Mr. Speaker, yesterday, David Dodge said that securities commissions, police forces and the Crown lack expertise when the time comes to draw up rule violation files. He recognized that white collar crimes have a huge impact on workers and small investors and also hurt Canada on foreign markets.
When will the government take white collar crimes seriously?

Mr. Speaker, the Prime Minister has delayed equality and now it looks as though he wants to delay the introduction and establishment of professional credentials for doctors, as well as other professionals in Canada.
We heard a lot about the urgency of ensuring that something would be done about professionally trained doctors who were in Canada but were unable to use their skills. Yet now we hear that for the seventh time the program that was much ballyhooed and promised in the election is being delayed.
My question is simply, when are we going to see some sense of urgency around this issue?

Mr. Speaker, today the Supreme Court has clearly said that same sex couples in Canada should have the right to marry. It is a historic day.
On the three questions asked by the former prime minister, Jean Chrétien, the answers are clear, but on the questions submitted by the current Prime Minister, ones seen widely as a step to avoid making a decision because he could not make up his mind on how he believed and put the issue beyond the election, the Supreme Court has refused to rule.
My question is simply, will the Prime Minister now apologize for delaying equality for Canadians throughout these last months?

Mr. Speaker, excuses, excuses, that is more or less what we would have expected, and this from a government that apparently is going to do absolutely nothing to stop China from buying Canada's oil in order to accelerate the climate change crisis.
Yesterday the NDP raised the issue of genetically modified fish. Today we learned that apparently Aqua Bounty is going to apply to the government for permission to market genetically modified salmon. I think Canadians would want to know that the government will say no to genetically modified fish in our ecosystem. Right now, today, let us put a stop to it.

Mr. Speaker, yesterday the Prime Minister was trying to brag about his environmental record, but today, right on cue, we have evidence to the contrary. We see that toxic pollution in the air is up. Toxic pollution in water is up. Toxic pollution in the soil is up.
My question is for the Prime Minister. If he is as good as he says he is, why is pollution still going up by more than 50%?

Mr. Speaker, it is fascinating. Even former Liberal environment ministers are embarrassed by the government's performance. Let us face it.
I want to get this straight. The Prime Minister is going to lecture the Chinese about the environment but, at the same time, he is going to allow the Chinese government to buy Canada's oil. What does he think they are going to do with it? They are going to burn it at unprecedented rates.

Mr. Speaker, we learned that the Prime Minister is going to go off to China to lobby the Chinese on the environment. My question is for the Prime Minister.
What gives the Prime Minister the right to lobby anybody on the environment? The OECD rated Canada in last place. There was a red book filled with promises on the environment that were broken. There are people headed to emergency rooms after smog days; they cannot breathe in Canada. Where does the Prime Minister derive any right to go to China and lecture anyone?
Petitions December 7th, 2004
Mr. Speaker, following the tragic murder of Clayton Kempton Howard in my riding on December 13, 2003, a petition is being submitted by petitioners asking for the Minister of Justice to ensure that the standard and expected practices with regard to sentencing are put in place to deal with those charged, assuming there is a proper conviction.
Clayton Kempton Howard was much loved in our community. He was the most popular of community workers in the community centre in Blake Boultbee. On behalf of his mother, the many young people with whom he worked and served, and the entire community, I am pleased to submit this petition despite its tragic circumstances.
