Mr. Speaker, when it comes to corporate tax cuts and the approach of the government, if we look at the last 6 of 12 years and the kinds of tax breaks and giveaways for some of the richest corporations in this country, could the hon. member comment on how that approach has been working to sustain manufacturing jobs from the foreign companies coming into this country? When we look at the corporate tax rate as it currently sits at 15%, compared to where it was 6 years ago or even 12 years ago during a previous government, we have seen that rate drop almost in half. What impact has that had on this country and the economic climate?

Business of Supply February 9th, 2012

Madam Speaker, I listened to my hon. colleague's great speech and comments, where he touched on the loss of manufacturing jobs in this country. In fact, Canada has lost over 400,000 manufacturing jobs since the Prime Minister took office in 2006 and 40,000 in the last year or so. I am wondering if my hon. colleague can comment on how the NDP's proposal would differ from what the current government is doing, with our party's approach to good, well-paying manufacturing jobs in this country that we obviously seek and need. I wonder if the member could comment on that.

Fisheries and Oceans February 2nd, 2012

Mr. Speaker, in a new report today we learned Canada has fallen far behind on protecting marine biodiversity. Just as with Kyoto, Conservatives are failing to live up to our international obligations. They cannot just pick and choose which commitments they will meet and which ones they will ignore.

Canadian families rely on our fisheries for their livelihoods but Conservatives are just not getting the job done. Has the government fallen overboard when it comes to fisheries and oceans management?

Pensions February 2nd, 2012

Mr. Speaker, the phone has been ringing off the hook in my riding since the Prime Minister announced in Davos that the Canadian retirement system would undergo significant changes.

John Wallace, a 90-year-old World War II veteran in my riding, braved the snow last Saturday to come out to my town hall meeting and express his opposition to this proposal. He does not want to see the benefits he fought so hard to secure taken away from his children. Another constituent of mine, Alan, will turn 65 this year. He called my office at 9 a.m. on Monday to ask if he would be eligible to retire in November.

The government should be taking practical, affordable measures to lift every senior out of poverty in this country. This proposal attacks the most vulnerable. People who have paid their taxes and built this country are worried about their retirement security.

On behalf of my constituents, I call on the government to stop misleading Canadians and stop these reckless cuts.

Questions Passed as Orders for Returns January 30th, 2012

With respect to budget cuts at the Department of Fisheries and Oceans (DFO): (a) which specific directorates and programs are affected and what was the process followed to determine whether or not to make cuts to a specific directorate and program; (b) what, if any, DFO scientists were consulted regarding the considered cuts; (c) what scientists outside of DFO were consulted; (d) for each directorate and program specified in (a), what is the number of current full-time, part-time and contract scientific positions; (e) for each directorate and program specified in (a), what is the number of full-time, part-time and contract scientists who have been given “workforce adjustment” letters; (f) for each directorate and program specified in (a), what is the number of full-time, part-time and contract scientists who are going to be moved out of their current “job functions”; (g) what are all programs run by a single scientist who has been given a “workforce adjustment” letter, and, for each program identified, what, if any, steps have been taken to make sure that the program continues; (h) what process will be followed to place scientists in appropriate research areas; and (i) has the government taken steps to limit the effects of the cuts on scientists whose high level of specialization in a particular field may make finding an appropriate replacement position impossible?

Fisheries and Oceans December 14th, 2011

Mr. Speaker, DFO scientists on the chopping block say the minister's reckless cuts put fish stocks in further jeopardy, but they are afraid to go public. They saw what happened to their Environment Canada colleagues who spoke out against these Conservatives.

Is strong-arming scientists part of the strategic review that the minister talked about yesterday? Why is the minister bullying DFO employees? Does he not understand it is their job to protect Canada's fish stocks?

Mr. Speaker, Canada's coastal communities deserve better than that out-of-touch response.

The simple fact is that up to 400 staff of the Department of Fisheries and Oceans are on the chopping block. Many are scientists on the front line of conservation and fisheries management. According to the commissioner, science is more important than ever.

Why are the Conservatives firing hundreds of fishery scientists and gutting monitoring programs just when they are needed most? Why are they turning their backs on coastal communities?

Atlantic Canada December 12th, 2011

Mr. Speaker, the government has given Atlantic Canada the hook yet again.

This time it is 200 jobs at the Department of Fisheries and Oceans gone. Instead of investing in science, marine safety and fisheries management, the government is callously handing out pink slips. Add this to the 100 ACOA jobs slashed in October, and it is pretty clear the government has it in for the good people of Atlantic Canada.

Why is the government carelessly and irresponsibly slashing good-paying jobs that support Atlantic Canada? Why the grudge?

Criminal Code December 12th, 2011

Mr. Speaker, I wish to thank the hon. member for Kildonan—St. Paul for her dedication to this important issue. I am honoured to have the opportunity to speak in support of legislation that would strengthen Canada's ability to prosecute human traffickers.

Bill C-310 is an important piece of legislation that proposes an amendment to section 7 of the Criminal Code which would add the current trafficking in persons offences to the list of offences which, if committed outside Canada by a Canadian or permanent resident, could be prosecuted in Canada.

I proposed a similar type of legislation, Bill C-212, which would empower the courts to prosecute the offence of luring a child when the offence is committed by a Canadian or permanent resident outside Canada's borders. Giving our courts the ability to prosecute offenders regardless of what jurisdiction the crime was committed in is an important tool in combatting crime like human trafficking or child exploitation in the 21st century.

Bill C-310 also proposes an amendment that would provide evidentiary definitions for exploitation by providing specific examples of exploitative conducts, such as use of threats, violence, coercion, and fraudulent means. The courts would be able to provide clear examples of exploitation.

Human trafficking, also referred to as the modern day slave trade, is a despicable crime against humanity that I know all members of this House would agree requires our utmost efforts to eliminate.

The international trafficking of people is a problem larger than average Canadians would assume. We often hear stories of the sex trade of women and girls, and men and boys occurring in faraway countries. However, when it comes to human trafficking, Canada is a destination country, a transit country, and a source country. Up to 16,000 people are trafficked to or through Canada every year.

The U.S. state department estimates there are between 600,000 and 800,000 global victims of human trafficking each and every year. While the majority of victims are women and girls, men and boys are also victimized. Regardless of gender, victims are knowingly lured into a criminal world that views them as objects, to be bought and traded, used for a certain amount of time and, in many cases, discarded when they no longer serve the criminals' purposes.

As a source country, many of our young vulnerable Canadians have been lured away from communities by the prospect or the promise of economic opportunity, and then sold into a dark underworld that steals from young people their freedom, their hope and, in some cases, their lives.

In Canada, we know young aboriginal women are particularly vulnerable to being victimized by traffickers and other parasitic criminals. We know about the Stolen Sisters, some 500 missing or murdered aboriginal women from across Canada. In northern British Columbia, Highway 16 has earned the unfortunate moniker “Highway of Tears”. There are a series of unresolved disappearances and murders of aboriginal women in the region and of course, we know of the dozens of prostituted women who have fallen victim to unspeakable crimes in Vancouver's Downtown Eastside.

In Canada, and around the world, victims of human trafficking and other forms of exploitation often come from the impoverished and marginalized conditions that make them vulnerable to violence and abuse. What cannot be ignored when discussing human trafficking is its root cause, which is poverty.

Growing economic inequality across the globe is a major cause for concern. In fact, this is the foundation of the occupy Wall Street protests and the similar protests it has sparked in Vancouver, Toronto, Montreal, Ottawa and, indeed, across the globe. Economic inequality creates conditions where people are desperate to provide a more secure future for themselves and for their families.

As labour markets increasingly see no borders, people are easily preyed upon by those offering the promise of a new job in a prosperous country. Once they fall into the trap, they are often manipulated into believing they themselves are criminals and oftentimes, the safety of their families are threatened should they ever try to escape.

Predators of human trafficking are often highly sophisticated, multinational criminal organizations that are experts at trading humans, just as they would weapons, drugs or firearms. The existence of modern-day criminal organizations like this requires our governments to enact clear, legal frameworks to protect victims and prosecute offenders. Experts argue that to effectively combat human trafficking we must adopt a three-pronged approach: prevention, prosecution and protection.

Bill C-310 would strengthen our ability to prosecute human traffickers. I believe Canada must also take steps to strengthen the prevention of human trafficking and the protection of its victims. In so many complex issues our community faces today, the key to achieving success is prevention, but often politicians have a difficult time justifying investing taxpayer dollars in preventive measures, which, despite a policy's proven effectiveness, may not have the same immediate gains like a new ice rink or a ribbon-cutting ceremony would.

In terms of prevention, we know that education is the key. A lack of awareness about the issue of human trafficking persists in our society. We need a national strategy to combat human trafficking that emphasizes coordination and partnership with various levels of departments of government, the RCMP, other countries, non-profit organizations and others. This level of coordination is key to ensuring protection is adequately provided to the victims of human trafficking.

There are many obstacles to identifying the victims of human trafficking. Oftentimes the first and only opportunity to identify them is at the border when many of them may still falsely believe that they are entering the country for legitimate purposes.

When we come across a potential victim of human trafficking, there are many challenges to providing the necessary elements of protection. We must protect them against unjust detention and deportation. There is a need for support services, such as shelter, health care and counselling. As I mentioned earlier, the lives of these victims and their families are often threatened, which makes it imperative that we offer witness protection services.

Members of the House have spoken about the police resources required to combat human trafficking. Our communities have been asking the federal government to provide adequate levels of resources so police can do their jobs. Canada's New Democrats have been calling for an increase of 2,500 police officers and resources to combat gangs and gang violence and to prevent our youth from being lured into criminal organizations.

In 2006, the government issued new guidelines for the issuance of temporary resident permits to victims of human trafficking, a step forward in combatting this serious crime. However, these permits have had their shortfalls. According to the Canada Council for Refugees:

—the temporary residence permits have proven inadequate: they are discretionary and are not always offered to trafficked persons; they impose an unreasonable burden of proof on the trafficked person; and the mandatory involvement of law enforcement agencies has deterred some trafficked persons from applying.

Canada's official opposition is calling on the government to provide victims of human trafficking a permanent option to stay in Canada. We call for this in part due to the shortcomings of the temporary resident permit, but also because of the very nature of this heinous crime. Victims must be given the choice to remain in Canada as permanent residents. They must be protected from prosecution themselves. There must be mechanisms in place to ensure victims are offered a full range of support services rather than treated as criminals.

I am hopeful that all members rise to speak in support of this bill. They will recognize that the fight against human trafficking is not over. Much work remains to be done to ensure that our country is doing all it can to combat the widespread scourge of human trafficking.

I would again like to recognize the efforts of my hon. colleague from Kildonan—St. Paul and would call on all members of the House to support Bill C-310.

Newfoundland and Labrador Fishery Rebuilding Act December 8th, 2011

Madam Speaker, I rise today to speak in support of Bill C-308, Newfoundland and Labrador Fishery Rebuilding Act. I want to acknowledge my colleague from St. John's South—Mount Pearl for his tireless advocacy for the Newfoundland and Labrador fisheries and the people who depend on them.

In July 1992, John Crosbie, the then federal minister of Fisheries and Oceans, called for a moratorium and closed down the northern cod fishery. The cod fishing moratorium was supposed to last two years. We are approaching the 20th anniversary and there is still no rebuilding plan in place.

Newfoundland and Labrador commercial groundfish fisheries have seen little if any recovery since the early 1990s. The people of Newfoundland and Labrador had fished their waters for cod for over 500 years. It was said by British fishing captains in the 1600s, that the cod “was so thick by the shore that we hardly have been able to row a boat through them”.

The cod fishery was the backbone of Newfoundland and Labrador and the closure cost 39,000 people their jobs. It devastated coastal communities, which have yet to recover. This was the largest layoff in Canadian history. Approximately 80,000 people have left Newfoundland and Labrador since the cod fishery collapse.

The East Coast Report, an interim report tabled in the House of Commons by the Standing Committee on Fisheries and Oceans in 1998, helped to frame the social and economic implications of the collapse of groundfish in Newfoundland and Labrador. Many people who appeared before the committee explained the devastating financial effect of the collapse on their personal lives. In communities across the province, it was clear the way of life that existed for hundreds of years was being lost.

In the same report, witnesses indicated that fishermen in coastal communities had very little confidence in the ability of the Department of Fisheries and Oceans to manage the fishery. There were complaints that DFO policy-makers in Ottawa had no grasp on local issues. Further, there were concerns about enforcement, science and foreign fishing. I reference this report and the testimony because several years later we still have not addressed these concerns.

There have been studies on the collapse of the fisheries in Newfoundland and Labrador over the years. There have been several recommendations made. One of the last reports produced by the Standing Committee on Fisheries and Oceans was entitled “Northern Cod: A Failure of Canadian Fisheries Management”. The report stated:

Concluding that overfishing was the cause of the collapse of the northern cod stock should not surprise anyone. Others who have studied this issue have come to the same conclusion. However, the Committee felt that it was necessary to travel to Newfoundland and Labrador to fully understand the factors that allowed the “world's greatest fish stock” to be grossly overfished for so many years. In our view, the major factor was clearly mismanagement.

It also concluded that the failure of the northern cod to re-establish itself was a lack of vision and long-term planning.

Nothing has been done with this report. These recommendations have yet to be acted on. There has been very little real analysis as to what has been successful and what has not.

The Conservative government likes to talk about streamlining and modernization, implying that fisheries should be run like a business, but successful businesses create plans with vision, goals and targets. Successful businesses understand the importance of innovation and research. None of this is happening.

The Minister of Fisheries and Oceans recently stated that “the fishery is broken”. However, rather than implementing the recommendations from the 1998 report and the 2005 report of the Standing Committee on Fisheries and Oceans, the government is moving backward and making cuts to the department, including science and enforcement. Instead of putting forward a concrete plan to rebuild the fisheries, the government is determined to move forward with its reckless cuts.

We need to take a serious look at the future of Canada's fisheries and our many coastal communities and their local economies. This bill provides a real opportunity to take a fundamental look at the direction of Canada's fisheries and how we might rebuild our once great fishery.

Hans Rollman, a Newfoundland columnist for The Independent, wrote:

In short, this is not just an inquiry to lay blame for some long-over historical event. This inquiry is about our future. If it does not happen, we will be unprepared, uneducated, and unable to meet the demands and challenges our future world and economy...

It could examine DFO enforcement programs and determine whether they are truly underfunded or ill-equipped to deal with current problems or future problems, like our changing ocean ecosystems. The inquiry could examine the environmental impacts of fishing technologies, the distribution of inshore and offshore quotas, the quota allocation system and allowable catches or limits. It could inform the minister and the department what type or scale of fisheries we would need or how we would move forward to a truly community-based fishery based on co-operative management. It could help us learn how to prevent future collapses or deal with unprecedented changes to our oceans, whether it is climate change, acidification, overfishing, pollution or habitat loss.

All of this could be achieved by doing a serious examination of the greatest fisheries collapse in Canadian history. We owe it to future generations to act now. That is why this bill must pass. Canadians deserve an inquiry that will pose real solutions and rebuild what has been lost. As the bill states:

—the fisheries are a renewable resource which can, with revitalized conservation and management practices, be rebuilt for the benefit of present and future generations and contribute towards the economic growth of rural Newfoundland and Labrador and all of Canada;...

I urge all members of the House to support Bill C-308.
