Statements in the House

Public Works and Government Services June 9th, 2014

Mr. Speaker, as I have said before, as part of our seven-point plan, the RCAF prepared an extensive analysis of the requirements of the options available. An impartial and independent panel of experts, outside true experts, have been reviewing those reports. Ministers are now reviewing those reports to make sure that all of the analysis is indeed impartial and rigorous. Once a decision is made, we will be announcing that and releasing the reports.

Public Works and Government Services June 9th, 2014

Mr. Speaker, no decision has been made concerning the replacement for the fleet of CF-18 fighter jets. A panel has reviewed the analyses carried out by the Canadian Forces, which were conducted in an efficient and very transparent manner.

Once we have made a decision, then we will make an announcement.

Ethics June 4th, 2014

Mr. Speaker, Public Works and Government Services Canada takes the integrity of federal procurements very seriously. That is why we introduced measures to ensure that individuals or companies that have been convicted of illegal activity cannot do business with public works. We put those rules in place.

In all cases where wrongdoing is suspected, we will not hesitate to fully assist the investigation by the RCMP or the Competition Bureau.

National Defence June 3rd, 2014

Mr. Speaker, I can assure the member that our primary goal is to ensure that the men and women in uniform get the equipment they need to do the job that we ask.

To that end, ministers are reviewing the reports that were prepared and vetted by an independent panel of experts, including one person who was quite publicly critical of the program. We are going through those. Once we have made a decision we will announce it, and the reports will be released.

National Defence June 3rd, 2014

Mr. Speaker, we did agree to have a seven-point plan to review the options available to replace the F-18s. We have been going through that. An independent panel has reviewed the work and research done by the RCAF. It has given it a rigorous and thorough examination to ensure there is total impartiality and total objectivity. The ministers are now reviewing the results of those reports, and will be making a decision in the future, and the reports will indeed be released.

Points of Order May 16th, 2014

Mr. Speaker, I wish to correct the figures I cited in the House today during question period in response to some questions. I said that over 80% of garments bought by the government were bought for the RCMP and public service, and 90% of those garments were made in Canada.

I intended to say that over 90% of garments bought by Public Works were bought for the RCMP and DND, and 98% of those garments were made in Canada.

I hope that will correct these much better numbers in the record in both my French and English response.

Public Works and Government Services May 16th, 2014

Mr. Speaker, more than 80% of the clothing purchased by the government is bought for the RCMP and the Canadian Forces, and 90% of that clothing is manufactured here in Canada.

We want to protect the integrity of the procurement system and protect people from abuse, but we also need to provide the Canadian Forces with clothing at a responsible price.

Public Works and Government Services May 16th, 2014

Mr. Speaker, our government tries to ensure that tragedies like that do not happen again, especially on our watch.

That is why between the RCMP and DND, over 90% of the apparel that they source is Canadian made. We want to protect jobs. We want to protect people. We want to make sure that our forces get the equipment and the apparel that they need in a safe and responsible way.

Questions on the Order Paper May 14th, 2014

Mr. Speaker, the sale-leaseback transaction is a 25-year initiative. While the benefits and costs cannot be analyzed on an annual basis, PWGSC’s 2007 analysis has concluded that the sale-leaseback of the seven buildings represents the lowest cost and best value to Canada over the term of the investment

In addition to providing accommodations to meet government program needs, this transaction transferred ownership risks to the private sector, and the proceeds from the sale of the buildings were used to fund other government programs and priorities.
