Burma May 5th, 2008

Mr. Speaker, as I indicated, we have set aside $2 million to help in the international effort. We will provide that money to the international organizations that are allowed access into the country to help those who are affected.

We will urge the government to allow international organizations to proceed with an effective aid operation so that this challenge can be addressed and the people's suffering can be reduced.

Mr. Speaker, first of all, our government expresses condolences to the families and friends of the deceased and concern for all who were affected.

CIDA will respond by setting aside $2 million to support international humanitarian organizations such as the UN, the International Red Cross and the World Food Program.

We have just received word that the UN has negotiated access with the government of Myanmar. We call upon the government of Myanmar to allow access to other international humanitarian organizations and to allow for an effective aid operation.

International Aid May 1st, 2008

Mr. Speaker, I want to reiterate, and it has been recognized by the World Food Bank, that Canada, of all the countries in the world, is the second highest donor to the World Food Programme.

I also want to reiterate that, unlike the previous government, when we make commitments we fulfill those commitments.

Our government said that it would double aid to Africa and we will do that. We will also double our international assistance. We will also ensure we fulfill our food aid commitments.

International Aid April 30th, 2008

Mr. Speaker, today Canadians can be proud that this government announced a 28% increase to its contribution for food aid to the World Food Programme. This will keep Canada as the second largest donor to the World Food Programme. The program includes $5 million to the Canada Food Grains Bank and $10 million earmarked for Haiti. I also announced that Canada will now untie 100% of its food aid. This means that Canadian dollars will go farther and be more effectively used.

International Aid April 29th, 2008

Mr. Speaker, we know that all Canadians take very seriously the impact the price of food is having on the poorest and hungriest in the world.

Our government promised to double international assistance and we will do that. Our government promised to double assistance to Africa and we will do that. We will do what we say, not like the previous Liberal government that signed the international food convention and then shortchanged the hungry across the world by over 200,000 tonnes.

Mr. Speaker, this government indicated it will double its international assistance, and we are on track. We committed to doubling our aid to Africa, and we will meet that commitment this year. I have attended international conferences where Canada has been commended for actually delivering on the commitments that it makes. Unlike the previous government that made large promises and commitments and never fulfilled them, this government makes meaningful commitments and ensures they are fulfilled.

Mr. Speaker, I find it ironic that a member of the official opposition would be asking a question about food aid and commitments. In fact, the former Liberal government signed the food aid convention and in the first year after signing that convention, it failed to meet the commitment by over 113,000 tonnes. In the last six years of the former Liberal government being in office, it failed to meet Canada's commitment to international food four times.

Mr. Speaker, this is a question that has been having intensive discussion, not only domestically in Canada but internationally. We continue to have discussions and I know there are important conferences coming up over the next few months.

Canada will be fully engaged and work with its partners around the world to address the situation as it develops.

World Food Program April 14th, 2008

Mr. Speaker, as I said, I wonder where he was when we were debating this in committee. Now, because the Liberals have no policy, they want to raise it in question period.

As I said, Canada is the second highest supporter of food aid in the world. We will continue to ensure that the demands that are needed will be supported.

I find it ironic that the opposition consistently makes commitments. I was just in Washington. I was in Tokyo with my colleagues. I indicated that when Canada and this government make commitments--

World Food Program April 14th, 2008

Mr. Speaker, I find it ironic to hear this from the opposition, since we know that my colleague from Calgary East proposed that we study this issue, and they were opposed to it.

We are number two in our support of the world food program of all the countries in the world. We will maintain our level of support. We will ensure that we study this crisis and work with our partners to address the issue.
