Mr. Speaker, a group of experts has said that $3 billion is handed out every year in tax credits for research and development and that this does not have any significant impact on economic growth and business development. Yet the government continues to provide ineffective tax credits.
Will this government recognize that it would be better off creating a plan to help businesses innovate and create jobs?

Mr. Speaker, I thank my colleague from Rivière-du-Nord for his speech and for the passion and enthusiasm he put into defending the creators of our culture. I would like to hear more on the previous question about how this bill does not take into account creators of culture and how culture is disseminated. Canada is a big country, but our creators are often not encouraged to disseminate Canadian and Quebec culture. How could this bill be detrimental to the dissemination of our culture?

Madam Speaker, I would like to thank the hon. member for his speech. I have the pleasure of serving with him on the Standing Committee on Industry, Science and Technology, which, of course, studies science and technology.
I would like to know if the hon. member feels that the bill before us considers technological advances, and all the new technologies that are popping up and evolving every day. Does he feel that this bill addresses the rapid evolution of the technologies currently used to disseminate culture and all the elements covered by this bill?

Mr. Speaker, the expert panel's report on research and development confirms that the government's innovation strategy is a failure. This government's lack of long-term vision is costing us jobs and reducing our ability to compete internationally. This government must do more to be a leader in innovation, because Canada is only marking time.
When will this government finally help the businesses and researchers that innovate and move Canada forward?

Madam Speaker, I want to thank the hon. member for Charlesbourg—Haute-Saint-Charles for her eloquent speech. I was very glad to hear her talk about the gaps between the rich and the poor and the long-term cost of that to society.
In her opinion, what new or existing mechanisms could the government use to narrow those gaps?

Mr. Speaker, I want to thank my NDP colleague for providing us with a very interesting and informative overview of other models.
Canada's situation is often compared to the situation in the U.S., but there are some very clear differences between the two countries. We are always inclined to want to imitate the U.S. model, even though it is not in line with Canadian values.
The hon. member touched on the issue of the growing gap between the wealth of a few and the impoverishment of many in Canada. I would like him to elaborate on that point and explain the societal cost of this growing gap between the rich and the poor.

Since I myself am also a member for the Montreal region, I would like to know what solutions he proposes to stimulate job creation in his riding in eastern Montreal in particular, as well as across the island of Montreal.
What sectors would he promote? What solutions does he propose to stimulate job creation?

Mr. Speaker, I would like to thank the Parliamentary Secretary to the Minister of Citizenship and Immigration for elaborating on one part of the bill that is before us.
I would like to ask two questions pertaining to two parts of the bill. First, what concrete measures will ensure that temporary foreign workers will not be exploited? And how will the Minister of Citizenship and Immigration verify the working conditions of foreign workers to ensure that they are not being exploited?

Madam Speaker, I would ask the hon. member for Burlington how the bill would address the human smugglers' criminal activities and how it would prosecute them.
Restoring Mail Delivery for Canadians Act June 25th, 2011
Mr. Speaker, this is a clear illustration of the strength that a community that stands up for the rights of workers can have. Currently, the economy is out of control and the profits of large corporations are not being redistributed. That is partly what is being expressed here and what we want to rectify. We want to see a power relationship in which a community, where there is strength in unity, can defend the rights of workers.
