International Cooperation April 23rd, 2009

Mr. Speaker, in fact, it was unfortunate that I was not able to accept the invitation I received in March due to scheduling. However, I ensured that my parliamentary secretary met with the group and members of my staff. I would be pleased to meet with the group when my schedule permits.

However, let me assure the House that this is the kind of work that CIDA is doing in francophone countries in Africa. In Benin, in Nigeria, and in Malawi, we have increased the health of women and infants, 130,000 people.

Volunteerism April 22nd, 2009

Mr. Speaker, Canadians have always volunteered to work with those living in poverty around the world. This reflects the best of our Canadian values.

I am pleased to tell the House that I have renewed CIDA's volunteer co-operation program for five years so more Canadians can volunteer and make a difference.

During International Volunteer Week, our government recognizes the work of caring, brave Canadians working in their field in many challenging circumstances. I look forward to continuing to work with Canadian volunteers and Canadian organizations.

Sri Lanka April 21st, 2009

Mr. Speaker, as has been pointed out, it is very difficult for these humanitarian organizations to get into the conflict zone. That is why we are asking for a humanitarian corridor. We are asking for a ceasefire. We are supporting the Red Cross and the UNHCR to provide assistance to those civilians to whom we can get access.

We are monitoring this situation. We are concerned about the impact on the civilians and we will respond appropriately when we can do it effectively.

Sri Lanka April 21st, 2009

Mr. Speaker, as the member is aware, Canada has responded and we are monitoring the situation very carefully.

Also, I want to point out to all Canadians that the Minister of Foreign Affairs has been very active on this file. He has asked for the continuation of a safe period for humanitarian workers to have access. He asked for a ceasefire so we can remove the wounded. He has also asked for consideration of the impact that this conflict has had on civilians in Sri Lanka.

Sri Lanka April 20th, 2009

Mr. Speaker, I am pleased to say that we have responded adequately. We are monitoring and are always prepared to give additional support. I announced increased support to Sri Lanka in February that will go directly to the Red Cross and to the human rights commission in Sri Lanka.

We always ensure that the help goes directly to the people in need. We have also been working and supporting the human rights advocacy that is going on there and we have been calling for free access for increased humanitarian work.

Business of Supply March 31st, 2009

Mr. Speaker, the hon. member spoke about people and artists back when they were getting their start on the CBC, but where was he and what does he have to say about the late 1980s and early 1990s, when there were major cutbacks CBC budge?

I was on the CRTC at that time and I had to preside at hearings. The CBC came to us and told us that it was cutting the production centre in the Maritimes. At that time, there was a great outcry because of those severe budget cuts.

Many of the discussions I have heard today are the same discussions we had back then. Where was the opposition party then? Why did it make those cuts? Why did it allow that to happen at the time?

Consequently, where was his party then? Where was the member then? That cut was higher than what the Liberals have asked for in this motion.

International Cooperation March 11th, 2009

Mr. Speaker, again I ask the member to have the facts. The correct facts are that this government is supporting Africa unlike any other former government. Of our total aid budget, 45% goes to Africa. In fact, 62% of our food aid goes to Africa, 55% of our agricultural support goes to Africa, and 57% of our multilateral aid goes to Africa. This shows outstanding support for Africa, but not only that, a recognition of the realities for people in those countries.

International Cooperation March 2nd, 2009

Mr. Speaker, as I told the House previously, our primary concerns are the civilians who are being victimized by this conflict. Our government has asked for a ceasefire and open access for all humanitarian aid, so that the wounded can be evacuated and the refugees and civilians can be assisted. We want to have peace and order for these people who have been suffering for so many years and we will do our part responsibly.

La Francophonie February 25th, 2009

Mr. Speaker, a responsible government takes into consideration all of the responsibilities that the Government of Canada has. We took into consideration our responsibilities not only to those in need but our responsibilities to the Francophonie, to Commonwealth countries, and to other donor partners that we have around the world. We work as one voice and one government.
