Mr. Speaker, this government treats every Canadian the same. I find it remarkable and hypocritical to hear that party that opposes every environmental measure this government brings forward talk about the environment.

Mr. Speaker, this government takes the quality of our lakes and the environment very seriously and acts assiduously. The Coast Guard of course does this, as well as Transport Canada.
My hon. colleague should support the measures this government has taken in this regard.
Fisheries and Oceans November 21st, 2005
Mr. Speaker, under the leadership of the Prime Minister, we continue to make the fight against overfishing a top priority, as we saw again last week at the APEC summit in Korea. We are also putting our words into action. Because of our enhanced enforcement on the Grand Banks, the number of vessels fishing groundfish last week was down by nearly 70% since over the last two years. There is more work to be done, but our strategy is working.

Mr. Speaker, the Government of Canada is honoured to be hosting this very important conference. The Minister of the Environment is doing an excellent job preparing for this event.
Canadians know the impact of climate change. Canadians know what it will be. They want politicians to work together to do something about it. The international community gets it, the government gets it, but that party wants to bring the government down and prevent us from playing a full leadership role at that meeting.

Mr. Speaker, I am surprised that my hon. colleague from the NDP would ask a question on the matter of the environment today, the day after respected Canadian environmentalist Elizabeth May, president of the Sierra Club of Canada, publicly stated that it is critical that the government be fully functional for the COP 11 meeting in Montreal on climate change.
In fact, she said yesterday that for an election to be going on during the course of this conference would be the nightmare scenario that every environmental activist around the world has been hoping would not happen.

Mr. Speaker, to absolutely clarify this, I had this information provided to me today. First, there were no Canadian groundfish vessels using bottom trawl gear in the NAFO regulatory area from 2001 to 2005. That is the first point, and it is very important.
The second point is that in 2001 one Canadian shrimp vessel used otter trawl gear for 31 fishing days in the NAFO regulatory area beyond the 200 mile limit. In 2003 two Canadian shrimp vessels used otter trawl gear in the NRA for 27 fishing days.
I have one more point. There were no Canadian shrimp vessels using this gear in NRA in 2002—

Mr. Speaker, I spoke with the captain yesterday. They are about four days from Halifax. The crew is anxious to be home. They are tired, but proud of the job they have done.
Canadians are also proud of their work and their assistance is deeply appreciated by the U.S. In fact, the commander of the U.S. Navy's northern command has written a letter to thank the officers and crew for this historic operation.
I know that all members of this House will join me in expressing our pride and thanks to the crew of the Sir William Alexander for a job well done.

Mr. Speaker, I thank my hon. colleague for his support of the Atlantic salmon endowment. I am very pleased that the government approved this. We are working with the provinces and officials on getting this completed. Obviously it takes time to put in place the proper procedures. I expect that they will be finished very soon.
I appreciate the fact that members recognize the importance of the $30 million investment this government is making to protect Atlantic salmon.

Mr. Speaker, in fact over the past three years in the NAFO regulatory area there were no Canadian vessels using the kind of gear that was displayed yesterday on the Hill by the group that was here. In fact, inside Canadian waters Canada is the only country in the world with toggle and chain regulations ensuring minimal contact between the ocean floor and the shrimp trawl.
