Mr. Speaker, the last petition contains several hundred signatures of people who are really upset with the way the government has scooped the pension plan surpluses from the RCMP, the military and crown corporation agencies. They pray that treasury board halt its unilateral appropriation of the surpluses in the public service, military and RCMP pension plans. It destroys the morale, the work ethic and confidence in the government.

Mr. Speaker, in the third petition several hundred petitioners are concerned about mismanagement by the immigration department. They pray that legislation will be enacted requiring refugee claimants to demonstrate through identification and documentation very clearly that they are fleeing general political persecution and failing to do that face immediate deportation without delay.

Mr. Speaker, in the second petition the petitioners pray that parliament use the section 33 notwithstanding clause if necessary concerning the child pornography decision that is coming down very shortly from the Supreme Court of Canada.

Mr. Speaker, the petitioners pray that the federal government will not continue to have ACPD, a non-government organization that came directly out of the Planned Parenthood Federation of Canada play a leading role in future government sponsored forums on the national and international scene.

Mr. Speaker, the people in my riding of Prince George—Bulkley Valley are very concerned about the lack of attention the government has been paying to the national highway system, in particular Highway 16, the Yellowhead highway system.
The petitioners urge the government to designate a portion of the fuel taxes that it collects on an ongoing basis to improve and maintain highways.
The petitioners call on parliament to prioritize highway maintenance funding from the revenue which the government receives from fuel taxes.
There are several hundred signatures which I am pleased to present on behalf of concerned citizens of Prince George—Bulkley Valley.
Scott Tournament Of Hearts February 28th, 2000
Mr. Speaker, Sunday saw the conclusion of a hugely successful year 2000 Scott Tournament of Hearts held in my city of Prince George, British Columbia.
The crowds that attended throughout the week were the fourth largest ever in the history of the tournament. It was a success because of the hundreds of volunteers, the organizers and the rinks that participated from all over Canada, the best of the best women curlers in the country.
While there can only be one tournament winner, that just happened to be the Kelly Law Rink of British Columbia. We want to congratulate both that rink and such a wonderful, wonderful curling tournament.
I also congratulate all the organizers, the volunteers, Scott Paper and, most of all, the best of the best of women curlers who came to the beautiful, friendly, wonderful city of Prince George, British Columbia, in my riding; spent a week with us; had a lot of fun; and took home some prizes.
Modernization Of Benefits And Obligations Act February 15th, 2000
Madam Speaker, the member for Burnaby—Douglas did not answer the question posed to him by the member for Calgary Centre who specifically asked whether this member could embrace the fact that the term conjugal relationship meant two people having a sexual relationship as defined in almost every dictionary that has been printed.
In the question of the member for Calgary Centre the member was asked if he believes that conjugal does not mean necessarily having a sexual relationship. Then why does the minister have such a narrow focus in this bill? Why not open it up so that it includes everyone in a dependent type of relationship whether or not they are having a sexual relationship? Why is this member not arguing with the minister that this is a discriminatory bill in many respects? The member for Burnaby—Douglas is not doing that.

Mr. Speaker, the minister said that she was taking credit for bringing the internal audit public. She was taking great pains to show her willingness to discuss this in an open manner.
As I recall, it was members of the official opposition which two days before actually let it be known that we had our hands on this document. Could it be assumed that the minister only made it public because she was caught in some sort of nest that she could not get out of and she knew we had the audit?
