Mr. Speaker, I thank my hon. colleague for his speech. It was enlightening. I think it was very important that he underscored the significance and pertinence of full and free debate and discussion in the House. However, he also talked about time allocation. Did he intentionally leave his notes on complex, and perhaps less direct, procedural proceedings in his desk for the current government?

Mr. Speaker, my second petition is in support of protecting the Thames River system.
In a previous Parliament, the Conservative government stripped environmental protection in regard to regulations covered in the Navigable Waters Protection Act, leaving hundreds of rivers vulnerable. The same is true now, despite promises by the current government to reinstate environmental protection.
The petitioners therefore call upon the Government of Canada to support my Bill C-355, which commits the government to prioritizing the protection of the Thames River by amending the Navigation Protection Act.

Mr. Speaker, I have two petitions today.
The first is in support of postal banking. We know that two million Canadians desperately need an alternative to payday lenders because of the crippling rates these payday lenders inflict upon poor, marginalized, rural and indigenous communities. Because there are 3,800 Canada Post outlets already in existence in rural areas where there are few banks, or in some cases none at all, Canada Post has the ability to deliver postal banking.
The petitioners therefore call upon the Government of Canada to enact my Motion No. 166 to create a committee to study and propose a plan for postal banking under the Canada Post Corporation.

Mr. Speaker, my second petition is an e-petition signed by a number of Canadians who are petitioning the Government of Canada to recognize that there are 77,550 homeless women in this country.
Despite the elimination of the tampon tax in 2015, menstrual hygiene products remain very difficult to secure because they are unaffordable for this population. There is no national policy subsidizing the cost of sanitary products. Shelters rely on donations, and because these products can cost as much as $200 a year, it is very difficult for the shelters.
The petitioners call upon the Government of Canada to subsidize menstrual hygiene management products, tampons and pads, by distributing them to food banks and shelters to be given free of charge to homeless individuals in need.

The petitioners have pointed out to the House of Commons that nearly two million Canadians desperately need an alternative to payday lenders because of the crippling lending rates that affect poor, marginalized, rural and indigenous communities. As there are 3,800 Canada Post outlets already in existence in rural areas where there are few or no banks, Canada Post has the infrastructure to provide postal banking.

Mr. Speaker, my second petition is from veterans and those who support veterans.
The petitioners want the government to remember that until March 1947, the Government of Canada issued a Canadian volunteer service medal for volunteers in the Canadian Armed Forces. They would like the Liberal government to recognize by means of the creation and issuance of a new Canadian military volunteer service medal, designated the Canadian military volunteer service medal, for volunteers who have served in the regular forces, reserve military forces, cadet corps and support staff and the folks who have completed this honourable service for at least one year.

The petitioners acknowledge that nearly two million Canadians desperately need an alternative to payday lenders whose crippling lending rates affect the poor, marginalized, rural and indigenous communities the most.
We have 3,800 Canada Post outlets in existence in rural areas where there are few or no banks. Because of these postal outlets, the infrastructure is there to include postal banking.
The petitioners request that the Government of Canada enact my Motion No. 166 to create a committee to study and propose a plan for postal banking under the Canada Post Corporation.
Veterans Affairs September 19th, 2018
Mr. Speaker, for over a year, my office has been helping a mother whose son is in the military. Her son has PTSD and, tragically, is also suicidal.
Despite his serious injury and critical situation, he has been forced to wait for almost a year for his medical claim to be processed by Veterans Affairs. He feels his government has abandoned him, and there are seven others in his unit who feel the same.
When will the government keep its promise to our veterans and get them the help that they so desperately need?

Mr. Speaker, my second petition is in regard to the Thames River system. As we will recall, the Conservative government stripped away environmental protections and the current government promised to bring them back, but did not. Therefore, these petitioners, who are very concerned with the health of this important river, are asking that Parliament support my bill, Bill C-355, which commits the government to prioritize the protection of the Thames River by amending the Navigation Protection Act.
