Mr. Speaker, Canadian NAFO inspectors have made more than 130 boardings and inspections of ships this year. In fact, they found evidence that infractions have decreased as a result of these efforts. We also know that one-third less foreign boats are on the nose and tail this year. The fact is that our strategy is working.

Mr. Speaker, because of our actions over the past 10 days, the foreign vessels on the Grand Banks have moved to deeper waters where they are not directing their efforts toward fishing species like cod that are under moratorium, or they have been called back to their home ports. That is being effective.

Mr. Speaker, perhaps my hon. colleague would like to hear what his own leader said about this very issue not long ago in Moncton, New Brunswick. He said:

I will endeavour to substantially reform the North Atlantic Fisheries Organization so that Canada's fish stocks would be better protected, and I would reserve the right to take unilateral action to protect them if these international arrangements fail

Clearly, his emphasis is on the NAFO.

Mr. Speaker, my hon. colleague knows that this line is nonsense. He knows that this in fact has been a priority of the Prime Minister for a long time. When I was appointed Minister of Fisheries and Oceans, the Prime Minister made it very clear to me that this was an important priority. It has been a priority for me and for this government and it will continue to be.

Mr. Speaker, it is not at all surprising to me that the hon. member would take a defeatist attitude toward this issue considering his leader's attitude toward Atlantic Canadians.

We are taking a serious, strong attitude toward this. The fact is that last week there were 14 ships out there fishing in the area of the moratoria species and now they are not fishing in that area. We forced them away. Today there are only four vessels left in the area at all, and they are all in the areas where they are allowed to fish.

Mr. Speaker, the government's efforts to stop illegal fishing on the nose and tail of the Grand Banks have resulted in nine boardings in the last week. More important, this pressure from our Coast Guard and navy has driven the foreign fleet into deep water where they cannot fish moratoria species. Officials informed me today that last week where there were 14 Portuguese vessels out there, this week there are only five.

Mr. Speaker, I was pleased to hear this afternoon that in fact the Portuguese government has hauled the ship, the Brites , back to port in light of the clear evidence in St. John's. Canada is prepared to provide physical evidence of illegal fishing to the EU and we expect Portugal to throw the book at these bad actors.

Mr. Speaker, yesterday in debate on Bill C-33 I indicated that I would table certain correspondence in relation to consultations on that bill. I wish to do so now.

Mr. Speaker, in fact my hon. colleague may be aware that there was a study done on this issue. There was a report done not that long ago by Mr. Allister Surette, who studied the issue.

As he should know, there is a conflict between the fishermen of Prince Edward Island and herring seiner fishermen from New Brunswick who have different views about this matter. My department has been consulting as a result of this report and will be announcing results of that consultation in due course.

Mr. Speaker, I am following this issue very closely and working on it. In fact, my hon. colleague ought to know that not long ago I announced an additional $17.5 million to increase our at-sea patrols. We have been boarding these vessels and we are boarding them. If we find improper activities, we are going to prosecute those activities. We are taking effective, strong action.
