Mr. Speaker, no specific details were provided, but we acted immediately on this information, and non-partisan public officials contacted Mr. Walbourne to take the appropriate action. We know that we have a lot more work to do in making sure we create the confidence for women to be able to come forward, and that is the work that is currently ongoing to get this done.

Mr. Speaker, as we said, we have a lot more work to do, when it comes to supporting the women in the Canadian Armed Forces. There is work that we have done, when it comes to passing Bill C-77, and with the sexual misconduct response centre. We have been taking important steps, but clearly we have a lot more work to do to make sure we have an absolutely harassment-free workplace in the Canadian Armed Forces. That is the work Madam Arbour is doing. The work, when it comes to military justice reforms, will also be presented. We have a lot more work to do. We are going to get this done.

Mr. Speaker, I want to make it very clear that we did not know the nature of the specifics of the case when the information was brought forward, but we are absolutely committed to making sure that we create the culture change that is needed in the Canadian Armed Forces and making sure we have an absolutely inclusive work environment that is harassment free for all women in the Canadian Armed Forces. That is a goal we will continue to work toward.

Mr. Speaker, I will let the member opposite continue down the mud-slinging partisan politics and I will always remain committed to the women and men of the Canadian Armed Forces, something that I have been committed to from day one. When it came to our defence policy adding the funding that is absolutely needed, we made sure that we had a gender-based analysis plus conducted in everything that we do. Absolutely, we have a lot more work to do. We have not been able to go far enough to support the survivors, but we absolutely will and we will get this done.

Mr. Speaker, I would ask the member opposite to put the hyperpartisan politics aside and work together as parliamentarians so we can create the culture change that is needed for the Canadian Armed Forces. I look forward to the recommendations of the committee. As we stated, all options are currently on the table to make sure that we can take a much bolder step, because yes, we do owe it to our women in the Canadian Armed Forces to have an absolute harassment-free workplace in the Canadian Armed Forces, something we are absolutely committed to doing.

Mr. Speaker, it is clear that measures that we have already put in place have not gone far enough and we need to move faster and we will.

That is why in budget 2021, we are committing $236 million to eliminate sexual misconduct and gender-based violence in the Canadian Armed Forces. We are expanding the reach of the sexual misconduct response centre and we listened to our survivors and we are going to be adding online peer-to-peer support as well. All options to create a safer future for women who serve in the Canadian Armed Forces are going to be considered, to change the culture.

Mr. Speaker, I want to make it very clear that I absolutely disagree with the member's assertions. Any time any complaint was ever brought forward, it was immediately acted upon, just like this one. When Mr. Walbourne brought information forward, it was immediately acted upon and it was followed up the very next day. For the member to assert otherwise is absolutely false.

Mr. Speaker, I want to make it very clear that when the information was brought forward, it was immediately passed on to non-partisan public servants at the Privy Council Office who are in charge of Governor in Council appointments and they followed up the next day. No politician should ever be involved in any type of investigation.

Nonetheless, we are going to stay focused on creating that culture change in the Canadian Armed Forces to make sure we have a harassment-free workplace in the Canadian Armed Forces. That is our goal.

Mr. Speaker, Canadian Armed Forces members make enormous sacrifices to protect Canadians, regardless of rank or gender, and have an undeniable right to serve with safety. It is clear that we have not lived up to our responsibility to protect members from misconduct, and that is why we have announced that Madame Louise Arbour will lead an independent external comprehensive review into harassment and sexual misconduct to make even bolder recommendations and changes to the Canadian Armed Forces. We have also named Lieutenant-General Jennie Carignan chief of professional conduct and culture. These are just some of the initial steps. We have more to do.
