[Public Services and Procurement, May 8th, 2018]

Mr. Speaker, this remains, and will remain, my top priority until the Phoenix pay system is stabilized. In parallel, the President of the Treasury Board is looking at a new system for the future. However, we have to pay 300,000 people every two weeks, and we will do just that. Last Friday, I was in Miramichi, and I met and talked to the people who are going to solve this for us.

Mr. Speaker, we of course recognize the expertise of Davie workers. The Coast Guard has requirements for the icebreakers and we are continuing our discussions with Davie to meet them. I obviously cannot negotiate in the House, but I can assure my colleagues that we are continuing our efforts, which are very genuine.

[Canada Post, May 7th, 2018]

Mr. Speaker, our government put forth a new vision for Canada Post that puts service to Canadians first. We have implemented a new leadership model. We have a new chair of the board. Last Friday, we announced five appointments to the board of directors. We are encouraging innovation. We are encouraging creativity. We know that Canadians value Canada Post, and we will continue to let its leadership do its job and share our vision for a strong and forward-looking Canada Post.

Mr. Speaker, we acknowledge the excellent work done by workers at the Davie shipyard. We remain involved in discussions, negotiations, and reviews. We cannot discuss the details in the House, but I can assure my colleague that the discussions are ongoing.

[Canada Post, April 30th, 2018]

Mr. Speaker, our government was excited to release our vision for Canada Post earlier this year, and we stand behind our commitment to focusing on the core service it provides to Canadians across this country.

A parliamentary committee and a second committee have looked at the issue of postal banking. We have tasked our new leadership at Canada Post to look into innovative and creative ways of better providing services to Canada. I am very excited at the progress that is being made.

Mr. Speaker, yesterday, before the Senate committee, the IBM witnesses confirmed that Harper's Conservative government botched the program from the beginning. They reduced the scope of the project and did not take into account the advice of their supplier. The previous government developed the request for proposal and awarded the contract for the Phoenix pay system.

We are continuing to work with IBM, and we will hold it accountable to ensure it complies with its obligations.

Mr. Speaker, IBM's testimony to the Senate committee last night confirmed that the Harper Conservatives botched this program from the start. They de-scoped the project and ignored the advice of their contractors.

The development of the request for proposal and award of contract for Phoenix was done by the previous government. We continue to work with IBM and will hold it to account to fulfill its obligations. To date, our government has invested $645 million to stabilize the pay system.

Mr. Speaker, the Coast Guard has identified its icebreaking needs, and we are working with the Davie shipyard to meet those needs. We are negotiating with Davie and we will continue with those discussions. The process is ongoing.

Mr. Speaker, we acknowledge the excellent work done by workers at the Davie shipyard and we understand the impact the job losses have had on them.

We are negotiating with the Davie shipyard regarding the Coast Guard's icebreaker needs. We will continue with those negotiations. We are doing the necessary checks and the process is ongoing.

Mr. Speaker, we have identified the needs of the Canadian Coast Guard regarding the icebreakers. Discussions and negotiations with the Dave shipyard are on-going in order to meet those needs. We are pursuing our discussions and doing our due diligence. We will not comment further at this point, but we continue our discussions.
