Mr. Speaker, I would like to remind the hon. member that there was an independent review that was actually initiated by the old government. Its programs received failing grades. We decided that they were not effective for taxpayers and not effective in cutting greenhouse gases. Our party will not continue to fund programs that do not work.

The numbers speak for themselves. Greenhouse gases went up each and every single year that the old government was in office. This government is working to bring about real change for Canadians and the environment.

Mr. Speaker, the Minister of the Environment and I are working very much on this issue.

I would remind the hon. member that yes, we have cut some programs which were deemed ineffective and not in the taxpayers' interests and received failing grades. I want to remind the hon. member that under the previous government greenhouse gases went up to 30%.

You might want to look at the programs you created and actually see if they were working. This government is committed to real change.

[Gasoline Prices, April 24th, 2006]

Mr. Speaker, the member will know that the price of crude oil is driven by global market forces largely beyond our control. There is a number of factors.

We are doing everything we can as a government to bring stability in this area. We will begin by reducing our own taxes in Canada by cutting the GST from 7% to 6% to 5%, providing the broadest tax relief for Canadians that will benefit every single Canadian in this country.

Mr. Speaker, the hon. member will know that the Competition Bureau has investigated this matter at least five separate times. Each and every single time it has found that there were no improprieties. Nothing was done wrong.

The government is going to provide relief. It is going to deliver on its campaign commitment and reduce the GST from 7% to 6% to 5%.

Mr. Speaker, I know the hon. member wants to work with us to achieve results.

What has happened is there have been a number of programs initiated by the previous government. There was an independent review initiated by this government. There were a number of programs that were deemed to be ineffective and not working. I can assure the hon. member that we are going to implement this review which shows that these programs are not working and are not in the interest of taxpayers.

We will, however, develop programs that will actually reduce greenhouse gases, and I look forward to working with the hon. member to achieve those results.

Mr. Speaker, if the member opposite wants to talk about his government's record, I am happy to do that. As the Prime Minister said, after spending billions and billions of dollars, greenhouse gases have gone up 30% more than the Liberal targets.

Those programs that are deemed not working, not effective by an independent program review that the old government initiated, we are not going to fund. It is not in the interest of the taxpayers.

We will develop a made in Canada solution and bring programs forward that will actually reduce greenhouse gases.

Mr. Speaker, I would like to remind the member that the previous old Liberal government initiated a program review. We are not going to fund programs that are ineffective and not in the interest of taxpayers.

Where the review identifies programs or parts of programs that are not working, it is not in the interest to continue that funding, and we will stand by those decisions.

Madam Speaker, I believe it can be changed. I think it can only be changed with a new government. I will give the House a commitment that a new Conservative government would listen to ideas from people from every party and bring forward those good ideas, to bring changes, and to bring that respect back.

The bottom line is that the only way we can change people who believe that they are entitled to the entitlements is to remove them. It has spread through this Parliament like a cancer. Its tentacles have reached every single corner of this Liberal government. The only way we can bring back and restore integrity, accountability and respect to this place is by removing the Liberal Party from office.

I will gladly say it outside.

Let me say it here first. He took in fees of $350,000 to $400,000. He went to the company that paid them and forced them to pay them back because they were illegal. They were wrong and Mr. Dingwall is still sitting with them.

I am talking about a culture of entitlement. Liberals believe they are entitled to their entitlements. It is a culture of arrogance. Those are the facts. That is what has happened. That is what we have seen for eight years. That is why the sponsorship program went on and the subsequent scandals continue to this day. The government needs to be defeated to restore integrity in this institution and bring back some type of accountability. Those are the facts.

Let me remind the member that the Liberals stole millions of dollars. If he claims they are innocent, why did the Liberals pay $1.14 million dollars back? They have admitted their own guilt.

Unfortunately, in our justice system, what is the Liberal justice of the worst scandal in this country, where millions of dollars were stolen? Not one person has gone to jail. After a scandal that is over eight years old, one person is sitting in his living room serving house arrest and running across the country teaching ethics to university students. That is the idea of Liberal justice. Those are facts. They cannot be refuted.

It is time that the government was thrown out. It is time that Canadians had a say. I look forward to one week from now when there will be a clear motion of non-confidence in the government. It is too arrogant to accept a proposal, a compromise reached by all other parties, to allow Canadians to avoid a Christmas election. Its own arrogance is coming across right now and I look forward to the judgment from the Canadian people.

Madam Speaker, all of the statements I made are based on fact. Let me talk quickly about Col. Frazer. I know him as a very good friend. The member stated that if it was not for Col.Frazer's appointment to the Veterans Review and Appeal Board, I would not be here. That is absolutely false.

Col. Jack Frazer retired as a member of Parliament and many months later was offered an opportunity to serve on this board. My place here has nothing to do with his appointment. He had already retired. In fact, Col. Frazer would never ever accept an appointment if he had not given up his seat. If the member is suggesting that his appointment had something to do with his vacancy, he is sadly mistaken. He is probably a man with the highest integrity that I could ever meet.

I did say that Art Eggleton, who was embroiled in a scandal and forced to resign from office, was rewarded. Those are the facts. He was rewarded by the Prime Minister with a Senate seat. Mr. Dingwall, a former cabinet minister, was given an appointment and is now embroiled in another scandal, accepting hundreds of thousands of dollars in kickbacks and fees, and is not denying them. He is accepting them. In fact, the current minister--
