Business of Supply March 9th, 2017

Mr. Speaker, consensus in this House can be elusive.

However, on one point we all agree: our women and men in uniform deserve our highest respect. We must support our soldiers deployed around the world. We must recognize the dangers and discomforts they face, and we must compensate them fairly for their sacrifices.

The Department of National Defence has in place an impartial and transparent process to ensure that we do. Every member deployed receives a comprehensive compensation and benefits package. Sometimes that package includes a hardship allowance and a risk allowance, two monthly payments to compensate for conditions that are more uncomfortable, more stressful and more unsafe than those on a base here at home.

Decisions regarding whether a mission warrants those allowances do not happen at the bureaucratic level. The Treasury Board Secretariat is at the table, but in the chairperson's seat is a brigadier general. All around the chairperson are lieutenant colonels, majors, RCMP officers, women and men in uniform who have been on tour, who know the realities of combat, and who have made the same sacrifices we ask of our current troops abroad.

What is more, no one on the committee is answerable to the chain of command. Everyone can make their decisions without outside influence, without fear of reprisal, and without concern for operating budgets. Cost is never a factor. The committee's sole interest, then, is to determine hardship and risk levels that reflect the actual conditions on the ground, assign hardship and risk levels that represent the true stresses and hazards in the field, and lastly, assign hardship and risk levels that are objective and defensible.

The committee looks at 21 individual factors that affect a mission’s hardship score. The committee weighs everything from the quality of drinking water and the availability and cleanliness of washrooms to the receptiveness of the local population and the demands of soldiers’ daily routines. Similarly the committee weighs six factors for the risk score: from civic instability and the threat posed by hostile forces to the presence of infectious diseases and the risk of a natural disaster. The committee examines the probability of each hazard and considers the severity of the possible impact on our troops.

The evidence for their conditions? It comes straight from the source. Thirty days after the start of a new mission, the committee requests information directly from the field. In the case of the operations in Kuwait, senior military officials submitted a 20-page report on the conditions in the theatre of operations.

A doctor familiar with the mission, and an intelligence officer with his ear to the ground in the Middle East provided insights, too. At the time, soldiers were deployed to three locations in Kuwait: first, where our CP-140 Aurora and CC-150 aircraft were based; second, where our CF-18 fighters took off and landed; and third, where a small group of staff people was posted. Effective October 2014, all three were deemed medium risk. However, as you are well aware the security situation in the region is fluid.

Circumstances change continually and, in some regards, change dramatically.

For this reason, the committee reviews levels regularly, with regard to risk and difficulty, to ensure that they continue to reflect the actual conditions of a specific operation in a specific location. When the committee reassessed the risk scores for Kuwait in March 2016, all three operations dropped slightly. Two slipped just below the medium-risk threshold. They dropped again for one of the operations six months later, when conditions had changed significantly enough to warrant yet another review.

Finally, in December 2016, the committee reviewed a combined assessment for the two locations in Kuwait where personnel are deployed for Operation Impact. The hardship level went up, and the allowances paid to soldiers went up immediately too. The risk level, however, went down.

Soldiers will continue to receive risk allowances based on the earlier, higher rate for six months following that decision. In other words, personnel will have six months' grace, until June 2017, before they see the actual risk score reflected on their paycheques. As a result, soldiers have not yet seen any changes in their pay.

For some members of the House, the issue is not about the pay itself but rather the applicable tax break. The Income Tax Act states in black and white that risk allowances for medium- and high-risk missions are eligible for tax relief. Any mission with a risk score of 2.50 or higher receives the relief automatically. Missions that score between 2.00 and 2.49 receive the relief when the Minister of Finance designates them as medium risk.

The Minister of National Defence has always asked the Minister of Finance for that “medium risk” designation for our troops. He has always sought that tax break for our soldiers, and he has always received it. Once a mission’s risk level falls below medium-risk threshold, however, it is out of the Minister of National Defence’s hands.

The Income Tax Act simply does not allow for tax breaks on relatively low-risk missions. The two locations in Kuwait now fall within that category. Brigadier Generals, Commanders, Lieutenant Colonels, and representatives from the Treasury Board Secretariat agree on this.

The committee followed every rule in the book to ensure the same considerations are given to all service members everywhere. Their assessments specific to the postings in Kuwait are fair, objective, and rooted in the realities on the ground. Should those realities change, we will reassess the country’s hardship and risk levels.

In the meantime, we will continue to support our troops, and we will continue to provide first-rate compensation and benefits packages. We will continue to ensure our soldiers benefit personally, professionally, and financially from their hard, much appreciated, and much respected work.

Status of Women February 24th, 2017

Mr. Speaker, I thank the member for Dartmouth—Cole Harbour for drawing attention to International Women's Day. Canada is firmly committed to increasing the number of women at all rank levels. Major-General Tammy Harris will become the deputy commander of the Royal Canadian Air Force, becoming the first woman to hold such a post in the navy, army, or air force.

I hope that more women will work their way up the ranks so that, in the future, one of them will become the chief of the defence staff.

Mr. Speaker, the health and well-being of all Canadian Armed Forces members are critically important to our government.

Malaria is an infectious disease that can endanger the lives of our military personnel, who can be exposed in the course of their duties. Members of the military make personal decisions regarding malaria prevention in close co-operation with their health care professionals, based on an assessment and extensive medical information. Mefloquine remains a Health-Canada-approved drug that is offered to military personnel to prevent malaria. The use of this drug is now the exception.

Veterans Affairs February 24th, 2017

Mr. Speaker, our government's investment in the Canadian Armed Forces pension plan reflects the important contribution made by its members in defending Canada's interests, both at home and abroad. The department continues to work diligently to improve the processing of Reserve Force members’ pensions. In July, the administration of Canadian Armed Forces pensions was transferred to Public Services and Procurement Canada. This is expected to streamline and improve the payment of pension benefits.

Mr. Speaker, our government has taken concrete action to fight terrorism and has made a concrete commitment to help make the world a safer place.

Canadians understand the importance of supporting peacekeeping operations, and they support us in our approach to playing a more substantial, constructive, and inclusive role in the world. By participating in peacekeeping missions, Canada will contribute to defending and protecting civilian populations, especially women and children, who all too often are the hardest-hit victims of armed conflict.

We are determined to do everything in our power to fight sexual violence and all forms of human rights abuse.

As I said, we will carefully consider all of the options to determine how the Canadian Armed Forces can best contribute to peace and security.

Mr. Speaker, I would like to thank my hon. colleague for the opportunity he is providing to discuss this important issue for a second time in two days.

On November 16, my colleague opposite asked what was the point in Canada deploying soldiers to UN peacekeeping operations. We plan on deploying troops to peacekeeping missions because we made a commitment to do so in our election platform.

This commitment is part of the mandate of the Minister of National Defence and the Minister of Foreign Affairs. Consequently, last August, the government made a commitment to participate in UN peacekeeping operations. Why? It is because our government is firmly committed at the international level and wants to contribute in many ways to ensure that the world is a safer place. We have developed a three-year strategy with a budget of $450 million involving a number of departments.

Canada has also offered to host the next UN peacekeeping defence ministerial in 2017. This will be a defining event for us. It is important more than ever before that Canada be heard around the world. The former U.S. president said in the House last June that what the world needs is more Canada.

My colleague opposite also alluded to the possibility of Canada obtaining a seat at the UN Security Council. That would be a good way for Canada to actively promote Canadian values. It would allow us to achieve very noble objectives, especially in terms of governance, respect for diversity, and respect for human rights, especially those of women and refugees.

However, no decisions have been made regarding the location or length of the deployment, and no deadline has been set for making that decision. What I can say is that we have carefully examined the various options for missions led by the United Nations. Our analysis and consideration are still under way, with very clear objectives. I repeat: the safety of our men and women in uniform is the most important thing, and this aspect greatly affects our planning and decision-making processes.

Our actions will always be aimed at reducing as much as possible the level of risk our Canadian Armed Forces personnel are exposed to. We also want to ensure that any troops deployed as part of a peacekeeping mission have the appropriate equipment and the training needed to carry out the mission they are tasked with.

It is our duty to ensure that, before deploying our troops, we always seek to maximize the impact of our presence and our actions. We believe in the need to establish firm rules of engagement to ensure the success of our missions. These rules of engagement enable troops to defend themselves and the people they are working with. We are also committed to expanding the role women play in peacekeeping operations at all levels, particularly in key positions.

As I said yesterday, the chief of the defence staff will always be fully in command of our troops. Before we commit, we also have to ensure that our allies and primary partners fully understand our approach. As I said yesterday, our approach is considered wise and pragmatic, and rightly so.

In accordance with the mandate Canadians gave us in 2015, we are committed to taking concrete action and playing a constructive role to make the world a safer place.

Mr. Speaker, our government is determined to take concrete action and to play a constructive role in order to make the world safer.

Almost 70% of Canadians support the deployment of Canadian Armed Forces to conflict zones as part of UN peacekeeping missions. Almost 80% of Canadians believe that participating in such missions is a good or even very good use of the personnel and equipment of the Canadian Armed Forces. Canadians across the country support this.

Canadians understand the importance for Canada of supporting peace operations and being responsible members of the United Nations.

I will repeat that we are carefully examining all options to see how the Canadian Armed Forces can best contribute to maintaining peace and security.

Mr. Speaker, I would like to thank my hon. colleague for his question and for the opportunity to discuss this important subject.

Our government is resolutely engaged at the international level and contributes in many ways to ensure that the world is a safe place. In accordance with the mandate given to the Minister of National Defence and the Minister of Foreign Affairs last August, the government has committed to participating in UN peace support operations.

Last August, Canada made a commitment to deploy up to 600 Canadian Armed Forces members to assist with UN peace operations. The three-year deployment is part of a government strategy that has a budget of $450 million and involves a number of departments.

Canada has also offered to host this year's UN peacekeeping defence ministerial. The Minister of National Defence travelled to Africa twice last fall to gather information and gain a better understanding of local and regional needs and issues. He met with representatives of various African governments, diplomats, UN representatives, and people working on the ground with government organizations. However, no decisions have been made regarding the location or length of the deployment. No deadline has been set for making that decision.

We have carefully examined the various options for missions led by the UN and other international organizations. Our analysis is still under way, with very clear objectives. The safety of our men and women in uniform is increasingly important, and this aspect alone greatly affects our planning and decision-making processes.

Our actions will always be aimed at reducing as much as possible the level of risk our Canadian Armed Forces personnel are exposed to. We want to ensure that any troops deployed as part of a peacekeeping mission have the appropriate equipment and the training needed to carry out the mission they are tasked with.

We also believe in the need to establish firm rules of engagement to ensure the success of our missions. We must also ensure that our friends fully understand our approach in order to maximize its impact on the ground.

At a conference in Ottawa last week, defence experts applauded Canada's wise and pragmatic decision to assess situations thoroughly before deploying troops.

As I said earlier, this decision will also depend on an assessment of where Canada can optimize its military, security, humanitarian, and paragovernmental contributions.

In accordance with the mandate Canadians gave us, we are committed to taking concrete action and playing a constructive role to make Canada safer. We are proud to demonstrate our renewed commitment to the United Nations and to being a responsible member.
