Madam Speaker, when the Conservatives were in power, my community in Windsor had an unemployment rate of 11.2%. Under the Conservatives, Canada lost 300,000 manufacturing jobs.

Can the hon. colleague speak to the incompetence of the Conservatives in terms of job creation?

Employment Insurance Act February 28th, 2024

Madam Speaker, I am pleased to have the opportunity today to participate in this debate on the bill introduced by the hon. member of Parliament for Battlefords—Lloydminster.

I want to thank the member for bringing attention to an issue that matters to Canadians. Adoptive parents have been telling us that they want a new employment insurance benefit that provides them with the same number of weeks as birth parents. Currently, under the EI program, workers who are pregnant or have recently given birth, including surrogates, can receive 15 weeks of maternity benefits to support their recovery from pregnancy and childbirth. This is in addition to the 40 shareable weeks of standard benefits, or up to 69 shareable weeks under the extended option.

Adoptive parents also have access to support under the EI program. However, parents of adopted children are eligible for only 40 shareable weeks of standard benefits, or up to 69 weeks of support. In short, the difference lies in the fact that adoptive parents do not have access to the 15 weeks of benefits that parents who give birth do.

In 2024, this needs to change. That is why these improvements to the EI program are included in Bill C-59, the fall economic statement implementation act, 2023. The measures in Bill C-59 would create a new 15-week EI benefit that would add flexibility and better address the needs of adoptive parents and parents of children through surrogacy during the weeks surrounding the actual placement of the child.

The comprehensive measures in Bill C-59 reflect what we heard during our consultations with Canadians on the EI program in 2021 and 2022. They reflect the diverse and inclusive way families are formed today, and they provide needed flexibility.

Before I go into more detail about Bill C-59, let me outline how it resonates with the consensus we heard at the EI consultations on the issue of an inclusive program. In particular, the government absolutely acknowledges in Bill C-59 that adoptive parents and parents of children conceived through surrogacy have income support needs that are related to their unique processes. Time devoted to a child helps create a family bond. This is true for birth and adoptive parents.

In the case of adoptive parents, it can help the child make up for any developmental delays or health setbacks and give that child a better chance to reach their full potential. Every extra week spent with an adoptive child in the first year after adoption has an impact on their development and their lifelong relations with others.

There is no question that for any new parent, having the time and resources to welcome and care for their child or children is precious and requires support. Also, additional time for adoptive parents to be with their children can be beneficial for their employers, as it would put these parents in a better state of mind when they return to work.

There is no doubt that what the member opposite proposes, and what we propose, is important. Leave with income support for adoptive and intended parents, so they can welcome and care for their children, needs to be part of a modern and inclusive El program.

The proposal in Bill C-318 does this in part, but we consider our approach in Bill C-59 to offer the better, more flexible and more responsive solution to address this important need.

We expect that each year, the government's proposed benefit would provide approximately 1,700 Canadian families with additional time and flexibility as they welcome a new child in their home. Parents through surrogacy, including 2LGBTQI+ families, would also be eligible for this benefit, and rightly so.

The government's proposed El adoption benefit would make El benefits inclusive and reflective of families in Canada. It would support parents going through adoption or surrogacy by providing temporary income support before the child arrives at home, for example, while they are finalizing the placement or travelling abroad to bring the child or children to Canada. That support would also extend to the early weeks of the child's arrival into the new family.

This equalization was a key ask by our stakeholders. It is the right thing to do, and it is an idea whose time has come. All of this will happen if Bill C-59 receives royal assent.

I also want to note, as we were told during the EI consultations, that the profiles of children and youth being adopted are often unique. Adopted kids are typically older, have sibling groups and have special needs. Cathy Murphy, chairperson of the Child and Youth Permanency Council of Canada, told us this during the consultations:

Even if a youth is joining their family at age 12 or 13, it's really important for that parent or caregiver to be there, to be able to meet them after school or to maybe take them out to their favourite lunch spot over lunch hour once a week, because that's usually the only way you're going to get them out to lunch.

By continually showing up and being actively involved in their life, they are going to realize after an extended period of time that their parents are there for them.

For the past eight years, we have been busy improving important programs so that life is more affordable for Canadians. From day one, the government has kept its promise to protect all Canadians, and we are using all the tools at our disposal to do so.

Canadians want an EI system for the 21st century. The government has heard these calls. It is a long-haul commitment, but we are taking the time to get it right, and we are not waiting for a grand reveal to make improvements along the way. Let me reassure my colleague opposite that the Government of Canada is taking a thorough approach to EI to ensure its continuous improvement for the benefit of all Canadians. Adoptive parents have asked for equal treatment. They deserve equal treatment, and the government has answered.

Could the member talk about the importance of having leave time between parent and child before the arrival, to prepare the home and the family for the arrival of the child?

Labour February 16th, 2024

Madam Speaker, my community of Windsor—Tecumseh has a proud history of fighting for workers.

Last week I joined Unifor workers in solidarity on the picket line at Jamieson Vitamins, fighting for what is fair.

This week, ATU Local 616 fought and won better wages for Transit Windsor workers. I thank them for defending their right to 10 paid sick days, which our federal government introduced.

This follows hard-fought wins by Windsor Salt workers, who stayed strong in their 192-day strike, and the hard-fought historic contracts bargained by Unifor for auto workers.

Unions fight for workers, but they lift our entire community. I was proud to work with unions to deliver the battery plant that will create 2,500 good-paying jobs back home. I am proud to work with unions to deliver programs that make real differences for workers, like child care, dental care and the Canada worker benefit.

Conservatives want to cut programs that help workers. We will continue to fight for workers.

Madam Speaker, we have been clear from the outset that if the situation of repayment arose, we would treat all cases individually and fairly.

We were also clear that we would show flexibility and recover overpayments without any interest or any penalties. To prevent undue hardship, flexible repayment options are available. Individuals can establish a repayment schedule based on their financial situation and their ability to pay.

We will continue to take a responsible approach to ensure a fair process.

Black History Month February 2nd, 2024

Madam Speaker, my community is excited to celebrate Black History Month, with over 20 events across Windsor-Essex honouring the proud history and culture of one of the oldest and most dynamic Black communities in Canada.

Celebrations began with a book launch spotlighting the late Dr. Howard McCurdy, a Black activist, Black scientist and Black icon who served our community with distinction as the second Black member of Parliament in Canada. There are also two concerts by the Windsor Symphony Orchestra at the Amherstburg Freedom Museum, in partnership with River Bookshop. Lana Talbot is hosting an exhibit at the John Muir Branch of the Windsor Public Library.

We can step into Sandwich First Baptist Church, the oldest active Black church in Canada; download the Crossroads digital pass from Tourism Windsor Essex to trace the steps of the Underground Railroad; and take in the delicious Caribbean Flavours of Freedom Annual Black History Brunch organized by the Windsor West Indian Association.

I wish a happy Black History Month to all back home.

Questions on the Order Paper January 29th, 2024

Mr. Speaker, with regard to part (a), the fraudulent claims for Canada student loans were a result of fraudsters using stolen identities of Canadian citizens or permanent residents of Canada to apply for funding. The fraudsters have not yet been identified so the Canada student financial assistance program cannot confirm if the payments were received by non-Canadians. However, the program can confirm that no payments were sent outside Canada. All funds were disbursed to Canadian financial institutions. No payments were made to deceased individuals.

With regard to part (b), the dataset pertaining to our compliance reviews is not detailed enough to extract the information requested.

Questions on the Order Paper January 29th, 2024

Mr. Speaker, in cabinet and cabinet committees, as well as in meetings, phone calls and other conversations with cabinet colleagues, the Minister of Employment, Workforce Development and Official Languages works to ensure that the voices of Alberta businesses, stakeholders, industries, communities and residents are heard.

As Albertans and Canadians across the country continue to face the impacts of climate change, including the devastating impacts of fires, floods, heat waves, and atmospheric rivers that have threatened lives and our communities, the minister continues to support urgent climate action. As confirmed by leading economists, the most effective market-based mechanism for reducing carbon emissions is a price on pollution. In jurisdictions where the federal carbon pricing backstop applies, such as Alberta, Canadians receive climate action incentive, or CAI, payments from the federal government to help individuals and families offset the cost of the federal pollution pricing. It consists of a basic amount and a supplement for residents of small and rural communities. In Alberta, an average family of four will receive $1,544 this year.

The Government of Canada has changed the payment method for the CAI from a refundable credit claimed annually on personal income tax returns to quarterly tax-free payments made through the benefit system starting in July 2022.

On October 26, 2023, it was announced the government is moving ahead with doubling the CAI payment rural top-up rate in Alberta and elsewhere, increasing it from 10% to 20% of the baseline amount starting in April 2024. People who live in rural communities face unique realities, and this measure will help put even more money back in the pockets of families dealing with higher energy costs because they live outside a large city.

Furthermore, the Government of Canada continues to support the adoption of heat pumps as an alternative source of home heating across the country. Albertans qualify for a $5,000 grant to support the installation of a ground source heat pump that meets Canada’s efficiency regulations.

Canada Labour Code December 14th, 2023

Madam Speaker, investment in the battery plant in Windsor is just the start. There are international companies right on our doorstep right now looking to invest $3 billion and to create thousands of more jobs. They want to supply the battery plant here.

This is why we are partnering with local unions to do everything we can to fight the Conservative campaign of disinformation. That campaign has one goal and one goal only, which is to erode public support for these investments and ultimately to pull the plug on the battery plant and pull the plug on the electric vehicle industry. The Conservatives do not believe in climate change. They do not believe in the transition to electric vehicles. They see electric vehicles as an existential threat. What is more, they call this federal Liberal investment “corporate welfare”.

Dave Cassidy, the president of Unifor Local 444, was on Parliament Hill two weeks ago. He represents thousands of auto workers, and he will represent the 2,500 workers who will be building the batteries at our EV battery plant, these Canadian, local, unionized workers. He said on Parliament Hill that if it were up to the Conservatives, the battery plant would never have been built in the first place. Thank God it was not up to them.

Liberals believe in climate change. We believe in the transition to electric vehicles. We believe in investing in workers and battery plants like ours. We believe in investing in manufacturing communities like mine. Most importantly, we believe in a true partnership with labour, with workers and with industry to attract game-changing investments that are creating a future for manufacturing communities like ours in Windsor—Tecumseh. However, it all begins by listening to workers, by making sure that workers are not just at the bargaining table but at every table to provide input on the policies that impact them.

Our Liberal government listens to workers. It is why the first thing we did when we were elected was to scrap two Harper Conservative pieces of legislation whose sole purpose was to weaken unions: Bill C-377 and Bill C-575.

We listened to workers when we introduced $10-a-day child care and 10 days of paid sick leave, and when we invested $1 billion in apprentices to train the next generation of skilled workers. We doubled the union training and innovation program, and we committed to the first-ever labour provisions for clean-tech tax credits, which will make federal investments conditional on companies paying a prevailing union wage, and to making sure that at least 10% of the work goes to apprentices.

We listened to unions when we introduced the labour mobility tax credit for up to $4,000 in travel expenses for workers having to travel to a job site away from home. It is why last week we established the union-led advisory table to inform government decisions on all issues impacting workers. It is also why we introduced Bill C-58, something that workers in Canada and in my hometown of Windsor—Tecumseh have been asking for, have been fighting for, for generations.

This is the right thing to do. Strong workers and strong unions are powering our prosperity. A strong government that is a strong partner stands with our unions, with our workers and with labour every step of the way.
