[Health, April 3rd, 2017]

Mr. Speaker, our government passed legislation that provides a legislative framework for medical assistance in dying and that protects the most vulnerable Canadians while giving them safe and consistent access to medical assistance in dying across the country.

As required by the legislation, we launched independent reviews of complex issues that are outside the purview of the act. We will continue to work with the provinces and territories to support patient care coordination for end-of-life care.

Mr. Speaker, as I mentioned earlier this afternoon, this budget was the best news on health that we have seen in a decade, with fantastic news in so many areas; not only the new investments that I referred to earlier, but we have a growing Canada health transfer that would give to the provinces more than $200 billion over the next five years. As we work with the provinces and territories in delivering health care, they would be able to do advanced care for Canadians of all particular needs. We also have new money for early learning and child care in the order of $7 billion that would be of great assistance to families affected by—

[Seniors, March 23rd, 2017]

Mr. Speaker, I am thankful for this question because it gives me an opportunity to talk about the fantastic news in our budget yesterday, as it relates to health, and that includes the health of seniors. We were able to announce additional investments in the order of $11 billion that would go to home care, including palliative care, that would go to mental health, and that includes seniors' needs, like dementia, so we would be able to support them. It included things like $11 billion for housing that would include social housing to support seniors.

There was so much good news in the budget. I look forward to working with colleagues to put that work into place.

Mr. Speaker, I assume that the member opposite is speaking about the community action fund. I have heard from several members of the House about the importance of the community action fund. The Public Health Agency of Canada is making sure that all programs that are doing this good and important work have the resources necessary for them and is working with the provinces and territories in that regard. We look forward to continuing to support this kind of work.

Mr. Speaker, over the past few months, I have had very good discussions with all my provincial counterparts, including the Quebec health minister. We were very pleased to have reached new agreements last week.

For Quebec, this means $2.5 billion in new investments in mental health and home care, which are things that Quebec wants to invest in. That is good news, and that is why we gave each other a high-five.

Mr. Speaker, I thank the member for King—Vaughan for his question.

As she said, we worked with the provinces and territories for several months and discussed ways to improve the health care system for Canadians and especially investments in mental health and home care.

As I just announced, today we are very happy that we have reached agreements with three additional provinces, Alberta, Ontario, and Quebec, for making new investments. In addition to increasing the Canada health transfer, every single year, we will add additional resources to these very important shared priorities.

Mr. Speaker, I thank the hon. member for her continued advocacy on behalf of her constituents and, indeed, all people in her province as it relates to the very real needs for mental health. She knows that we have invested in the area of mental wellness for first nations and Inuit across the country in the order of an additional $70 million that was announced earlier this year.

In addition, we reached a deal with Saskatchewan, one of now nine provinces and three territories with which we have reached an agreement on mental health funding. In Saskatchewan's case, it was $150 million that will go to support expanding access to very real mental health needs in that province.

Mr. Speaker, how wonderful to have an opportunity to announce today in this House that we have in fact come to a new agreement with three additional provinces: Alberta, Ontario, et la province de Québec.

I am very pleased, because this is excellent news for the three provinces. We are going to improve health care and we going to support the provinces to ensure that Canadians have access to the health care they need.

Mr. Speaker, I think the members of the House are familiar with the fact that we will be introducing legislation this spring. It will have to do with the legalization of access to cannabis under a regulatory regime that will restrict access and will address the very issues the member has raised to ensure that cannabis stays out of the hands of children and the profits out of the hands of criminals.

I encourage all members to read the task force and make sure they are well informed.

Mr. Speaker, as all members of the House know, earlier last year we introduced legislation, which passed and received royal assent, allowing Canadians to have access to medical assistance in dying. Through that legislation we were able to allow Canadians access to that right, while at the same time recognizing there were vulnerable people who needed to be protected.

By all accounts that I have had with medical practitioners and medical regulators, the system is working well. We are continuing to track that. We also have a review under way to address some of the questions that were raised in the House during that consideration, and we look forward—
