Mr. Speaker, I would like to invite the hon. member to stop reading newspaper reports and making policy on newspaper reports. He should read what we have to say and respond to that. He should also appreciate that the Constitution vests the authority with respect to Supreme Court appointments in the executive branch of government. That is what we are responding to, among other things, along with a democratic process being put in place.

Mr. Speaker, I would expect that the legislative committee will consider Bill C-38 in a serious way, as do legislative and House committees when they consider bills before them. As to the nature and scope of that consideration, that is a determination of the committee and its chairman.

Mr. Speaker, this case is not about same sex marriage. It is not even about the issue of gay rights. The appeal is in order to seek clarification from the Supreme Court with respect to the impact on all programs and benefits of federal legislation and what is the time line with respect to when those benefits run.
I would think that the opposition member would also want to have a clarification of these matters in the interest of programs and benefits for all Canadians.

Mr. Speaker, we have said before that the combatting of grow ops is a priority and we have a comprehensive strategy in place to do so. However, minimum penalties are not the way to do it because they have been shown to be neither effective nor a deterrent.

Mr. Speaker, I think the Prime Minister will reiterate what American officials have themselves said, that there has been exemplary cooperation in the matter of cross-border law enforcement and that with respect to the cross-border flow, the incidents of marijuana in the United States in terms of U.S. produced marijuana is less than 2% of all the marijuana produced in the United States.

Mr. Speaker, those who have looked into this tragedy have suggested that we should not draw any inferences on any specific policy like mandatory minimums in that regard. All the studies regarding mandatory minimums have shown that mandatory minimums are neither effective nor a deterrent. We are prepared to explore anything that will assist, but not that.

Mr. Speaker, at the recent meeting of the federal, provincial and territorial ministers of justice, we referred the matter of dangerous offenders to a working group in that regard. They will be reporting back to us in June 2005.

Mr. Speaker, again what was quoted were the words of an academic on the American report. The report acknowledges that the vast majority of illicit drugs come from South America and Mexico and that there is full cooperation between Canadian and U.S. law enforcement authorities.
