With regard to the use of government-issued credit cards by Ministerial exempt staff, for each Minister since February 6, 2006: (a) how many Ministerial exempt staff failed to pay the amount owing within the required time frame; (b) for each case identified in (a), (i) what is the name of the Ministerial exempt staff member, (ii) what was the amount owing; (c) how many Ministerial exempt staff used government-issued credit cards for non-governmental business; (d) for each case identified in (c), (i) what is the name of the Ministerial exempt staff member, (ii) what specific transactions were made and for what amounts; (e) how much has the government had to pay to cover the delinquent accounts of Ministerial exempt staff; and (f) of the amount in (e) how much has the government recovered from the relevant Ministerial exempt staff members?

With regard to government communications: (a) what was the cost of (i) producing, (ii) printing, (iii) distributing an insert concerning Old Age Security (OAS) policies, distributed with OAS cheques or stubs in the spring of 2012; (b) what was the purpose of the insert; and (c) was the distribution complete to all OAS recipients, and, if not, what was the geographical or other distribution, and how was that distribution determined?

[Academic Achievements, June 18th, 2012]

Mr. Speaker, I rise today to honour three extraordinary young women in my riding.

Emma Archibald of Bedford, who attends Charles P. Allen High School, won a McEuen Foundation scholarship to attend the University of St. Andrews in Scotland.

Terra Lanteigne of Hatchet Lake, who attends Bedford Academy, won a gold medal in the junior grade category in this year's Canada-wide science fair.

Julia Sarty of Bedford, a Gorsebrook Junior High School student, won a bronze medal in the intermediate grade category of the Canada-wide science fair.

The hard work, dedication and achievement of each of these three young people is a testament to their character. Their parents and teachers have reason to be proud. I am sure members will join me in congratulating them.

Mr. Speaker, on a point of order, I think my hon. colleague, the member Malpeque, may be a bit devastated to have heard that I resemble him, apparently. He was not here for the vote and I was. I did vote in favour, but I think I was mistaken for the member for Malpeque.

[Shipbuilding Industry, June 12th, 2012]

Mr. Speaker, defence experts warn that the national shipbuilding program is in jeopardy due to Conservative bungling.

It is worrisome that there is not one signed shipbuilding contract. This would not be the first time the Conservatives failed to deliver on their promise. Arctic icebreakers, supply ships, armoured trucks are just a few examples.

The government is always big on photo ops, but short on delivery. How can shipyard workers have any confidence in the government's job promises?

Madam Speaker, I enjoyed my hon. colleague's comments about the possible environmental impacts of the budget bill. They are certainly very worrisome.

Would he like to talk about his views in relation to the changes to the old age security program?

Madam Speaker, by April 2008, three years after the government came into office and before the recession began, the country was back in deficit, as my hon. colleague may know. By March 31, 2009, the end of that fiscal year, there was a deficit of $5.8 billion and stimulus spending did not start until later that year. In fact, by June of that year there were articles in which municipalities were complaining that it still had not started.

In view of the fact that the government put us in deficit before the recession began, how much responsibility does she feel her government bears for the cuts that are now resulting?

Madam Speaker, a few minutes ago, the member for Renfrew—Nipissing—Pembroke suggested that the reason we have a deficit now is because of the stimulus spending, and that there was not one until then. I wonder if my hon. colleague agrees with that, in view of the fact that by April and May of 2008, six months before the recession began, this government had put the country back into deficit, that the budget brought down eight or nine months later, in January 2009, was for the 2009-10 fiscal year, which did not start until April 1, 2009. That was a year after the deficit of this government began. Of course, that money did not really go out the door. If we look at the record, we will see that the municipalities were complaining the following summer of 2009 that it still had not started. Really, the stimulus money did not actually start until the fall or late 2009. Therefore, how can the member opposite claim that the deficit was created because of the stimulus spending?
