Mr. Speaker, I thank the hon. member for her serious question.
I reiterate that the implementation of the refugee appeal division is an important task. We will implement the new legislation by June 28. I made the decision, based on resources, to speak to the Canadian Council for Refugees to say that we would take the proper steps to make it happen.
I want to make the system work. It is a living paper, it is an ongoing issue and is important for Canadians.

You are a disgrace. You should be ashamed of yourself for saying stupid things like that.

Mr. Speaker, we have to be very prudent. Let me reiterate what the Prime Minister said. He said that anything we can do we will do. There is at this time no request for anyone to ask these people to come to Canada. We are supportive of the peace process but for now, no request was made.

Mr. Speaker, this is an extremely important question. Our priority is the efficiency and effectiveness of the system.
This week I had the pleasure of officially launching a new Internet service on my department's website. This service will allow some of our clients to obtain information electronically, 24 hours a day, seven days a week. The opposition is not interested in this but the public is.Through this service, people will be able to obtain information on applications for sponsorship or for certain categories of permanent residence, such as family class or spouse.
Finally, our clients can easily track their file at www@cic.gc.ca.

Mr. Speaker, I think it is important to understand what a safe third country is. It is not automatic. Unlike the official opposition, we do not want to close the borders.
We want to give ourselves options. Under our own legislation, as signatories to the Geneva convention, we are required to comply with this.
With a safe third party agreement, we could also consider other options. This does not mean that we would not take seriously situations like the one the hon. member described.
Public Safety Act, 2002 May 3rd, 2002
Madam Speaker, I rise on a point of order. The hon. member has spoken of the people who voted for the member for Chicoutimi--Le Fjord, but I would also like to hear something about Lucien Bouchard.

Madam Speaker, I rise on a point of order. I would like the remind the House that there are only three members of the Alliance now so we must be careful--

Mr. Speaker, our priority is security. Our priority is ensuring a balance between openness and diligence.
What we really need is a partnership between all of the departments to ensure that we can do our job. That is exactly what this bill will accomplish.

Mr. Speaker, what is important is that we ensure that for the next phase, we have a system that works.
We are fulfilling our obligations under the Geneva convention to ensure that there is a swift, fair and equitable process for refugees. That is what we are doing right now.
This government's priority is clear: to ensure that we have a system that protects refugees while fulfilling our international obligations.
