change Canada's current legislation. In fact, at this year's G8, we will save more lives of mothers and children in developing countries, particularly in Africa, than has happened since these MDGs were established. This is the kind of leadership that Canadians want to see in their international aid.

Mr. Speaker, the Prime Minister, this side of the House and Parliament have been very clear. We have debated the motion and we have decided on that motion. Canadians do not want a debate on that issue. In fact, at this year's G8 we will be taking actions that are cost effective and evidence-based to save the most lives of mothers and children in developing countries, particularly in Africa.

a) replacing line 10 on page 3 with the following:

“3.1 (1) The Minister of Indian Affairs and Northern Development shall cause to be laid”

(b) replacing lines 13 to 15 on page 3 with the following:

“force, a report on the provisions and implementation of this Act.”

(c) replacing lines 22 and 23 on page 3 with the following:

“review of any provision of this Act.”

That Bill C-3 be amended by restoring Clause 9 as follows:

“9. For greater certainty, no person or body has a right to claim or receive any compensation, damages or indemnity from Her Majesty in right of Canada, any employee or agent of Her Majesty, or a council of a band, for anything done or omitted to be done in good faith in the exercise of their powers or the performance of their duties, only because (a) a person was not registered, or did not have their name entered in a Band List, immediately before the day on which this Act comes into force; and (b) one of the person’s parents is entitled to be registered under paragraph 6(1)(c.1) of the Indian Act, as enacted by subsection 2(3).”

International Co-operation May 12th, 2010

Mr. Speaker, I want to get the facts on the table. In fact, under this government, we have met our commitment to Africa and doubled that commitment to $2.1 billion a year. Forty-five per cent of CIDA's aid goes to Africa. Sixty-two per cent of our food aid goes to Africa. Fifty-five per cent of our agricultural support goes to Africa. Fifty-one per cent of our multilateral aid goes to Africa.

Because of Canada's G8 commitment to save the lives of mothers and children, the majority of that support will go to Africa.

International Co-operation May 11th, 2010

Mr. Speaker, the G8 countries all agree, as do many other experts, that Canada's interventions are good and relate well to the MDGs. They say that the Canadian strategy is well-grounded and that it is the right way to go. These experts are the Society of Obstetricians and Gynaecologists of Canada, the Canadian Nurses Association, the College of Family Physicians of Canada, the Secretary-General of the United Nations, UNICEF Canada and the Canadian Association of Midwives. They all support Canada's initiative.

International Co-operation May 11th, 2010

Mr. Speaker, as I have told the House and all Canadians, the Canadian G8 initiative is about saving the lives of mothers and children. Over 350,000 women will die giving birth. We can address this by ensuring they have trained health attendants at the delivery and the proper antibiotics, vaccinations and a clean environment,.

Those are all things that all G8 countries know we can do. They are inexpensive. That is why we will make a difference with Canada hosting the G8 this year.
