Mr. Speaker, we certainly understand how important the food fishery is to Newfoundlanders and Labradorians. That is why we are looking into the matter to see if there is any way we can extend the food fishery so that people will be able to go and get their food for the winter.

Mr. Speaker, with regard to (a) and (c), the Newfoundland and Labrador recreational groundfish fishery’s current management allows for two fishing periods during the year, a 23-day summer season, and a 9-day fall season. During these fishing periods, recreational fishers are permitted to catch up to 5 groundfish per day, including cod. However, the maximum boat limit when three or more people are fishing is 15 groundfish. There is no requirement for licence or tags, and the fishery is open to both resident and non-resident recreational fishers. Fishing is only permitted using angling gear and handlines with a maximum of three hooks. Retention of Atlantic halibut, northern and spotted wolffish, and any species of shark is prohibited.
There is no reporting system for landings for the recreational groundfish fishery in Newfoundland and Labrador and exact estimates are uncertain; however, the department monitors the fishery to ensure compliance with conservation measures. An analysis of Fisheries and Oceans science cod tags returned over the past seven years suggests that recreational landings may be substantial.
With regard to (b), there is no data related to landings in the recreational fishery, therefore this question is not applicable.

Mr. Speaker, I meet with the P.E.I. Fishermen's Association on a regular basis, and with a number of other fishermen's associations as well. For the hon. member's information, he says that we do not help the fishermen, but let me give these statistics: in 2009, the value of lobster sold was $507 million. In 2013, that value is $680 million.
When it comes to an extension of the season, that decision will be made based on science.

Mr. Speaker, Canada's aquaculture system is one of the most rigorous in the world. Fish-farming licences are subject to thorough review and oversight as well as stringent regulations to protect our aquatic species.
The recent court decisions deal with two subsections of one licence condition associated with aquaculture facilities in B.C. We are currently reviewing the decision and the member opposite should be aware it is inappropriate to comment further at this time.
Canadian Coast Guard April 28th, 2015
Mr. Speaker, we have improved our ability to respond to these events, including new funding, new tools and ensuring that the companies responsible are the ones who pay. Under our government, investments in the Canadian Coast Guard have increased by 27%. By the way, the opposition voted against this.
The situation in Quebec that the member speaks of is currently being monitored by the Coast Guard.

Mr. Speaker, the department is in discussion with the association and the province, and will consult lobster fishers on this matter. We will continue to work with our partners to get agreement on a way forward.
However, increasingly consumers demand traceability of their food products and industry certification demands additional information from the industry.

Mr. Speaker, I can assure the hon. member that the Coast Guard continues to regularly monitor the Manolis L site with Canadian Coast Guard vessels and Transport Canada aerial surveillance. As recently as this morning, we were out there.
Should conditions change, the Coast Guard is prepared to move swiftly and take further action as necessary. I can assure the hon. member that I have instructed Coast Guard officials to review long-term options for the Manolis L.
If environmental response is important to the member, he will support our budget.
