Mr. Speaker, yesterday we learned from The Epoch Times that the leader of the Liberal Party wants to do away with our $1,200 per child universal child care benefit.

Could the minister of HRSD comment on the Liberal leader's latest pledge to take choice in child care away from parents?

Corporate Social Responsibility and the Canadian Extractive Industry in Developing Countries March 9th, 2009

Mr. Speaker, it gives me great pleasure to present to the House information about our Conservative government's efforts to promote and encourage corporate social responsibility principles and standards throughout Canada's extractive sector.

I want to thank the hon. member for Pierrefonds—Dollard as I can appreciate the intent of Motion No. 283 calling for the government to act immediately to implement the measures contained in the advisory group report produced following the national round tables on corporate social responsibility and the Canadian extractive industry in developing countries.

This report called for the establishment, through the appropriate legal framework and with required funds, of an independent ombudsman office with the power to receive and investigate complaints against Canadian extractive sector companies. In fact, this Conservative government has already undertaken action on these recommendations and we will soon be doing even more to support corporate social responsibility, or CSR, practices around the world.

Since the presentation of the advisory group recommendations in March 2007, the minister has met many times with representatives of the extractive industries in a variety of forums in an effort to continue the discussion on a number of issues, including CSR. The Minister of International Trade and the Minister of International Cooperation have also met with civil society representatives to discuss trade and development issues, including CSR. This is part of our government's continuous effort to engage with and hear views from all stakeholders and subject matter experts on this very relevant and important issue.

As a member of the Organisation for Economic Co-operation and Development, or OECD, Canada is a proud signatory to the OECD's guidelines for multinational enterprises. This is a multilateral instrument promoting CSR. It has also been a long-standing key element of Canada's approach to the issue.

Adherence to the guidelines require Canada, among other things, to establish and maintain a national contact point, a body responsible for promoting OECD guidelines, handling inquiries and helping to resolve issues. The national contact point's work extends to all multinationals operating in Canada and all Canadian companies operating abroad across all sectors. The national contact point gives us an effective means to engage stakeholders and promote a positive, open and constructive dialogue between multinational enterprises and those affected by their operations.

Motion No. 283 calls for the creation of an ombudsman's office. This government does not disagree that a dispute resolution mechanism could help to address problems where they exist, as well as expose unfounded allegations. Through consultation we have found that the opinions of stakeholders diverge on the appropriate model. However, there was widespread support for functions such as fact finding, mediation and good offices to help settle the dispute, recommendations for action and follow up on their implementation and annual public reporting on activities. We are working to develop this model further and hope to present our findings to the House soon.

I would like to take a few moments today to recognize some of the other ways in which this government is proactively addressing the recommendations contained in the advisory group report.

Our government is a strong supporter of the extractive industries transparency initiative, or EITI. In February 2007, Canada joined the EITI, which seeks to improve governance in resource rich countries through a full publication and verification of company payments and government revenues for mining and oil and gas operations. To date, Canada has allocated $1.15 million to the EITI and has secured a seat on the international board of EITI for the 2009 rotation. It is proving to be an effective way of publishing what companies pay and what governments receive in an open, transparent and accountable manner.

The advisory group also recommended enhanced public reporting by the Canadian Investment Fund for Africa, yet another step that has already been taken by the Canadian International Development Agency which manages the fund. As well, the advisory group asked the government to support and adhere to internationally recognized standards, such as the voluntary principles on security and human rights.

As I have stated, our Conservative government adheres already to a number of international standards. I am happy to add that in 2008 our government applied to join the voluntary principles. We hope to confirm our membership soon. The voluntary principles were developed to guide companies in balancing the need for safety while respecting human rights and fundamental freedoms.

In addition to these important steps, in October 2007 Export Development Canada became the second export credit agency in the world to sign on to the equator principles. These principles are an international financial industry benchmark for assessing and managing social and environmental risk and project financing.

We are also committed to ensuring that Canadian companies are made aware of Canada's Corruption of Foreign Public Officials Act, or CFPOA , which makes it illegal for Canadians and their representatives to bribe foreign government officials.

To this end, since February 2005, the Royal Canadian Mounted Police has provided functional oversight of the international anti-corruption teams and anti-corruption enforcement activities through a commissioned officer at national headquarters.

In addition, Canada is a member of the International Labour Organization and we fully support the ILO Tripartite Declaration of Principles concerning multinational enterprises and social policy. This declaration is widely considered to be the universal basis reference point for social responsibility and labour issues.

Our Conservative government has provided financial support for a number of domestic and international initiatives aimed at promoting CRS principles. For example, since 2005 we have provided financial and political support for the work of Dr. John Ruggie, the United Nations special representative to the secretary-general on business and human rights.

Dr. Ruggie states:

CSR occupies the space between the requirements imposed on companies by law, and prevailing social expectations of the corporation’s role in society.

Dr. Ruggie adds:

The gap between the requirements of legal compliance and prevailing social expectations is particularly wide in countries with weak governance and a weak rule of law.

It is in addressing this gap that our current focus on CSR will be particularly applicable to developing countries. It is also what drives our efforts to increase government-to-government co-operation. In fact, resource governance is an area where Canada can play a leading role. Our vast experience in developing our own resources over decades has given us a breadth of expertise and experience to share with our partners in developing nations.

We are already working with developing countries, helping them to build up their expertise and create the foundation for successful, open and responsible extractive sectors that can provide lasting benefits to their citizens.

We do recognize that not all governments, especially those in developing nations, have the tools, expertise or capacity to effectively manage their natural resources or implement the laws that regulate them. That is why, for example, we have provided financial assistance to help Peru join the OECD Declaration on International Investment and Multinational Enterprises and to establish its own national contact point.

Peru's adherence to the declaration is a huge step forward for that country in terms of CSR practices and would bolster its commitment to the OECD's guidelines for multinational enterprises.

Our involvement in Peru also contributes to strengthening our economic partnerships with Latin America, a region of priority for this government. It is an initiative that we are proud of. Accordingly, Canada's voice on the issue is an influential one.

For example, we are closely working with our partners to foster and promote CSR international standards in a number of multilateral forums, including the Organization of American States, the Group of Eight, the Francophonie and Asia-Pacific Economic Cooperation. Indeed, at last year's G8 summit in Japan, leaders reiterated support for a consolidate set of internationally recognized CSR guidelines for the extractive sector. This is yet another good example of how we are working with our global partners on this very important issue.

I am happy to tell members that we are extending this principled approach to our trade negotiations. As we know, Canada recently signed free trade agreements with Peru and Colombia, both of which include language in support of CSR practices.

Our government has also included CSR language in its FTA negotiations with Panama, the Central America Four and the Dominican Republic. These are Canada's first free trade agreements to include language that encourages the parties to support positive CSR practices and reminds enterprises of the importance of incorporating CSR standards into their internal policies.

We have also signed parallel agreements on labour and the environment to help ensure that increased business between our countries does not come at the expense of workers' rights or a sustainable environment.

The inclusion of CSR provision in FTAs advances the government's policy to promote CSR, generally. In addition, it encourages our treaty partners to increase CSR promotion.

Those are just a few of the examples of how this government is responding to the recommendations of the round tables and moving in the right direction on CSR in real and tangible ways and without creating unnecessary regulation or administrative burden.

Employment Insurance March 6th, 2009

Mr. Speaker, the EI work sharing program is designed to avoid layoffs by offering EI income benefits to workers willing to work a reduced workweek while their employer recovers. Yesterday the Minister of Human Resources and Skills Development was pleased to announce that the EI work sharing program has been extended by 14 weeks to a maximum of 52 weeks.

Could the Parliamentary Secretary to the Minister of Human Resources and Skills Development tell the House how our extension of the work sharing program was received?

Madam Speaker, as we talked to people across the country, trying to come up with what was needed, extending benefits was one of the things. However, by no means is that the only measure the government is looking at.

We have committed billions of dollars for training and retraining. We realize that not only is it important to have economic benefits through EI, but we also believe that people should be retrained so that as jobs change in this economy they will have the skills they need as we move forward into the new millennium.

Madam Speaker, this is a concern that has been raised in the House and I know the minister has committed additional resources. As has been mentioned by previous colleagues, we have people coming in from retirement, people working overtime and people who are putting in all the extra hours they can to get these claims processed as quickly and as efficiently as possible. We will continue to add the resources we need until we can get these claims dealt with in a timely fashion.

Madam Speaker, I enjoy working with the member in the trade committee, and he is no less animated there, I can assure the House.

It boils down to a difference in philosophy in terms of how we look at it, which is why we here debating this measure and why, as a government, we talked to people. We asked them what they wanted and what they were looking for. They talked about eliminating the two week waiting period. They realized that it was important to ensure people had more time in the end, which is why we extended EI by five weeks. We think that is important. We have also committed an unprecedented amount of money for training and for helping people to find new skills. All these things will make a huge difference, not only for the jobs of today but as we look forward to the jobs of the future.

Madam Speaker, I stand today to speak to the motion presented by the member for Hamilton Mountain. I realize that the member has good intentions but we disagree in terms of the methodology in the way in which we would handle unemployment.

I will speak to that today in terms of what our government is doing to respond to the challenging times that we have in the economy. I am sure every member of the House is aware of the effects the economy is having on their constituents. I do not think it matters where one is living, whether it is in a large city or in an isolated community, these are challenging times. People are losing their jobs there are threats of job losses. It is a stressful time. Not only does this hurt the employees but it hurts companies.

As an employer myself over the years, one builds a business by looking at training and ensuring that our workforce is valuable and skilled. However, when there is an economic downturn, this issue cannot only be a challenge in the short term but can end up being a long term one if employees go out to find other work.

Meeting payrolls and meeting commitments for payrolls sometimes can be a challenge. There were times when I did not have enough revenue in my business and I had to dip into, not only savings but into personal credit to ensure my employees were paid. It then becomes more difficult if the situation does not turn around and either the sales or the economy does not pick up.

When it comes to difficult times and the decision to lay off people in the workforce, it can be very difficult. The key words are temporary and time. Sometimes the issue is temporary and sometimes the solution is a time factor. I would suggest that the solution to such issues before employees reach the crisis point are sometimes dealt with before layoffs are inevitable.

This government has a program that helps companies face temporary downturns and businesses can avoid layoffs. This program is called work sharing. It offers income support under the employment insurance program to workers willing to work reduced work weeks while the company undergoes a recovery. This program offers a short term, mutually beneficial solution for both the employer and the employee with long term benefits. Under the work sharing program, employers can keep their workers and avoid the cost of trying to rehire workers and any retraining when they recover from temporary situations.

We all understand the costs involved, not only for the employee but the employer in terms of trying to get that individual up to a trained status and the employees are able to continue working and earning much needed income that they need to provide for their families.

Work sharing is a three party agreement between employers, employees, HRSDC and Service Canada. The program has some conditions, such as an employer being in business for at least two years and the presence of a detailed recovery plan for the business. For example, a company needs to show how it expects to return to normal production schedules at the end of a work sharing agreement.

This agreement has been in existence for a while and many organizations across the country have benefited from this arrangement so far.

However, with an economic downturn and the threat of job losses as it stands, this program is needed now more than ever. This is where Canada's new economic action plan comes into focus.

We recognize that our country is being impacted by a global recession, a recession that has not only impacted us here in Canada, but in the United States and across the world.

That is why, following through Canada's economic action plan, the Minister of Human Resources and Skills Development announced today that the government has extended work sharing agreements by 14 weeks to a maximum of 52 weeks. The minister has also announced increased access to work sharing through greater flexibility in a qualifying criteria.

Our goal is to have as many Canadians working as possible while companies recover from a temporary slowdown. This initiative could cost an estimated $200 million over two years and will minimize the financial impact of the economic downturn by helping companies avoid layoffs while their industry recovers.

I want to mention a few other details about the work sharing initiative. Permanent full-time or part-time employees of a company are eligible to participate and to receive work sharing benefits but workers must be eligible to receive regular EI benefits. They do not need to serve a two week waiting period. The employer sets up the scheduled work hours. It also notifies Service Canada of any changes in the working hours and the number of employees on work sharing.

Workers participating under a work sharing agreement do not lose their rights to regular EI benefits if they happen to be laid off after the agreement ends.

I will provide a case example of how such an agreement would work. I will call our hypothetical worker Lisa. Lisa has been working as a technician for the last 15 years at a manufacturing plant in southern Ontario. The plant makes automated systems for new trucks. The plant recently had to cut back production due to the economic downturn that has hit the automotive sector in particular.

In order to retain skilled workers and avoid a temporary layoff, Lisa's employers agreed to participate in a Service Canada work sharing program while the plant restructures. Lisa and her co-workers have been able to work three days a week in their regular jobs while collecting EI for the remainder of the week. This agreement could last 52 weeks while the company recovers.

By keeping Canadians working, our government hopes to diminish the impact of recent economic events. Of course, work sharing is not all that our economic plan offers. Our government is also investing an unprecedented $8.3 billion in the Canada skills and transition strategy to support workers and their families, including measures for income support and skills and training.

We are proposing targeted actions that will provide an immediate stimulus, promote long-term growth and, most important, help Canadians who are unemployed or on the verge of unemployment cope with the economic downturn.

When Canadians lose their job or are at risk of being unemployed, they need to know that the Government of Canada is working hard to help them recover. They need to know that the government is there to protect them and their families. Employment insurance is the first line of defence.

On the EI benefit side, we are proposing to extend the duration of benefits nationally to match the current five week pilot project. Our idea is to build upon experience with pilot projects that provide additional benefits in regions of high unemployment.

By extending the maximum EI benefits by five weeks to all regions of Canada, about 400,000 unemployed Canadians could benefit. We also know that certain industries are being hit hard as the recession deepens. Workers who have been employed for most of their lives at a particular company find it hard to adjust if they are laid off. That is why our government proposes to give these workers more time to get the training they need and more time to find the right job.

This government plans to invest an estimated $500 million over two years to extend income benefits for long-tenured workers who are taking part in longer term training. We are also proposing to allow earlier access to EI for regular income benefits for workers purchasing their own training using all or part of the earnings resulting from a layoff, such as severance pay. About 40,000 workers could benefit from this initiative.

While there is a clear need to address this economic crisis now, we are also looking at setting the stage for our nation's future. The economy will recover and we want Canada to come out stronger than ever. We need to help workers access valuable skills that will help them find good jobs now and maintain those jobs for a prosperous future.

As part of the Canada skills and transition strategy, we propose to increase funding to the provinces and territories by $1 billion under existing labour market agreements. This should help an additional 100,000 EI eligible clients gain access to the skills and training they need to find opportunities in today's changing economy.

In addition, our new strategic training and transition fund will provide $500 million over two years to support the training needs of workers who do not qualify for EI training.

Finally, we are increasing the budget for the targeted initiative for older workers program by $60 million over the next three years. It will also be expanded so that communities with a population of less than a quarter of a million will now be eligible.

In conclusion, our government has proposed targeted actions that provide immediate stimulus and help unemployed Canadians cope with the economic downturn now, with our future in mind. These actions promote long-term growth by preparing workers for a better tomorrow.

Our economic action plan was built by consulting with Canadians to help them get through these difficult times.

Canadian Executive Service Organization February 11th, 2009

Mr. Speaker, I would like to draw to the attention of the House a constituent in my riding, Mr. Douglas Johnson, who resides in the town of Fenwick, Ontario. Mr. Johnson recently completed an assignment with the Canadian Executive Service Organization, or CESO, in Serbia.

CESO is a non-profit organization that works to build strong independent communities around the world. Over 2,700 volunteer advisers at CESO work to foster economic development by serving as mentors, advisers and trainers to their clients and partners at home and abroad.

As a CESO adviser, Mr. Johnson spent his time identifying potential export marketing plans and distribution networks in the U.K., Bulgaria and Romania for Serbian businesses, as well as proposing several structural changes to increase management effectiveness.

As a small businessman myself, it gives me great pleasure to congratulate Mr. Johnson for his efforts to promote the economic development needed in these tough economic times being felt around the world.

Health and Safety February 9th, 2009

Mr. Speaker, the Conservative government has consistently demonstrated its commitment to protecting the health and safety of Canadians.

In budget 2009, the government made significant investments into improving health care for all Canadians. As well, this Conservative government recently brought forward legislation to strengthen consumer product safety in Canada.

Could the Minister of Health please explain to the House what measures this government is prepared to take to ensure a secure environment for the handling of pathogens and toxins used in Canadian research?
