Mr. Speaker, as I told the hon. member at committee this morning, and I am telling the House again, the government is committed to Canadian programming and the Canadian Broadcasting System.

We recognize the seriousness of the situation but we also respect the responsibilities of the CRTC and the government. We are confident that the CRTC will take appropriate action, which is why I have asked Shaw and Vidéotron to resume their monthly payments. I know the CRTC will be acting.

Mr. Speaker, the government recognizes its responsibilities. It recognizes that there needs to be stability, not only in how it carries out its responsibilities but in how the agencies do their work.

This is a serious situation. We respect the fact that all licensees must respect the regulations and play by the rules. The CRTC has responsibilities and it will take appropriate action, which is why I have asked Shaw and Vidéotron to resume monthly payments immediately.

Convention on the Protection and Promotion of the Diversity of Cultural Expressions February 12th, 2007

Mr. Speaker, as I reported earlier, we had the fourth round table on cultural diversity. We have indicated that we will be participating in the meetings this June, in Paris, to set up the intergovernmental committee. Canada wants to be a member of that committee. We want to host the first international meeting of that committee. We will be contributing to the implementation and the measures taken by every country that is a signature.

Mr. Speaker, I again reiterate that we need to have an informed government. This informed government knows that the power lies with the CRTC, not the minister and not the government, in enforcing its regulations. It is very clearly laid out in the Broadcasting Act.

I know that the CRTC recognizes its responsibility just as we recognize our responsibility. This is a serious situation and we are going to be doing something about it.

Mr. Speaker, as I have said before, we understand the seriousness of the situation. We also understand that the fund is the responsibility of the government but the regulation is a CRTC regulation. The responsibility of enforcing that regulation lies with the CRTC.

We are working on our options. We will do our job. We know that the CRTC will do its job.

Mr. Speaker, I also had an opportunity to speak with the Quebec minister regarding the film industry. She is very supportive. I commended her on the actions taken by the Quebec government. She is very supportive of the work that we will be doing in a collaborative method to ensure we have a strong film industry in every province, including Quebec.

Mr. Speaker, I am proud to report that Minister Beauchamp from Quebec and myself had a very productive meeting this morning. In fact, I am proud to say that the Declaration for Cultural Diversity has been ratified by over 45 countries. It will now go into the implementation stage.

Canada will be looking for a seat on the intergovernmental committee. We have indicated that we want to host the first meeting of the intergovernmental committee here in Ottawa and that we will support the resources needed for the important work of that committee.

Mr. Speaker, as I said, as soon as this was brought to my attention I asked the department to look into it. It will be reporting back to me. The information we received indicates that the process set up does not ask for full accountability, which is why we will put in measures that ensure taxpayer dollars are being used responsibly and enable the lieutenant governors to fulfill their important responsibilities in every province.

Mr. Speaker, as members know, the resources given to the lieutenant governors are so they can carry out their responsibilities. An allotment is given on an annual basis. I have asked my department to consult and review the reporting requirements and they will be reporting back to me.

Mr. Speaker, under the former government, there was no accountability for any expenditure and the use of public funds.

As my colleague has indicated, we now have a reasonable and a fair allotment. We will be looking to ensure that every expense is accounted for and that we can deliver value for Canadian dollars.
