Mr. Speaker, under all of the categories of the new building Canada plan, transit is accepted. That is under all categories.

Never in Canadian history has a government invested more than our government in public transit. We will continue to do so.

Questions on the Order Paper January 27th, 2014

Mr. Speaker, the Canadian initiative for the economic diversification of communities reliant on chrysotile was launched on June 13, 2013.

In effect until March 31, 2020, with a budget of $50 million over the next seven years, the Canadian initiative for the economic diversification of communities reliant on chrysotile aims to help communities and businesses in the Des Sources and Des Appalaches regional county municipalities, or RCMs, make the transition to new economic activities, particularly in the secondary and tertiary sectors.

Managed by the Economic Development Agency of Canada for the Regions of Quebec through its Quebec economic development program, this initiative builds on the priorities stated in the Government of Canada’s budget 2013, including investing in communities.

With regard to parts (a) and (b), between June 13, 2013, and December 5, 2013, the agency received seven applications for contributions from private businesses as part of the Canadian initiative for the economic diversification of communities reliant on chrysotile. As of December 5, 2013, the agency has granted three contributions for a total amount of $338,500. The names of the businesses that applied for loans could be considered third party information under the Access to Information Act. As no third party was consulted, the agency will not release that information. Since the agency adheres to the rules and principles governing government grants and contributions outlined in the Treasury Board policy on transfer payments, it will proactively disclose the names of the businesses that received a contribution and the amount awarded on its website at the following address: http://www.dec-ced.gc.ca/eng/disclosure/grant-contribution-awards/index.html.

With regard to parts (c) through (h), as of December 5, 2013, the agency did not receive any application for contributions from business support organizations, from non-profit organizations, or from municipalities and regional county municipalities as part of the Canadian initiative for the economic diversification of communities reliant on chrysotile.

Champlain Bridge December 10th, 2013

Mr. Speaker, after 13 long years of inaction by the Liberal government, our government stepped up to make the necessary repairs to the Champlain Bridge. We promised that the bridge would be done in 2018 with a public-private partnership, and that it would be a toll bridge and involve public transportation. I call that a very clear plan.

Champlain Bridge December 2nd, 2013

Mr. Speaker, since we announced construction of the new bridge, I have always maintained that we are working on reducing the time required to build it, and we have already reduced it by six months. Then yesterday, we announced that the bridge will be ready three years in advance, and will open in 2018 for the well-being of the many people living in the Montreal area.

Naturally, I would like to congratulate The Jacques Cartier and Champlain Bridges Incorporated and all workers who worked on the weekend to install the superbeam to strengthen the bridge. I want to thank everyone for their patience.

Together with our partners, we will deliver a new bridge over the St. Lawrence.

Champlain Bridge December 2nd, 2013

Mr. Speaker, first, the Champlain Bridge is still serving the population and will for many years to come. We have to ensure we keep the bridge functioning and safe and keep the traffic moving.

We considered it was more important for the moment to keep the bridge safe and we have done so with the JCCBI Corporation, which is doing a great job in keeping the bridge in good shape.

Mr. Speaker, that hon. member just said that they voted against money for maintaining the current bridge because there was no money for the new bridge. I am not sure if he realizes that.

That hon. member represents the people of Brossard—La Prairie, near the bridge, but the current bridge is not important to him. We should be investing in the new bridge instead.

Before building a new bridge, we are going to maintain the one we have and do the necessary work.

Champlain Bridge December 2nd, 2013

Mr. Speaker, this will give me the chance to say that on the weekend, the team from Jacques Cartier and Champlain Bridges Incorporated, together with a number of private-sector partners, did an excellent job despite temperatures of -20o and a howling wind to boot. They managed to install a structure that is reinforcing the bridge. We have already invested $380 million to make the current bridge safe. They voted against all that money. It is irresponsible.

Mr. Speaker, the premise of that question is completely false.

Never in Canadian history have the municipalities had such a good partner as our government, which invested $30 billion in the building Canada fund. We have worked all along with municipalities, and we will continue to do so with the new building Canada plan.

Champlain Bridge November 26th, 2013

Mr. Speaker, as members know, we are working very hard on this issue.

As recently as yesterday, a former Liberal minister said that everyone knew that the bridge was deteriorating faster than expected.

We have done our duty and have prepared for the transition. We are maintaining the existing bridge and we are going to ensure that the new bridge over the St. Lawrence is ready on time and on budget. However, no toll, no bridge.

Air Transportation November 19th, 2013

Mr. Speaker, our government is committed to strengthening aviation safety for all Canadians. Transport Canada reviewed the Transportation Safety Board report and our government has taken action to address the recommendations.

Transport Canada worked with the industry to develop these new regulations, which will improve the safety of offshore helicopter operations for both passengers and crew.
