Mr. Speaker, after spending weeks ignoring the evidence and claiming their changes to employment insurance would help everyone, finally the Conservatives have backtracked. They had to admit that their plans would hurt the very poorest Canadians looking for work.

In my London riding, just this year more than 700 jobs were lost at Electro-Motive Diesel, and Air Canada Jazz cut 200 maintenance jobs at London's international airport, but not a single Conservative backbencher spoke up.

Since the House came back this fall, Conservatives have used 39 members' statements to attack the NDP, 39 fabricated statements.

Pensions September 26th, 2012

Mr. Speaker, once again the Conservatives have workers in their sights. The government wants to reform pensions and potentially create a two-tier workforce by forcing new hires to work longer than their colleagues. Besides forcing new workers into longer careers, this insidious decision could eventually lead to pay and benefits cuts.

Will the Conservatives come clean? Does the minister intend to raise the retirement age of Canada's public service to 67? Yes or no?

Special Committee on Subsection 223(1) of the Criminal Code September 21st, 2012

Mr. Speaker, the motion being debated in the House today is nothing less than an attempt to reopen the abortion debate in Canada. This is quite literally a slap in the face to women who have fought long and hard for the right to control their own bodies and their ability to determine for themselves when they wish to have children. Motion No. 312 states:

That a special committee of the House be appointed and directed to review the declaration in Subsection 223(1) of the Criminal Code which states that a child becomes a human being only at the moment of complete birth....

The member for Kitchener Centre's desire to open up this debate has an end goal of changing the legislation to enable the fetus to be declared a human being. We are all very aware that such a change in the definition will place Canada directly on the regressive path to banning abortions.

The member for Kitchener Centre held a press conference earlier this week. In that press conference he quite clearly stated that the current definition of a person is an exclusion of a class of people. These types of statements distort the truth. In reality, over 90% of abortions in Canada are done in the first trimester. Only 2% to 3% are done after 16 weeks and no doctor in this country performs abortions past 20 or 21 weeks, except for compelling health or genetic reasons.

The comments by the member are a blatant attempt to misrepresent the facts. A fertilized egg is not a class of people, and I am offended that the member would shamelessly misrepresent the women's rights movement as an example of why we should open the door to changing abortion rights in Canada.

I would like to highlight several legal precedents that have already dealt with the question that Motion No. 312 raises, in particular Tremblay v. Daigle, Dobson v. Dobson, Winnipeg Child and Family Services v. G., Borowski v. Canada, and R. v. Morgentaler.

These rulings have concluded or noted that the fetus has never been a person nor been included in the meaning of “everyone” in the Charter of Rights and Freedoms; that a fetus must be born alive to enjoy rights, the born alive rule; and that the law has always treated a pregnant woman and her fetus as one person under the law.

We need not look far to see the danger of Motion No. 312. In the United States fetuses have legal personhood rights in at least 38 states, most through so-called fetal homicide laws, which are supposedly aimed at third parties who assault pregnant women.

In reality, these laws are used to justify prosecuting pregnant women under child welfare laws, and they function much like the 2008 bill of the member for Edmonton—Sherwood Park, Bill C-484, which proposed changes to the Criminal Code that would, if passed, also threaten a woman's right to choose. The intent of that bill was to amend the Criminal Code to have two charges laid against anyone killing a pregnant woman, and it would in effect have given legal rights to a fetus, thereby changing the definition of when a fetus becomes a person under the law. While the stated purpose of the bill was the protection for a woman and her fetus, in practice, like Motion No. 312, these laws are primarily used to justify the prosecution of women.

Motions and bills such as these create obvious dangers for those who counsel or perform abortions. They also turn pregnant women into lesser citizens whose rights are subordinated to those of a fertilized egg.

What is absolutely clear is that Motion No. 312 is taking aim at a woman's right to choose and is a direct attack on jurisprudence. Canada was once a world leader in the promotion and protection of women's rights and gender equality. It was committed to the view that gender equality is not only a human rights issue but also an essential component of sustainable development, social justice, peace and security.

These goals can only be achieved if women are able to participate as equal partners, decision-makers and beneficiaries of the sustainable development of their societies. How can Canada be considered a world leader in women's rights when we have members of Parliament suggesting that we revert to the barbaric days of gender inequality through the restriction of abortion?

When abortions are illegal, women do not stop having them. They only take more risks to access the service and these risks can have deadly consequences. For instance, before abortions were legalized in South Africa in 1997, there were an average of 425 deaths stemming from unsafe abortions every year. Today, the numbers are below 20.

In Latin America, most abortions are considered illegal, yet roughly 3.8 million procedures are performed each year and are directly linked to over 4,000 avoidable deaths.

The same happened here. Before abortion laws in Canada were struck down, there were over 35,000 illegal abortions taking place every year. Between 1926 and 1947, there were an estimated 4,000 to 6,000 deaths as a result of desperate women submitting themselves to clandestine procedures.

Despite assurances from the Prime Minister—known for his tight control over his caucus members—that the government does not plan to reopen the abortion debate, there is a troubling trend in the government's backdoor actions and its support for backbenchers who are continually trying to revive this issue.

In the last Parliament, the member for Winnipeg South tabled Bill C-510, An Act to Prevent Coercion of Pregnant Women to Abort (Roxanne's Law). In 2008, as I mentioned earlier, we saw Bill C-484, a bill that nearly the entire Conservative caucus supported, including the Prime Minister.

In 2010, as part of the maternal health initiative at the G8 summit in Muskoka, the government imposed a moratorium on the funding of safe abortions in 10 developing countries, emphasizing the protection of life yet ignoring the consequences of systemic rape in some of those countries. The statistics from those developing countries are heartbreaking. Approximately 70,000 women die each year due to unsafe abortions and 5 million are hospitalized because of complications resulting from unsafe abortions.

Women's groups in Canada fighting for comprehensive maternal health funding were told by a Conservative senator to shut up about abortion or else there might be a backlash. The senator contended that Canada was still a country with free and accessible abortion and to leave it at that.

This thinly veiled threat points to a greater fallacy, that abortion services are in fact available across Canada. Some provinces have very few hospitals providing services. Prince Edward Island has none. Canadian women living in rural areas and those in jurisdictions without an abortion provider travel long distances, encountering significant costs and additional stress. These constraints have the most impact on young women, those who have little job security, or women with significant family obligations.

Turning back the clock and reopening the debate on when human life begins is a dangerous path to take. The Canadian government should be working to strengthen women's rights instead of heading down a path that exposes women to the dangers of illicit, unsafe procedures.

Women in Canada have the right to choose. That has been established by the Supreme Court of Canada, and we demand that the government ensure this right's continuation and that all equality rights are protected. We need a government that will champion programs and policies that ensure that women's contributions to society, the economy, and leadership in this country are respected and encouraged. Access to safe, legal abortions are integral to these rights.

I want to make it very clear that I do not support this motion. New Democrats do not support this motion. We will actively fight against any motion or bill that will threaten a woman's right to choose. It is both frightening and insulting that the men who have introduced these bills and motions have so little respect for a woman's ability to determine what is best for her, her body and her family. The right rests solely with women who choose. No one has the right to interfere. The Supreme Court has upheld that right and so should the members of this Parliament.

Petitions September 21st, 2012

Mr. Speaker, I have a petition from a number of citizens who are very concerned about what happens to our veterans. Of course, we all know that the freedoms and privileges that we have in our country and in this House we owe to our veterans.

The concern is that Canadian veterans be treated fairly. The petitioners want the assurance of Parliament that the independent office of the Veterans Ombudsman will continue and that veterans from all campaigns will have equal representation with that ombudsman.

Pensions September 20th, 2012

Mr. Speaker, it looks like the Conservatives are making a habit of attacking retirement security. Now it is the public sector pension plan that is in their sights, and just months after the Conservatives' reckless attacks on OAS. They are moving step by step to cut pensions and raise the retirement age for Canadians. People are justifiably worried and wonder whose pension the Conservatives are coming after next.

Is the government going to raise the age of retirement so that no one can collect a pension until age 67, yes or no?

Mr. Speaker, I am very appreciative of the support from the Liberal caucus. It is absolutely essential that there be co-operation.

If the Liberals had read the NDP platform, like the Conservatives apparently have, they would have noted that in every case there is a very clear direction that whatever we do as a federal government we will do in consultation with the provinces and the territories.

As a member of the party of Tommy Douglas, the father of medicare, I am very concerned about what the latest budget has done in reducing health budgets by $31 billion across the country. That is going to be very difficult for health care.

As to his final statement, my leader made it very clear that unless we have co-operation, unless we talk about the fact that our economic activity has a consequence, in every part of the country, we are not going to be able to protect either the economy or the environment of the future.

Mr. Speaker, I would appreciate it very much if the member would understand that I am the member for London—Fanshawe and I am here to serve my constituents. I will do it with every effort, unlike the members opposite who have basically taken a strong economy and put it into the ditch.

In terms of the recession of 20 years ago, I would like to remind the House, and the member, that at the time we were elected in Ontario we were in the fifth quarter of an economic downturn. The Conservative government of the time's response to that was to cut transfers and shift the burden of unemployment from the feds to the provinces. It created a very difficult time.

Also, the member needs to be very careful about what he says. He is getting his facts mixed up. We support cap and trade. I wish that they would understand that.

Business of Supply September 20th, 2012

Mr. Speaker, congratulations. It is good to see you in the chair.

I am very pleased to be speaking to this motion by the Leader of the Opposition because it is very important that we have the opportunity to highlight the impact of the job losses in Canada's manufacturing sector. The figures from Statistics Canada are staggering. Canada has lost nearly 400,000 manufacturing jobs since the Conservative government took office in 2006. We have lost over 40,000 manufacturing jobs this year alone.

We are currently at a historic low in terms of manufacturing jobs going back to when these statistics were first gathered in 1976. I would like to note that this low is quite significant because both our labour force and population have grown significantly over this same period. In other words, there are fewer manufacturing jobs in Canada now than there were in 1976.

Of particular note, the textiles and clothing sector, which, according to Statistics Canada, has long been one of the largest manufacturing employers in the country, was the hardest hit among manufacturing industries. From 2004 to 2008, manufacturers and textile product mills saw almost half of their jobs disappear. Another particularly hard hit sector is the automotive industry and members will know about this. Statistics Canada reports that automotive parts manufacturing lost more than one-quarter of its employees from 2004 to 2008, while motor vehicle manufacturing lost one-fifth. That is 15,900 jobs. Those who earned their living and supported families and our communities from the automotive sector saw their job numbers go from 139,300 to 98,700. This effectively cancelled all the strong economic growth that we experienced from 1998 to 2004.

In my community of London, there has been a steady, long-term erosion of jobs and it has been particularly hard hit by the most recent closing of manufacturing plants. Tragically, the city's manufacturing sector has been shrinking at a rapid rate and auto sector jobs have all but disappeared. These lost jobs were the good-paying jobs needed to support families and communities.

Just this year, more than 700 jobs were lost at Electro-Motive Diesel in London. Air Canada Jazz cut 200 maintenance jobs at London International Airport and Diamond Aircraft has been reduced to a fraction of the workforce compared to a year ago. People may recall the problems faced by Diamond in the development of a new jet. Unfortunately for London, the federal government declined to assist the company in its efforts and jobs have been lost. In the neighbouring community of Talbotville, after the Ford assembly plant was shut down in 2011, a total of 1200 jobs were eliminated. Now Timken will close, leaving 150 more people out of work.

It is not just manufacturing. We have seen 36 jobs cut at Service Canada in London. This loss of front-line workers creates tremendous hardships for the people in the London region who need help with their employment insurance, CPP concerns, GIS problems, and CPP disability benefits. These Service Canada workers were highly skilled and very professional in their effective delivery of services to my constituents, services they need and deserve.

There has also been the elimination of all support staff at Wolseley Barracks. The important work done by that staff with regard to the efficient functioning of the base leaves members of the Canadian Forces without the supports they need to do their jobs, and compels CF personnel to do jobs for which they are not trained and takes them away from the jobs for which they have been trained. We have seen the end of front-line service at Citizenship and Immigration Canada. There are no days of the week when the office is open to the public in London. For all those individuals who are required to contact CIC, this closure is an unforgivable hardship.

The jobs lost in London were good paying jobs. They were jobs that supported the infrastructure of our community. They were critical to the future economic health of London. These were good jobs with pensions.

Now the retirement savings of those hard-working people are at risk and so are their pensions. Their ability to pay into CPP no longer exists. Some workers in London are still looking for the pension benefits they spent years paying into. There are many hundreds of them. Nortel pensioners and Beta Brands pensioners are still waiting for benefits years after their employers left the city. These are not only lost jobs. These are lost pensions, lost hopes, lost security.

Sadly, where there has been job growth it has been concentrated in the service sector and part-time work, where pension benefits are limited or do not even exist. That is what too many Canadians face, and it is unconscionable.

This economic downturn is being used as an opportunity to attack retirement security in Canada. More and more companies are opting out of defined benefit pension plans. With a defined benefit pension plan, employees receive a set monthly amount once they reach retirement. It is an amount they can depend on because it is based on the participant's salary and length of employment. With this plan the employer is responsible to provide specified sufficient funds to secure the future retirement of an employee. An employee can therefore retire knowing, to the penny, the kind of resources available and the lifestyle he or she will be able to maintain.

More companies are attempting to make the switch to a defined contribution plan, where the employer defines the amount that will be contributed to the employee's pension plan on a regular basis. The amount contributed is then invested by the employer in a selection of investment options within the plan. The amount the employee will receive upon retirement will vary based on the amount contributed and the performance of the investment. In a defined contribution pension plan all of the investment risk is placed on the employee and there is no way at all to predict what the retirement income will be.

According to Stats Canada, the number of people who are members of defined benefit plans dropped by over 100,000 between 2007 and 2011. According to the Globe and Mail, a survey of Canadian plan sponsors earlier this year found that only 42% of publicly traded companies with defined benefit plans still had them open to all employees, while 39% had closed their plans to new hires and 17% had closed them to all employees. I would also like to note that Stats Canada states the number of members with a defined contribution plan has risen by just under 100,000 between 2007 and 2011.

In the private sector, employees in Canada are also in pension jeopardy. There has been an increase of more than 100,000 individuals who do not earn any pension at all. That is 100,000 fewer people with a pension plan than in 2006. That means 100,000 more people may need to rely on the GIS to make ends meet when they do retire.

Retirement security in Canada is changing, and this shift is not for the better. With losses and cuts to private sector pensions and threats to public sector pensions, Canadians will have less money upon retirement.

Young people today are facing high unemployment rates and a delayed entrance into the workforce. Young families today are earning less money than their parents did. Now, due to the government's recent changes to the OAS and GIS, workers will have to wait two more years before they are eligible to collect benefits.

The writing is on the wall. There will be a retirement crisis for the post-boomer generation unless we make some drastic changes, and to be clear, changes such as cuts to the OAS are not the type of changes that I am speaking about. We need to strengthen all three tiers of our pension system and in particular, we need to see a doubling of the CPP.

We live in a very rich and privileged country. We are experiencing an economic downturn. However, investing in job creation will have a far better outcome for our communities than corporate tax cuts and billion dollar jets that are made abroad.

The benefits are immense and will last well into the future. Only with job security can we have retirement security.

Canadians deserve nothing less.

Pensions September 18th, 2012

Mr. Speaker, once again, Canadians are very worried about their pension security. Clearly, the Conservative government is not willing to protect those hard-earned pensions. In fact, it has actually led the attack against OAS.

The government abandoned Nortel workers, showed indifference to the attacks on defined benefit pensions and made unwarranted changes to the eligibility age for OAS from 65 to 67.

When will the government do its job and protect the seniors of this country?

Petitions September 18th, 2012

Mr. Speaker, the second petition is from Canadians across the country who are very concerned about the fact that Canada is the only OECD nation that does not have a national transit strategy and that over the next five years we will find ourselves in an $18 billion deficit when it comes to transit infrastructure.

Therefore, the petitioners are asking the Government of Canada to enact a Canada public transit strategy which will provide permanent investment in transit, establish a federal funding mechanism, work with other levels of government to provide a sustainable and predictable long-term funding strategy and establish accountability measures so we can have a transit system of the 21st century rather than the 19th century.
