Madam Speaker, I can assure my colleague that we have made changes to the EI system for all Canadians, including Quebeckers. I will absolutely look into the case raised by my colleague, and I will get back to him as soon as possible.

Mr. Speaker, the answer is yes. In situations where schools are closed for an extended period of time due to COVID-19, workers who have to take care of a child under the age of 12 or a family member who needs supervised care would, of course, be able to receive the Canada recovery caregiving benefit. It is there to support workers: $500 a week for 26 weeks.

We will be there for parents, we are there for workers and we will continue to be there for Canadians.

Mr. Speaker, throughout the pandemic, we have put in place significant measures to support students. Our government will continue to make significant investments in students and young Canadians.

To help students get through this difficult time, we put in place a six-month moratorium on student loan payments, helping over a million young Canadians. For students who began resuming their repayment, we put in place measures to help them with their loans. Under the repayment assistance plan, borrowers only pay what they can afford and only start repaying their loans when they earn at least $25,000 per year. We have also doubled Canada student grants and will continue to be there for students.

COVID-19 Emergency Response November 23rd, 2020

Mr. Speaker, of course we can look at people's tax filings, but if they have not filed taxes, we will follow up with them. They may have earned that $5,000 in this tax year. They could have earned it in January or February of this year. Of course it would not be shown on last year's tax filings. It is one way the CRA can determine eligibility, but as the member himself said, it is not the only way.

Mr. Speaker, I am a little baffled, to tell members the truth. I can tell members that filing one's taxes is not an eligibility criteria for CERB. Someone has to have earned $5,000 in the last 12 months or last year. It very much could have happened that people earned it over two tax years. It is illustrative of having met the eligibility criteria, but it is not one of the eligibility criteria.

Post-Secondary Education November 6th, 2020

Mr. Speaker, I can assure the hon. member and everyone in the House that we are working very hard to get every student's questions answered. Yes, Canada student loan payments resumed this past week, but we are really emphasizing to students that they have access to the repayment assistance plan, if they are still struggling. We are working hard to get this information out to students. Of course, this was part of our broader $8-billion package to help students and our ongoing commitment in the Speech from the Throne to invest in student jobs and student support.

Yesterday I met with student associations in Canada. I am listening. We are there for them and we have their backs.

COVID-19 Emergency Response November 3rd, 2020

Mr. Speaker, we have been working tirelessly to make sure we put a disability-inclusive lens on our complete pandemic response, including from the very beginning consulting our newly formed COVID-19 disability advisory group. Yes, it took a long time, way too long, to get the payment out to individuals with disabilities. We are committed through the Speech from the Throne to make sure that never happens again.

Last Friday, 1.6 million Canadians started getting payments, and I am very proud of our government's work behind the scenes to make this happen.

Mr. Speaker, I can assure the member that we are working very hard to make sure that every worker who is entitled to EI gets it and people who are not get the new recovery benefits. I will look into the specifics of this particular case. I, quite frankly, do not know about the security issue. I will look into it and get back to the member shortly.
