[Income Tax Act, December 7th, 2012]

Mr. Speaker, I hope to put a little light on the subject. The member opposite seems to have been more interested in fear-mongering than in actually dealing with the content of the legislative proposal.

I want to thank you, Mr. Speaker, for the opportunity to speak about Bill C-377, which is sponsored by the MP for South Surrey—White Rock—Cloverdale.

Before I get into the details of the bill, I would like to begin today by taking a few moments to speak about the importance of labour organizations. All of us know that they play a crucial, multi-faceted role in our society.

Mr. Speaker, we will support new clean energy projects that are of national and regional importance. During the last election campaign, our government committed to the Muskrat Falls projects. That same day, our government committed to sorting out sales tax harmonization with Quebec.

Mr. Speaker, the member opposite embarrasses himself by refusing to deal with the facts. The facts are that we have no role to play in awarding the contracts on this project. Again, I will point out that the project has a lot of benefits for the Atlantic region. I hope that the Liberal Party is not beginning to take on the anti-development, anti-trade, anti-energy policies that we see so often in the NDP.

Mr. Speaker, the member opposite knows that is not true. The National Energy Board has been put in place to be a strong, independent regulator that does ensure pipeline safety, and we put additional resources into ensuring that pipelines are safe.

NEB subjects pipeline development proposals to an extensive scientific review, which contradicts what the member opposite is saying, and ensures that pipelines are safe and that they protect the environment and the public.

Mr. Speaker, the member across the way should know, if he does not, that the government has no role in awarding contracts for the Lower Churchill project at all.

The Muskrat Falls project will provide significant economic benefits to the Atlantic region. It will substantially help to reduce greenhouse gas emissions.

Our government continues to support this important project. We are continuing to move forward by providing a loan guarantee.

Mr. Speaker, it was seven years ago today that, with the ghosts of David Dingwall's entitlements and the Liberal sponsorship scandal haunting these halls, members of the House of Commons stood in their places and defeated the Liberal government. The vote brought an end to the decade of darkness for the men and women in the Canadian armed forces, to the lobbyists making sneaky deals with their Liberal minister friends, to a government with hundreds of priorities but no plan to accomplish any of them, to the Liberal anti-western attitude governing this country, and to the Liberal culture of entitlement.

Since that day seven years ago, the Conservative Party has worked tirelessly to equip the men and women of the armed forces, to clean up the mess of the Liberal sponsorship scandal and to ensure that Canadian families have a low-tax environment that helps create jobs and growth.

We have not stopped there. It was that vote seven years ago that laid the groundwork for our strong, stable, national majority Conservative government.

Mr. Speaker, Albertans and all Canadians have long known that the Liberal Party has a deeply ingrained arrogant anti-Alberta, anti-western Canadian attitude.

The Liberal energy critic reminded us just how deep those feelings were when he told Alberta MPs to go back home because they had the audacity to stand up for their constituents.

The Liberal member for Papineau, the son of Pierre Trudeau, the creator of the national energy program that decimated western Canada, said that Canada was in bad shape because Albertans were running it.

The Liberal leader fired the Liberal energy critic, but the member for Papineau has not been disciplined at all for saying, “Canada is in bad shape right now because Albertans are controlling our community and social democratic agenda. That's not working”.

Why do the Liberals think they can get away with such divisiveness? When will the Liberal Party leader put an end to these anti-Alberta attitudes? When will he hold the Liberal member for Papineau responsible for his disparaging, divisive and dangerous comments?

Mr. Speaker, I have five petitions from across Canada.

The petitioners note that 400-year-old definition of a human being states that a child does not become a human being until the moment of complete birth. They call on Parliament to confirm that every human being is recognized by Canadian law as human by amending section 223 of our Criminal Code in such a way as to reflect 21st century medical evidence.

Mr. Speaker, obviously the health and safety of Canadians is a priority of this government. Canadians are well served by a strong independent regulator who is free from political interference and continues to regulate the nuclear industry in this country.
