Summer in the Park Festival May 17th, 2012

Mr. Speaker, today I want to recognize the continued success of the Summer in the Park Festival in my riding of Nipissing—Timiskaming.

This year the North Bay waterfront will be visited by thousands when world-famous acts such as Meat Loaf and Marianas Trench take to the stage alongside regional musicians. Local performers also get to step in the spotlight when they participate in the Northern Ontario Open Country Singing Contest.

With so much to do, it is not surprising that Summer in the Park has been named as one of the top 100 festivals in Ontario. Summer in the Park takes place in early August in the beautiful Goulet Golden Mile, named in honour of former North Bay mayor Bruce Goulet. Bruce celebrated his 90th birthday yesterday and is truly a model citizen.

I am very proud of our summer festival and encourage all my fellow members and all Canadians to attend and enjoy the festival in beautiful Nipissing—Timiskaming.

Mr. Speaker, I am not a digital technocrat but, as I have indicated to the House, the legislative committee received 140 written submissions and heard from over 70 individual organizations. It has come up with a balanced compromise that would not only fit those needs but that would fit the needs for the digital world for Canadians into the future.

As I say, it is time to move ahead and move on with the legislation.

Mr. Speaker, my colleague is i quite right. That was the intent of most of my speech. There has been delay after delay. The opposition has thrown minutia at us. We have it at 95% to 98%. There is an old saying, “You can't let perfection be the enemy of the good”.

The opposition is simply throwing delay tactic after delay tactic. Canadians have waited for this legislation for over two Parliaments. It is time to get on the job. We want to get things done.

Mr. Speaker, this legislation, through Bill C-32 and now Bill C-11, has had 150 submissions from stakeholders. We have heard from over 70 organizations. We have studied this thing to death and it is time to move on. It is time for the opposition to stop the delaying tactics and get this bill into legislation.

Mr. Speaker, every day the NDP delayed, another day went by without a modern, flexible copyright regime to help spur on our digital economy. When it comes down to it, that is what this bill is all about, how rights holders and consumers interact with the digital economy.

We know after listening to witnesses at committee stage on both Bill C-11 and Bill C-32 that this bill will create jobs and support the growth of Canadian businesses in a digital online environment. It will promote creativity and innovation, give Canadian creators the tools they need to combat piracy and better enable consumers and users to participate in a digital age. It is about ensuring that artists can profit from their work in the way that they choose. At the same time it ensures that consumers have access to the latest in creative content on the latest technologies in a way that makes sense.

We believe the bill is sensible. We believe that it is a balance. We believe it is time to pass this legislation once and for all, for the sake of consumers, artists, the entertainment industry and the Canadian economy as a whole.

Absolutely, Mr. Speaker.

Five hundred new projects representing $500 billion in new investments will be proposed for Canada. The potential for job growth is enormous.

Since 2006, our government has worked to streamline the review process for major resource development projects. Our efforts have made a positive difference without any negative environmental impact. We know more needs to be done and more can be done.

However, the opposition says no to jobs and economic strength and federal and provincial revenues that will flow from that measure. I understand that part of this is the role of the opposition parties, but even their parliamentary games are beyond unreasonable. For example, the member for Burnaby—New Westminster took up over 13 hours of debate and 70 speaking spots. He even read some Twitter posts. I guess none of his colleagues had anything to add.

When I look at these kinds of tactics, I am not surprised about the opposition's stance on this bill. The same kind of games were played during the second reading--

Mr. Speaker, I appreciate the opportunity to take part in today's debate on Bill C-11, the copyright modernization act.

I will say at the outset that I support this bill. It is the exact bill that was tabled in the last Parliament as Bill C-32, which reached the committee stage prior to the election last year. It is the exact bill that groups were calling to be passed more than a year ago.

It is the culmination of one of the most extensive consultations that any bill has undergone. More than 9,000 Canadian citizens and organizations have provided their thoughts regarding what a balanced copyright bill should look like. It is from that exercise that we arrived at the balance which we have today. It is a balance with which not everyone is 100% content, but everyone can agree that they have some specific measure that they called for. Canadians can also agree that what we have in this bill, especially with the amendments arrived at during committee stage, is in the right ballpark of what balanced copyright law should look like. It is a hard-won balance, the result of principled compromise, and one which the government is proud of.

Across the way, the opposition parties have talked about this balance in two separate, almost disjointed ways. On one hand, they pit artists against consumers and then they turn around and favour consumers over artists, all the while ignoring the need to ensure compromise.

Over here, we realize that this compromise is necessary because consumers and artists are two sides of the same coin. If artists do not trust the rules that protect their rights and govern Canada's digital economy, they will be reluctant to produce their content here. The government and members of Parliament have heard that time and time again. We have also heard that if consumers are unable to enjoy and use that content in legal ways that make sense to them, there will not be a market for the artists' work. That is why we have created a bill that strikes the right balance between the needs of consumers and users, while at the same time making strong exemptions for educational purposes, or fair dealing.

Given this, the bill is an important stepping stone to the establishment of a strong framework in which Canada's digital economy can thrive. We know that the economy is changing significantly. What we do with smart phones, tablets and computers has taken our economy in a new direction. Artists and rights holders are using the digital economy not only to create new markets, but also to create hundreds of thousands of jobs for Canadians. Those benefits are reflected in the raft of groups that are supportive of this legislation, namely, the Canadian Chamber of Commerce, the Entertainment Software Association of Canada, the Business Coalition for Balanced Copyright, the Canadian Anti-Counterfeiting Network, the Canadian Intellectual Property Council, and the Canadian National Institute for the Blind. I could go on, but I think the point is clear. This bill has wide-ranging support from those who see it as a key platform in the growth of the digital economy and the creation of knowledge economy employment.

I must say that in listening to the opposition members, it is as though they have forgotten the process by which we have arrived here. I have listened with interest to today's debate and it is eerily reminiscent of the budget debate.

In the budget, for example, we on the government side are putting forth a plan on how to sustain Canada's economic health in a time of global economic uncertainty and the opposition is dreaming up new ways to stop our economic growth right in its tracks. We are providing for new, reasonable and economically viable ways to help grow our economy, whether it is through investment in our knowledge economy, sensible changes to the Investment Canada Act, or opening up our telecom sector to increased foreign investment. Like copyright reform, these measures are important for the advancement of Canada's digital economy. The Minister of Industry's telecom announcement will mean great things for the advancement of a rural digital economy in ridings such as my own, as we saw that rural deployment is a strong focus of his. However, the opposition says no to these investments and no to changes that will create jobs and investment right here at home.

In the budget implementation bill, we have proposed practical changes to create a reasonable timeline for environmental reviews while creating stronger environmental laws. We know that in the next 10 years more than 500 projects representing --

Public Safety May 9th, 2012

Mr. Speaker, our Conservative government has consistently taken steps to put the rights of victims ahead of the rights of criminals. We are taking strong action to restore balance in the justice system from the bad old days when the Pierre Trudeau government proclaimed that it was time to start putting offenders' rights ahead of public safety.

Could the Minister of Public Safety give the House an update on the steps our government is taking to hold convicted criminals to account?

Temagami Boat Manufacturing Inc. April 3rd, 2012

Mr. Speaker, this past Saturday I was proud to announce the creation of 13 private sector manufacturing jobs in beautiful Temagami.

Thanks to the coordination of five government programs, Temagami Boat Manufacturing Inc. will be a sustainable new business that will diversify local industry, promote local long-term growth and support tourism in the region, a prime example that our government's policies work in rural Canada.

I want to thank everyone for their hard work in coordinating the funding from Temfund, South Timiskaming CFDC, Claybelt CFDC, NeoNet and the Yves Landry Foundation. Thanks to our efforts, fishermen, lodge owners and cottage goers looking for reliable quality watercraft will find another option in Nipissing—Timiskaming.

Together, our Conservative government's policies and the 2012 economic action plan are making jobs, growth and long-term prosperity a top priority for Nipissing—Timiskaming.

Governor General March 27th, 2012

Madam Speaker, I am pleased to speak in the House today about Canada's proud tradition of constitutional monarchy. Unlike the separatist Bloc Québécois, our Conservative government appreciates the monarch's fundamental importance to our democratic governance.

Since our earliest days, we have looked to the Crown for inspiration. I would like to take this opportunity to highlight Canada's special relationship with the monarchy and its privileged role as a member of the Commonwealth.

The Queen has a unique relationship with Canada entirely separate from her role as Queen of the United Kingdom or of any of her other realms. Her Majesty personifies the state and the personal symbol of allegiance and unity for all Canadians.

Although many of her duties have been delegated to the Governor General, the Queen herself has a very personal involvement with Canada and with Canadians. Her service and dedication to our country is especially apparent in her support of the important of Canadian charities. The Queen's patronages include: the Canadian Cancer Society, the Canadian Nurses Association, the Canadian Red Cross Society, the Royal Canadian Humane Association and Save The Children Canada.

The Queen also has a special relationship with the brave men and women of the Canadian Forces, acting as Colonel-in-Chief of various regiments, including the Royal Regiment of Canadian Artillery, the King's Own Calgary Regiment, the Royal 22nd Regiment, the Governor General's Foot Guards, the Governor General's Horse Guards, the Canadian Grenadier Guards, the Régiment de la Chaudière, the Calgary Highlanders, the Royal New Brunswick Regiment, the 48th Highlanders of Canada, the Argyll and Sutherland Highlanders of Canada, the Royal Canadian Air Force Auxiliary, the Canadian Forces Military Engineers Branch and the Air Reserve.

Although she resides in the United Kingdom, the Queen honours Canadian achievements. For example, she hosted the reception for Canadian achievers at Buckingham Palace in 2005.

Through regular visits to Canada, the Queen meets as many Canadians as possible in every region, community, culture and area of Canadian life, travelling to Canada over 20 times over the course of 60 years together with the Duke of Edinburgh.

She made her first visit as Princess Elizabeth in 1951, travelling 10,000 miles using every means of transport imaginable and attending a square dance at Rideau Hall. Since then, the Queen and Duke of Edinburgh have visited all the provinces in Canada and have been witness to many historic occasions.

In 1957 the Queen officially opened the first session of the 23rd Parliament, becoming the first reigning Canadian monarch to read the Speech from the Throne.

In 1959 the Queen opened the new St. Lawrence Seaway with President Eisenhower and visited many remote districts never before seen by a reigning monarch. During that visit, the Queen undertook her first and only foreign visit as the Queen of Canada when she met President Eisenhower in Washington, D.C.

In 1967 Her Majesty celebrated the Centennial of Confederation with a visit to Expo in Montreal and while in Ottawa, she cut a nine metre high birthday cake right here on Parliament Hill.

The Queen has also been a welcomed presence at a number of important sporting occasions. She opened the Olympic Games in Montreal in 1976 and officiated at the opening of the Commonwealth Games in Edmonton in 1978 and in Victoria in 1994.

In 1977 the Queen shared her Silver Jubilee celebrations with Canada and in 1982 the Queen travelled to Ottawa for the patriation of the Canadian Constitution, a fundamental demonstration of how our constitutional monarchy has grown and adapted over time.

To mark her Golden Jubilee in 2002, the Queen toured Canada extensively, visiting British Columbia, Manitoba, Ontario, New Brunswick and the National Capital Region, as well as making her first visit to the new territory of Nunavut.

On her last visit in 2005, the Queen described the warmth and affection she feels for Canada:

And as in all our visits down the years, whether watching a chuck wagon race at the Calgary Stampede or athletic prowess at the Montréal Olympics, whether listening to an Inuit song of greeting in Nunavut or the skirl of pipes in Nova Scotia, I have always felt not only welcome but at home in Canada.

All Canadians look forward to welcoming her back again this summer to celebrate the Diamond Jubilee, the 60th anniversary of Her Majesty's accession to the throne as Queen of Canada and a time to celebrate our country's achievements.

The Jubilee year is also a time to reflect on our friendship with the Commonwealth, a voluntary organization of 54 independent countries united by their shared history.

Dedicated to the promotion of democracy, human rights, good governance, the rule of law, individual liberty, egalitarianism, free trade, multiculturalism and world peace, the Commonwealth also serves as a forum for a number of non-government organizations we know as the Commonwealth family.

Probably best known for the Commonwealth Games, an international sporting event frequently held at home in Canada, these organizations strengthen our shared culture through sports, literary heritage, politics and the law.

Indeed, our relationship with these countries is so privileged that we do not consider the Commonwealth countries to be foreign to one another, designating diplomatic missions between Commonwealth countries as high commissions rather than embassies.

Just a few weeks ago, Canadians celebrated Commonwealth Day, along with 2 billion people from all across the globe. The theme for 2012, Connecting Cultures, is about sharing our traditions and customs with one another.

In the words of our Governor General, David Johnston:

In a world where our means of communication have become lightning-fast, humanity must learn to see beyond borders and beneath the veneer of appearance to discover how much we truly have in common.

As head of the Commonwealth for over 55 years, the Queen personally reinforces the links by which the Commonwealth joins people together from around the world, filling an important symbolic and unifying role. Whether travelling overseas to meet citizens and their leaders, presiding at the opening of a sporting event or presenting her annual Christmas and Commonwealth Day messages, the Queen acts as a personal link and a human symbol of the Commonwealth as an international organization.

As Canadians, our democratic traditions define and unite us.

Unlike the separatist Bloc which seeks to play the tired politics of division at every turn, our Conservative government is proud of traditions, history, symbols, values and institutions which make our country great, all of which are embodied by the Canadian Crown.
