Mr. Speaker, the previous commissioner of official languages reviewed the military's plan for languages and found it to be quite satisfactory.

Mr. Speaker, I will say again that there are three investigations going on. We are not going to interfere with those investigations. We will find out if there is anything at the bottom of this. If there is not, it will go away.

Mr. Speaker, there are three investigations going on right now by the national investigation service, a board of inquiry, and the Military Police Complaints Commission. When they get to the bottom of the issue, either there will be some abuse or there will not be abuse. They will decide it.

Mr. Speaker, for years and years, the language commissioner has reported that the defence plan for bilingualism failed. Year after year it failed. Once we get to a situation like that, it is time for a change.
We have developed a new plan that will ensure that the military within the defence department will meet all the mandates of the Official Languages Act.

Mr. Speaker, the member's allegations are outrageous. In our plan, all senior officers, colonels and above, will be bilingual. That is in the plan. The member is asserting something that is not accurate.

Mr. Speaker, we had an agreement signed in December 2005, which details the handling of prisoners. It also says that all rules of war must be followed. The Red Cross has reviewed this document. It has also reviewed our handling of prisoners. The president of the Red Cross said that we were doing outstanding work.

Mr. Speaker, as I said earlier, there are two investigations going on and potentially a third. Whatever results we get from these investigations will be made public. We will get at the root of the matter, if there is something to get at.

Mr. Speaker, as I have just said, there are two investigations going on, and perhaps three investigations, to find out whether there is any truth to this allegation. At the moment we have an allegation, which will be investigated. If there is truth to it, corrective action will be taken. If there is no truth to it, it will pass away.
